No idea what the Disaster Aid language is. But, on a regular home owners policy you can have an "Additional Living Expenses" (ALE) coverage where the carrier will pay a sum without dictating how it is to be used. You're not going to be charged with fraud if you stay in your house on a regular policy like that. They'll probably cut off the payments if they realize you're taking advantage of their good nature, however.
