He says that the "emergency" is that giving kids the ability to go to charter schools, with a state-provided voucher, reduces funding for "public" schools, which are not public at all -- they're owned-and-operated union "schools." But of course if 35-50% of students abandon these union schools -- which they no doubt will -- why on earth would the union schools require the current funding levels, now with 35%-50% fewer students?! This is about keeping children in control of leftwing government bureaucrats -- against the wishes of their parents, of course. Cooper has been criticized for opposing private school vouchers while sending his daughter to a private school in Raleigh. He has also attempted to end the state's Opportunity Scholarship Program which provides vouchers to lower and middle-income students.Montec says that seven of the 20 Democrats in the Senate are defecting to vote in favor of this bill. Republicans already enjoy a veto-proof majority -- so Roy Cooper just declares that democracy is suspended, until the legislature stops attempting to pass a law his union backers support. Incredible. I live in NC. The schools leave a lot to be desired. For instance, the local high school has only 4 classes a day for students. That’s right they go to each class for about 90 minutes each. That it, those four classes for the whole semester.

Everything in the media about this bill is BS. This bill has been around for several years. What’s different is one senator changed sides giving the senate a veto proof majority.
It is a rhetorical “emergency”. NC Governor has no authority to shut down the legislature. He can call them into emergency session; but not close them down. Choice bill simply expands eligibility for the already existing choice program. Existing choice program is limited to low income and disabled children. Proposed bill raises eligible income levels, but means tests voucher payments. Vouchers go down as income goes up. State education department sets the maximum value of the voucher. Currently disabled get 90% of the voucher. Lowest incomes get 45%. This is a massive fundraising grift by both parties. So, my two cents worth.
Schools in NC went down hill with the Lottery being voted in. The lottery made it look like the state had plenty of money to be put in schools. So the school funds were raided for other projects. It looked like schools had the money when actually it was liquid. By this thinking the actual accounting of the school system became lax (How much money actually was wasted). Pair that up with an explosion in administration numbers pulling money away from actual schools and school buildings. Aging buildings put further strain on the system. That is one part. Now add in the next layer of pushing all kids to graduate and go to college, gets you lower your standards. Like the High School kids in Baltimore that are reading at a 3rd Grade level. (But look, they are Graduating, Yay). As a teacher you do not want to be the one who does not let Freddy pass his class and not go to the next grade. Because you get to deal with him again next year. Do you really want to deal with him again? Covid and online classes made this much worse. Next The breakdown of the family, two parents in the home meant at least some stability. A few years ago, 2017 or so, NC had a Republican governor. There was some bill or something that got the teachers up in arms. A bunch of them were going to call in sick to go protest in Raleigh. So local school boards made special holidays so they could take off and protest.

The vote is purely advisory to the state legislature who can submit who they want as electors. Any state law or federal law is automatically infirm (unenforceable) that contradicts the US Constitution. That was probably what would have happened in Florida during 2000 with the Florida legislature simply submitting the Bush slate of electors as was their constitutional right. Politically, perhaps, or perhaps not GOP legislators would have borne the brunt of a united hate campaign but since they refused to do so, it is moot for now. And on the flip side, teachers are required to have teaching certificates, meaning people with existing bachelor's and master's degrees can't be teachers without another 4 years in school, or expensive training classes. One of the best programs I've even seen is one where people with a BS in anything shadow a teacher for six months, then take over the class. Easy peasy.
