My mother, who was an otherwise very sensible lady, once told me that FDR saved the country during the GD and WW2 and would not hear an unkind word about him. She was born in 1931 and he was the president until she was 14 years old. We just had to agree not talk about the sleazy old semi-commie. She never voted for a democrat, though. She would have hated this painting because she liked beautiful art.

These type of images, for me, are reductive from the perspective that everything is stripped away but the essential shapes and once there we are in seeing the world as abstraction. This kind of imagery, in particular Edward Hopper's work, are some of my favorite works. I think this stems from discovering this way of seeing while running around with a camera and pretending I actually know what I am doing.

There is literally tape of the Overwatch looking in the direction of the shooter and doing nothing until he takes a shot.
The fucker is on a white roof wearing dark clothes, on literally the only roof in the general direction the snipers were looking at.
Maybe they vapor locked, maybe they were thinking about what to have for lunch, I don't know, bottom line, if we want to grant them the benefit of the doubt, this was spectacularly FUBARED at every level of analysis.

You climb a roof not expecting to see anything, startle some dude who turns and points a rifle at you? You drop/slide/jump off the ladder. No way you're going to try and fumble around for your pistol, or have the full thought process of "let him shoot at me to alert everyone". Someone points a gun at you and you're unarmed...most people instinctively freeze, or do some amazing parkor to get away.
Then, probably call it in on your radio...you know snipers are everywhere. As I understand, though, the shooter immediately turned back around and engaged Trump, so there wasn't time.
