Lazy/government worker problem.
There is always a "correct" way to perform an installation. If the worker only had one of the large switches in his truck, then it is much easier to install the double switch into the junction cover than drive back to the shop. Much better to take off work early and head to the home of your mistress and check off the box that says you completed the required task. I would have expected that but, no it's something that isn't done because most people don't complain or, they're lonely enough to want to hear other humans talking. It's only happened a couple of times and was fleeting. If it becomes more frequent it'll be a nuisance. Fortunately, I live out in flyover country so bluetooth isn't a big thing.
