Not necessarily. Depends on the issue. Presidential power nowadays uses Justice Jackson's short concurrence in Youngstown Sheet and Tube v. Sawyer case. In it, Justice Jackson lays down three levels of conditions that judges should use. First is President acts with Congressional approval--unless action is banned by Constitution--necessary and proper clause means that judges have to defer to the elected branches. Second, President acts and Congress does little or nothing in favor or opposition. Then it turns on factors like domestic issue or foreign policy, pre existing statutes, and so on. Third, is when the president relies solely on his constitutional powers (Commander in chief, chief diplomat, chief executive). Right now, the EOs are a mix of those 3 conditions.

Now that was probably the case for many after WW2, when so many soldiers came back and joined public service, but not long after that "civil service" just became welfare for connected people with no skill.

20+ years ago Clinton filled so many government jobs with connected sycophants, Obama just raised those numbers exponentially. So they claim that these people who have been working in the public sector (making great money and benefits) are just regular people trying to do good, but really from day 1 they've just been trying to turn the country into a communist wasteland.
