I have a cousin on the State Department for about 30 yrs now. In the he 90s we were at a wedding of another cousin and he had just returned from a posting in Syria. There is some logic in chemical energy storage to make wind and solar more useful, but not for transportation.
The problem is that efficiencies are too low, and capital costs way too high. So wind/solar costs 2x coal when it works, and stored wind/solar costs 20x coal. So first they assume all energy comes from wind/solar. (disregarding the energy required to make that work) so that is zero carbon. Then they use fraudulent data to calculate the energy needed to make the vehicle, tires, etc. This fraud infrastructure was all built up to justify EV but it is too deep into economic and technical details so everyone plays along. For example, the copper used to make motors requires mining, refining, transportation, and manufacturing. There is database of how much carbon is used to make copper wire, but that data is garbage and ignores most inputs.
