DEMOCRAT GOVERNOR OF NORTH CAROLINA DECLARES "STATE OF EMERGENCY" TO THWART VOTE ON EDUCATION REFORM
The bill concerns vouchers -- giving parents vouchers to choose what schools they will send their children to. Freeing children from the slavery imposed on them by the teachers unions, who view children only as State-Owned Wheat to be reaped and ground into bread for teachers' salaries.
He says that the "emergency" is that giving kids the ability to go to charter schools, with a state-provided voucher, reduces funding for "public" schools, which are not public at all -- they're owned-and-operated union "schools." But of course if 35-50% of students abandon these union schools -- which they no doubt will -- why on earth would the union schools require the current funding levels, now with 35%-50% fewer students?! This is about keeping children in control of leftwing government bureaucrats -- against the wishes of their parents, of course.
Democratic North Carolina Gov. Roy Cooper declared a "state of emergency" on Monday in an attempt to stop a school choice bill from passing the state legislature. Cooper released a video announcement where he declared a state of emergency, arguing that the state of public education is "no less important" than other emergencies. "It's time to declare a State of Emergency for public education in North Carolina. There's no Executive Order like with a hurricane or the pandemic, but it's no less important," Cooper stated. He continued, "It's clear that the Republican legislature is aiming to choke the life out of public education. I'm declaring this state of emergency because you need to know what's happening. If you care about public schools in North Carolina, it's time to take immediate action and tell them to stop the damage that will set back our schools for a generation."
Cooper's announcement drew intense backlash on Twitter as an overreach of government power. The Blaze columnist Auron MacIntyre wrote, "Executive governing in the permanent state of exception to save democracy." "Neutering the abuse of emergency power by the executive branch should be priority number 1 for every state," Conservative account "PoliMath" tweeted. School choice advocate Corey DeAngelis wrote, "they're losing control over the minds of other people's children. good. cry harder, @RoyCooperNC."
Cooper has been criticized for opposing private school vouchers while sending his daughter to a private school in Raleigh. He has also attempted to end the state's Opportunity Scholarship Program which provides vouchers to lower and middle-income students.Montec says that seven of the 20 Democrats in the Senate are defecting to vote in favor of this bill. Republicans already enjoy a veto-proof majority -- so Roy Cooper just declares that democracy is suspended, until the legislature stops attempting to pass a law his union backers support. Incredible. Distortion. Most of those emergency declarations were based on long ago one hundred year old precedents and public health laws used to curb yellow fever, cholera, tb, and other epidemics at the time. Jacobson decision by Scotus bless them which is also over one hundred years old and involved a fine, not mandated vax.

Flipped from Dem control to GOP. Cooper is out there by himself.
Proroguing was a royal power used by King Charles I to prevent a Parliament from meeting and colonial governors did the same to colonial legislatures. Most recently Boris persuaded the late Queen Elizabeth to do it. For this reason, all of the states banned the practice after Independence as a violation of separation of powers. A governor can call a legislature into session but cannot prevent them from meeting during their regularly scheduled sessions.

Not the same including voting rules because those are statutory in most states, not constitutional.
Regarding meetings, legislatures are equal branch to executives in every state and I already explained about proroguing. On the Proxy vote, the House itself sets its own rules and procedures so judges cannot interfere with what each House decides internally unless it contradicts the Constitution. The Senate declined to allow proxy votings most probably because it would have required unanimous consent followed by spending time to break a filibuster or require the nuclear option.

For the Feds (assuming the Constitution is in force), a bill becomes law without a presidential signature if a) a veto is overridden; or b) ten days after Presentment of the bill if the President does not veto it. The Pocket Veto is possible if the bill is Presented with less than 10 days remaining in the Congressional session.

It is a rhetorical “emergency”. NC Governor has no authority to shut down the legislature. He can call them into emergency session; but not close them down.
Choice bill simply expands eligibility for the already existing choice program. Existing choice program is limited to low income and disabled children. Proposed bill raises eligible income levels, but means tests voucher payments. Vouchers go down as income goes up. State education department sets the maximum value of the voucher. Currently disabled get 90% of the voucher. Lowest incomes get 45%.
This is a massive fundraising grift by both parties.

States did not need the Courts--Wisconsin, PA, GA, AZ, even MI had Republican majorities in the legislature.
Each of those legislatures could have set aside the Dem slate as being fraudulently elected in 2020 and sent the GOP slate to Congress for Pence to count those electoral votes for Trump.
All of which would have been constitutional. They did not do so because enough members of those legislatures were fine with getting rid of Trump and populism. So expecting the federal courts to get their hands dirty for someone not named Bush was unrealistic. No GOP authority in the states investigated fraud and thus implicitly approved it.

Schools in NC went down hill with the Lottery being voted in. The lottery made it look like the state had plenty of money to be put in schools. So the school funds were raided for other projects. It looked like schools had the money when actually it was liquid. By this thinking the actual accounting of the school system became lax (How much money actually was wasted). Pair that up with an explosion in administration numbers pulling money away from actual schools and school buildings. Aging buildings put further strain on the system.
That is one part.
Now add in the next layer of pushing all kids to graduate and go to college, gets you lower your standards. Like the High School kids in Baltimore that are reading at a 3rd Grade level. (But look, they are Graduating, Yay). As a teacher you do not want to be the one who does not let Freddy pass his class and not go to the next grade. Because you get to deal with him again next year. Do you really want to deal with him again? Covid and online classes made this much worse.

Seems like I remember that some states changed their election laws without following their prescribed process, and then when that point was raised, the SCOTUS declined to hear the issue. Pelosi declared an emergency to prevent states from re-certifying their slates and Pence certified the vote.

NC spends about $10k per student. Average teacher salary in the state is about $55k. With vouchers, a teacher breaks even if they can find just 6 kids to teach, and that includes their own kids. Add in another 2 kids to account for health insurance and cost of supplies. Class size of 8, more direct interaction with the parents. No wonder the left hates the idea.

You won't find the king's power of proroguing anywhere simply because no executive was ever given that power and so legislatures met during the Revolution, the War of 1812, even the Civil War.
Lincoln came the closest to proroguing a legislature when he prevented the Md legislature from meeting to debate secession. But that was under his assumed presidential powers to stop a rebellion. Plus he had the troops and federal marshals to make it stick while Congress was out of session.

Yes they would have. Simply put, constitutionally, the matter is clear--you do not have a 'right' to vote for president. The vote is purely advisory to the state legislature who can submit who they want as electors. Any state law or federal law is automatically infirm (unenforceable) that contradicts the US Constitution. That was probably what would have happened in Florida during 2000 with the Florida legislature simply submitting the Bush slate of electors as was their constitutional right.
Politically, perhaps, or perhaps not GOP legislators would have borne the brunt of a united hate campaign but since they refused to do so, it is moot for now.
Weft loop, legal is not the same as political. Legally, the ground is clear but politicians can obviously refuse to do something and no court will order it (almost no court--see JFK's court mandated slate in Hawaii in 1960).

The fraud was so massive in AZ as in nearly 20 points or so, there is literally no way to assess voting preferences.
Essentially mail in ballots are fraud machines and any state that allows widespread use of them has virtually unknowable election results.
To even estimate voting behavior, one would have to A) have an accurate list of voters with all non-existent, dead, felon, or migrant votes registrations excluded, B) an accurate prior voting history of those individuals including whether they voted in each of the differing types of elections---local, state, and federal. Then C) some sort of accurate polling which generally requires both area surveys and individual components.
USDA uses a list of farmers to survey existing farm operations and to estimate the error rate of their list and to add discovered farmers by using geographic area surveys of roughly 600 some odd acres or such.

Yep. And on the flip side, teachers are required to have teaching certificates, meaning people with existing bachelor's and master's degrees can't be teachers without another 4 years in school, or expensive training classes.
One of the best programs I've even seen is one where people with a BS in anything shadow a teacher for six months, then take over the class. Easy peasy.

The Democrats are just lazy voters while the Republicans have felt a patriotic duty to vote. This is why they were competitive. The Democrats just took care of that little problem. This will be the third COVID election and I'll bet Democratic turnout is going to be flat from the two previous elections with a high percentage of turnout. How is that cheating?

My guess is cartels. AZ is a big highway for drug and human trafficking. GA is too because of ATL airport and key location on interstates but less sure of direct cartel influence.
FWIW, TGP has an interesting deep dive into Sen. Warnock's donations and basically involves thousands of donors across the US donating through ACT BLUE but many of those 'donors' when contacted deny donating and are actually unemployed.
Most of what we know about elections is like astronomers looking at the skies. Something is distorting the universe(elections) but we are not quite sure with enough proof what it is other than fraud and rigging.

The mail-in ballots sent merely to the three largest universities (AZ State at around 100,000, U of A at nearly 60,000, and NAU at around 35,000) are enough to swing the election to the D every time now.

Yes, but now it's all of them at nearly 100% and it's legal. There is no effective strategy to deal with this. You can do away with mail-in-voting in red states, but you've got those states anyway. I don't know an effective counter, but the GOP better come up with one quick or they are finished.

The problem, now, is the Blues. Because those folks - or these folks - can't stand how bad things are, even though its not all THAT bad.
So the Blues insist on charging in and fixing all the shit the Reds have screwed up. When I'd really like it if the Blues just pulled an Atlas Shrugged Galt Gulch. But they can't. Not in their nature.
And that's how the system got this far. Reds doing everything in their power to screw everything up, and Blues doing everything in their power to stay one step behind and fix it all.
