That isn’t how that works, sorry. They can only strike because the contract expired. They cannot replace until impasse has been reached, which is a very high bar. They can hire temporary contingent workers at any point, but they need to be sure they are trained and not posing any safety risks because the union will be calling any and all regulatory agencies every hour on the hour.

Note, too, that if you get to impasse and replace the workers, you have not gotten rid of the union. The union is still there and the new workers will be working under the terms and conditions of the last best and final offer.

So, labor law made sense in the 30s. Companies were literally clubbing workers over the head and killing them, or dragging them back to the factory’s where feet were getting chopped off. Workers were walking off the job all over the place or companies were locking workers out because they were getting too demanding and it was chaos. The concept of work now / grieve later was to provide labor peace. Same with stoping wildcatters, or lockouts. It forced bargaining in good faith ( but you never have to come to agreement!). Fast forward to now' and government agencies and laws have replaced the unions - osha, FLSA, etc. unions no longer serve a purpose.

Actually, we all had fun, including management. Lots of "war stories" being told by both sides. We weren't dealing with "sweatshop" conditions. We were engineering, editors, master control operators. Most of the "negotiations" involved OT, or sick days, etc. Lots of "theatrics". I even told the union business agent that I may nominate him for an Emmy for best perfomance. LOL!

Might have been mentioned above in the thread, but the Longshoreman are subject to the Congressional national security laws established during WWII and that have been in effect ever since that time - namely, the rule that forbids a national strike longshoreman strike due to national security. The US Government can invoke law that at any time during this strike, replace them with government workers, and the Longshoreman Union would be no more...and there is NOTHING they can do about it, nothing - thus the blustering by the Union Boss Boy is just that...nobody "toads up" if they know they are going to win.
