During WWII, it was pretty common, I think, for one side or the other to try to pick up survivors of the other side once their vessel went down. At least in the Atlantic.
But the Japanese, I think, were different: they were very Islamic like in terms of suicides and so forth, so didn't we just gun them down for the most part? To protect ourselves?
The Germans and Italian common soldiers were at least semi-human if not good sorts fighting for their country (SS was different, naturally).

My wife gets big bags of the used grounds for the garden. It has lots of nitrogen and I think most of the herbicides and pesticides have been burned off by the roasting or by being soaked out by boiling water during the brewing.
I use it instead of cotton seed meal for my fertilizer mix

NBC News reported that U.S. Rep. Mike Rogers (R-AL) and several other Republicans have participated in closed-door meetings with Democrat House Leader Hakeem Jeffries (D-NY) to reach a solution to keep Jordan from securing the required 218 votes to become the new House Speaker. Other Republicans, including Reps. Ann Wagner of Missouri, Don Bacon of Nebraska, and Mario Diaz-Balart, R-Fla., have said they will not vote for Jordan. Only five Republicans need to vote “no” to succeed.
“They put us in this ditch along with eight traitors,” Rogers told reporters. “We’re still the majority party; we’re willing to work with them, but they gotta tell us what they need.”
On Sunday, Jefferies confirmed that the parties have plotted against Jordan to keep him from taking former House Speaker Kevin McCarthy’s (R-CA) seat.
“There are informal conversations that have been underway. When we get back to Washington tomorrow, it’s important to begin to formalize those discussions,” Jeffries said during an interview with Meet the Press.

It's not so much "delay" as "graze function" of the fuze. Low velocity launched grenades and autocannon ammo fuzes have two modes of function:
Impact - square-on hit drives a firing pin into the detonator.
Graze - A glancing impact causes a spring to drive the firing pin into the detonator.
The graze function works off "spin decay". When the spin slows down, either from air resistance (resulting in self-destruct) or striking something but not causing the impact function, the round still detonates. Hitting water does this, even at a "stone skipping angle". Skimming along something solid, like the top surface of ground or a vehicle also results in a graze hit.
The video shows detonation on impact with the water surface. That's the fuze graze function. Frag effect is likely limited to 1 meter (I'm no expert on this). As noted above, the overpressure effect is more important here.
