There is one thing the House can do, provided the right party has a committee chairmanship: convene their own investigation, by bringing witnesses to refute, point by point, the handful of sand thrown up by the official investigating board. If done dramatically and in a timely fashion that attracts coverage, this destroys the PR effect of the "Blue Ribbon" and keeps an issue in the public attention, so far as there is any. Complicated business.

And they retain a House #, which the Senate then uses to pass amendments to an *empty* bill using the House-exclusive powers. And for a long time, most bills are passed in a joint committee, where they take the different copies of the bills and produce a "Committee Report" about what the law will end up being, and President signs *that*. Most of the sausage is made in join committees.
