I don't usually associate Jacques-Louis David with a sense of humor but there is a playfulness in this painting that underlies the brilliant use of mythology, color and detail. Given the brightness and size of the painting it must have been startling to the viewers.
In a strange way I don't care for the painting. David's technique is so smooth in this one, with no hint of brush strokes, it removes some of the artist's hand work. Medicare's a bit more complicated, but future funding can be assured if the Democrats gain control of both Houses of Congress plus the White House. Cuts in these vital programs should never happen.

Society tires of the cost to keep people locked up an inevitably lets them. US prison policy has been the same way---times when crime is bad--lock em up. When crime is less of a problem---let em out. Rinse and repeat. England had a massive problem of crime running about a century spurred in part by massive urbanization and the enclosing of the Commons. It took the Bloody Codes that put criminals to death for many crimes about a century to resolve that multi generational crime wave in the home isles.

It is Medicare that is effectively out of control and fixing that will require much higher taxes or vast cuts in it. Medicaid is under the general budget and is also exploding due to Obamacare and nursing home care. Took about 728 billion in total federal and state spending last year and that also hikes your state tax bill as states have to finance about 30 percent of it.
