If the plan is to move the FBI without diminishing it, I'd suggest simply removing the HQ from DC completely and not replacing it with anything else.

You have a bunch of appropriations bills coming up this year now that the omnibus crap is dead. That's where the real rubber will meet the road. But the hearings have put the heat and notice on people that nobody is going to let this crap go by unnoticed. That's a far cry from what the Dem's did and a huge step in the right direction. Of course there's still the Vichy Senate who will undermine everything the House does, but there are a lot of seats up in 2024.

Since the Bureau will never be abolished and torn asunder as it should be, the only meaningful reform we'd ever hope to see would be moving HQ to the hinterlands. Rotate agents and SACs out of the NY & DC offices every 2-3 years so no one gets comfortable in that locale or with those cases. Fire everyone who ever put a fingerprint on crossfire hurricane. Prosecute and jail those who committed crimes in pursuit of same. Expand the SOL for crimes to 10 years so friendly administrations can't just run out the clock.

The concept of the FBI is wrong to begin with. It is essentially the secret police. The came about because of organized crime and jurisdictional issues with bankrobbers robbing in one state and cross the state line and living th high life. Jurisdictional agreements between state law enforcement agencies can take care of all that now. You could have made an argument for a central investigatory crime lab, but they fcuked that up also. There is a place for counterintelligence, but since the military can't act on us soil and the CIA isn't supposed to either, you need an org to police for spies. Its totally corrupted, and needs to be burnt to the ground and something much more limited replace it. You spread it out, decentralize its command, but centralize its intelligence. Easy to do these days.
