He'll decline the nomination, which opens up to a second ballot.
That's when the super delegates get their power back.

I get the optics of having Kamala "agree" to an open convention so it doesn't look so obvious they're shitcanning her. But that would only make it worse when she is in fact shitcanned.

But, again, the delegate rules say they have to vote for Biden on the first ballot (some soft language around that aside). That means the first ballot goes to Biden, who has already declined the nomination.
The power then goes to the super delegates.
Imagine 2016 where Hillary became the nominee after actually losing to Bernie instead of just, you know, losing but cheating her way to a bare victory. This won't be quite that bad, but it'll be bad.
