Regarding the releases for Ocean Gate, my understanding of releases historically is that you cannot ask a client to release you from negligence or fraud. IMO there were so many negligent issues regarding safety and standard practice on this thing that taking paying passengers on it assumed reasonable liability on the part of the tour operator.

It might have a tough time in a modern war situation with drones and air defense, but one of the reasons Russia is doing well is that they kept building simple and reliable things that work as well as new toys and enough of them to make a difference.
