The word "could" concerns me. Also, Abbott announced the measure on June 8 and said it would serve as another layer of border security and deter immigrants from crossing in certain areas and funnel people who do cross to other parts of the river where federal and state officials can apprehend them. Where I've seen the Rio Grande, up in Albuquerque, it's not that deep or wide a river -- it's no Mississippi or Missouri. Is that true farther down, in Texas? If so, that's why these vermin have been able to get across. Anything that can deter them is all to the good.

There's some good pictures at the link which shows the placement of the buoys, which quite clearly need to be anchored close to the US river bank. Although it would be possible for a person to climb over them, I believe that the smugglers have been using fast, small flat bottomed boats to zip back and forth across the river, and these barriers will block that traffic. Even though I agree with what Abbott is doing, I understand the Kayak companies beef. Abbott is putting them out of business with an executive order, and they have no recourse. I wouldn't kayak in that river. There used to be a late night show on a local channel which was live action video of Texas Game Wardens on the job - pretty amazing the stuff they'd run into. As the saying goes, being a game warden is one of the most dangerous LEO jobs, since almost everyone you encounter is armed. What was notable was that the game wardens out patrolling that lake have a 3rd agent in an elevated seat with some protection, and he always watches the Mexican border with an M-16 at the ready. This is because they all report that if they get too close to the southern bank of that lake, there are cartel scouts on top of those hills who will start taking pot shots at them just for fun, so they're always on guard. (The Mexican govm't doesn't even try to assert any authority in the area, it's all run by the cartels)
