So he uses his family as cut outs for bribes. But it will be very difficult to say "this $200,000 to your son / brother / cousin / nanny was actually for Joe Bidens use, and in exchange for that he did [x]." It'll be hard to prove that the money was for Joe's benefit (even though it obviously is, even if he never touched it), and it'll be even harder to draw a line from his families "business deals" to actual legislation he voted on. Yet another reason congress loves their omnibus spending bills. There are so many line items in there, Joe can say "shit, I didn't realize lobbying for and voting for this helped the guy who bribed me. I was just trying to save social security!" or whatever.
