Independent Panel Says That Senior Leadership of Secret Service Has Failed and Must Be Replaced "As Soon as Praticable"

The incompetence is calling from inside the agency.


The assassination attempt that injured former President Donald Trump in Butler, PA in July, was enabled by "numerous mistakes" by the Secret Service and "specific failures and breakdowns," an independent, bipartisan review set out Thursday.

The panel of four former senior law enforcement and government officials cautioned that another catastrophic security lapse could transpire if the U.S. Secret Service does not immediately undertake "fundamental reform."

"The Secret Service as an agency requires fundamental reform to carry out its mission," they added. "Without that reform, the Independent Review Panel believes another Butler can and will happen again."

The group said they identified "deep flaws in the Secret Service, including some that appear to be systemic or cultural" including a "lack of critical thinking among Secret Service personnel" and agents' unwillingness to "speak up" regarding potential threats.

The review made clear money was not the sole cause of the mistakes and root-and-branch reform for the entire organization must follow.


It stated the agency's failure go beyond spending. "Even an unlimited budget would not, by itself, remediate many of the failures of July 13," it said.

Civil service laws and rules thwart that. Basically civil service has become a racket and it is far too hard to remove bad eggs. To the extent that a VA employee in Puerto Rico decided to become an armed robber in his free time. He was caught and incarcerated (which obviously meant he could not do his job at the VA). He was fired. The Merits board reinstated the employment of this dude along with bennies backdated to the firing. It reasoned that he wasn't being a robber on VA time so he could not be fired for it.

My grandfather was chief of personnel for the AOUSC. Even decades ago, he said it would take him about a year to build a case to fire someone. It was far easier to promote the dead weight to a rubber room task where they essentially did no work. That is how you get people like the EPA dude shitting in the hallways.

And btw, comparable pay and bennies of teh Feds has far outstripped that in private industry. Wasn't true in the 70's and 80's. but true for the last twenty years or so.

He has to take on the whole of civil service laws. Essentially, as a constitutional matter, Myers got it right. To run the executive, the president must be able to hire and fire those sympathetic with that president's goals. That is antithetical to the current permanent bureaucratic state which is why reforms have become extremely difficult in the US (and the UK).

Bureaucracy brings down nations regardless of the regime type because they ossify and make it impossible to make critical corrections of course to the ship of state.

To be chief manager, one has to have the power to hire and fire those in office when they do not perform, are insubordinate in refusing to implement presidential directives, and engage in misconduct.

The military is a better model and Congress dared not extend civil service rules to it for a reason. It would be regarded as destroying the Commander in Chief role and returning to the awful Revolutionary War management of the armed forces by Congress.

That is actually what FDR did. He bypassed the bureaucracy of his time and created new structures to work outside of them. But, FDR had the Democrats controlling Congress by a massive majority that made it easy for him to do so.

Left the Court system as the only major opponent and despite the 1938 setback of his court packing bill, by 1940 or so, he controlled the courts as well.

I think the key difference is mindset.
A professional SS guy has the mindset to take a bullet to protect his charge. That's why they pile on the president when there's shots fired, and it's the polar opposite of special forces mindset, which is offensive in nature.
I am not sure they're compatible, but when DEI wasn't a thing I'm also sure that the SF guys had outer perimeter duties more suited to their skills and mindset.

To the extent that a VA employee in Puerto Rico decided to become an armed robber in his free time. He was caught and incarcerated (which obviously meant he could not do his job at the VA). He was fired. The Merits board reinstated the employment of this dude along with bennies backdated to the firing. It reasoned that he wasn't being a robber on VA time so he could not be fired for it.

My grandfather was chief of personnel for the AOUSC. Even decades ago, he said it would take him about a year to build a case to fire someone. It was far easier to promote the dead weight to a rubber room task where they essentially did no work. That is how you get people like the EPA dude shitting in the hallways.

And btw, comparable pay and bennies of teh Feds has far outstripped that in private industry. Wasn't true in the 70's and 80's. but true for the last twenty years or so.

On IT, a lot of the best development techies get their money from stock options which is never going to be a comparable option for federal employment salary considerations. Nor is it necessary.

Established companies themselves actually pay H1Bs much lower salaries and outsource key functions to other countries in order to decrease salaries paid.

When you consider that a lot of IT folks right here have been laid off often during cutbacks, have had their jobs outsourced, etc. All of a sudden the income stream over years of employment actually become more pedestrian.

A lot of the government hiring in IT problems are government and civil service hiring rules filled with all sorts of nonsense that prevent hiring good people if they are the wrong color, gender, or sexual orientation.

No, that isn't true. Incompetence is not directed. You would expect incompetent people going off plan to err in DJT's favor as often as to endanger him. The fact that all this incompetence was aligned directly at making a royal path to kill Trump, AND magically there was a non local shooter there, coming in just where security was lax, makes this enemy action.

You'd have to look at the probability for each error that the person would react how they did versus how they were trained to get a real feel for the chance of it being just blunders. Given the serious nature of the job, and nobody even told Trump to not take the stage after hours of incidents, and the investigation not even reporting what happened for months says this is a crime scene not an accident report.

I'm quite familiar with those calculations. I watched during the course of my career as it became harder and harder to attract people in certain areas. Lawyers are a good example. We didn't get the high flyers, we got the people from lower tier schools who wanted a 9-5 job, at best. As to chemists, my profession, the ACS puts out an annual survey of salaries, and to say my salary, which was a pretty good one by CS standards, was uncompetitive, is putting it mildly.

It simply isn't as attractive to come to DC and pay DC housing prices. You have to accept a much longer commute, to a lesser house, just to get in the market now.

Again, the appeal of working as a Fed varies with skill level. This isn't universally true; it's specific to the people who have other options.

Not really. Stock options can be lucrative, but they often are worth little. Tech employees rarely understand them or exercise them, unless they’re already ITM. Most people care about salary and benefits. It’s hard for gov’t to compete there.

As for H1Bs and outsourcing, we mostly used them when we couldn’t hire anyone domestically. There’s a massive shortage of qualified tech people in the U.S.

Man, Trump did fucking try. It's just that Trump wasn't shy about calling the War on Terror a giant waste and mistake, the Bush family for driving the GOP into the gutter, and for the uniparty bending over backwards to accelerate America's decline.

He tried by working with Mitch and Ryan while Mitch and Ryan were allowing investigations into Trump for crimes they knew he didn't commit while stymying him on every policy preference through policy and ever potential administrative pick he had to send to the Senate.

It simply isn't as attractive to come to DC and pay DC housing prices. You have to accept a much longer commute, to a lesser house, just to get in the market now.

Again, the appeal of working as a Fed varies with skill level. This isn't universally true; it's specific to the people who have other options.

Did you consider the NPV of your retirement income stream and the NPV of your federal health care benefits?

Note that most of private employment no longer provides defined benefit retirement plans in favor of 401k types. Corporate retirement health care has also become much stingier as far as benefits.

For fun, here is a NPV calculation assuming that the person retires at 60 and will live approximately to 85 (which is about the average lifespan of a fed retiree). Discount rate is 4.5 percent.

Annual benefit: $50,000
Number of payments: 25 years
Present value of each payment:
PV = $50,000 / (1 + 0.045)^25 ≈ $1,043,119

Assuming no colas, etc.
NPV = Σ (PV_i) ≈ $ $ 8,995,516.09

That is not considering health care benefits.

they should have said as soon as possible and not practicable. similar to the way people say equitable instead of equal. it lets them say something that the average person will not really comprehend what they are meaning.

Griggs was decided in 1970. Notice that NASA put a man on the moon in about ten years using that system. Our defense industries produced multiple weapons systems during that time that lasted for decades. We did not have open commies in high offices like a Communist Party member as CIA chief (Brennan).

Our schools produced literate graduates, our universities produced Nobel Prize winners, etc.

Then it all went to crap because of the Burger Court and his cohort of crappy GOP socially liberal justices like Blackmun, Burger himself, Powell, Stevens, etc. etc. Tells you something when Byron White, a JFK appointee, was more conservative than a lot of Nixon and even Reagan appointees aside from Scalia.

Even in the public sector, getting fired and humiliated when a blunder happens encourages good behavior. If half of FEMA had been fired and many jailed for manslaughter to murder to misuse of government funds the organization might have an entirely different attitude about getting the supplies out to those who need them.

Frankly, though FEMA just needs to be a few dozen people to watch the money. The army / navy / airforce / coast guard could do the heavy lifting on the field, and it would be good training for deployment. And if they screw up they can be court-martialed.
