Kyrsten Sinema Agrees to $730 Billion Build Back Brandon Bill

They're claiming it's a $430 billion bill, because, supposedly, $300 billion will not be spent, but used to retired debt. $730 billion will be raised by increased taxes, $430 will be spent, $300 billion will be spent to retire debt.

Only I don't believe that last part. I think the full $730 billion will be spent over the next several years, with a plan -- an IOU -- to retire $300 billion in debt in the last five years of the ten-year plan.

Which will never happen.

But this is how the score bills to Con the Rubes.

I suppose the good news is: It could have been worse.

Democratic U.S. Senator Kyrsten Sinema said on Thursday she agreed to "move forward" on a $430 billion drug pricing, energy and tax bill, subject to a Senate arbiter's approval of the bill, which Democrats intend to pass over Republican objections.

The bill known as the Inflation Reduction Act...

LOL.

As mentioned yesterday, this bill increases federal spending in an already highly inflationary environment. It will not "reduce inflation." It will increase it.

Theoretically, in the "out-years," the years in the tail end of the 10-year scheme of the spending plan, cuts in spending will be made and that will in theory cut inflation... six, seven or eight years from now.

But 1, that doesn't help us with the acute and unbearably high inflation we're seeing now and 2, no one believes those cuts will ever take place. They're an accounting gimmick to get the spending through while pretending the bill is actually "revenue neutral."

Congress does not have to follow through on this spending cut "plan." They announce a "plan" just to get their spending increases smuggled through reconciliation. Next year, they can pass another ten year "plan" that also increases spending -- but also claims to "cut spending," promising cuts in the out years.

And those cuts never come.

And we just keep increasing spending forever.

And increasing inflation.

This is the "Inflation Expansion Act."


... introduced last week by Schumer and Democratic Senator Joe Manchin, is a key priority for Democrats and President Joe Biden ahead of November's election battle for control of the U.S. Congress.

The act will help people save money on prescription drugs and health premiums, Biden said in a statement on Thursday.

"It will make our tax system more fair by making corporations pay a minimum tax," he said.

Is it just me, or does anyone else find your enthusiasm for protecting corporations -- which not only paid to "fortify the election," but then also bankrolled the riots and arsons and murders of BLM -- falling to zero?

They're a Democrat constituency now. They can get their favors from the Democrats.

I don't know why we're doing favors for people who hate us. Fuck them to hell. I don't care if the whole Fortune 500 winds up paying 70% corporate tax rates.


Democrats will need all 50 of their votes -- plus Vice President Suzy Fartclam as a tie-breaking vote -- to pass this through budget reconciliation, assuming the parliamentarian permits it. The parliamentarian will review each provision to determine that each is actually germane to the budget and that the whole, theoretically, reduces the budget deficit. Which is what is required to pass a budget bill on 50 votes instead of 60.

If any Democrats get covid or, who knows, monkeypox, that would complicate matters.

Especially because it will involve new debt. Sure, they say it won't, but that will be a lie. The tax increases won't raise revenues enough (they never do) and even if they do, it won't raise them fast enough for immediate spending. So that means new debt, and that means more pseudo money, and that means more inflation. Period.

Only a balanced budget is non-inflationary.

Just like bond issues for things like highways and stadiums. The bonds are longer in duration than the expected usable lifespan of the structure and so you keep paying even after the damn thing is replaced, or you simply roll it over and refinance the remainder out of general funds and declare it "paid off."

42 Ace, the problem with fucking corporations to hell by imposing higher taxes on them is that ultimately we're fucking ourselves in the ass. There's no such thing as a tax on a corporation. Technically, there is. But practically there is not. Corporations merely pass their tax burden on to their customers or clients in the form of higher prices. So any higher taxes "on corporations" are not paid by them. They are paid by us. That is sadly true of ANYTHING that increases costs on corporations. Red tape, increased insurance premiums, whatever. It's always us that pays it in the end.

Some of it is experienced as a loss to existing investors but investment spending will decline so that future rates of return will go back to normal. Investment spending or lack thereof is what will consequently impact the price and availability of goods faced by consumers.

It was called the "American Recovery and Reinvestment Act" (ARRA) and was a "stimulus" package in the wake of the financial crisis. It was also one of the first pieces of "flagship" policy by the Obama Administration.

The bill for that was $737 billion and it later, of course, moved up. It was extremely controversial at the time. Technically, there is. But practically there is not. Corporations merely pass their tax burden on to their customers or clients in the form of higher prices. So any higher taxes "on corporations" are not paid by them. They are paid by us. That is sadly true of ANYTHING that increases costs on corporations. Red tape, increased insurance premiums, whatever. It's always us that pays it in the end.

Elric, that is not really true as a matter of empirical data or theory. It depends on whether the demand for the corporation's goods are elastic or not and whether substitutes exist. A company with elastic demand for its services has a hard time passing on extra costs--so, the costs are eaten internally via less money to equity holders and to workers. Usually the latter eats the costs.

Always be careful of using rhetoric (corporations do not pay taxes) versus the actual situation. It depends, like most other things, on the situation.

100 They got Sinema's vote by dropping the tax on "carried interest" income, which is how fund managers for big financial institutions like Blackrock and Goldman Sachs are paid. They get taxed at 20% interest. Also some changes to the supposed 15% minimum corporate tax (which wasn't really that anyway).

So, three takeaways, in my opinion:
1) We know who owns Senator Sinema.
2) A major source of funding for this bill just went "foop" and disappeared into the ether. So, it can't do anything to reduce deficit spending now.
3) If the Dems really cared about carried interest they would have sweet talked a couple of Republican buddies (Collins, Murkowski, Romney) to vote for this. It really shows who the Dems care about, and it ain't you and me.

In a real world without static analysis, large companies have the ability to work the system in order to minimize taxes and they, in fact, have whole divisions set up to do so. For example, Apple can simply issue debt to fund new projects which results in a deduction versus using existing capital, and so on.

The rhetoric that corporations do not pay tax is simplistic and not actually situated to explain pricing behavior of a company absent a whole lot of other variables.

Elric, that is not really true as a matter of empirical data or theory. It depends on whether the demand for the corporation's goods are elastic or not and whether substitutes exist. A company with elastic demand for its services has a hard time passing on extra costs--so, the costs are eaten internally via less money to equity holders and to workers. Usually the latter eats the costs.

Always be careful of using rhetoric (corporations do not pay taxes) versus the actual situation. It depends, like most other things, on the situation.

Elasticity of demand is irrelevant here because as I understand the proposed taxes, they are across-the-board increases in corporate taxes. This isn't a situation where an increase in costs (of any type) on the corp can't be passed onto the consumer because the consumer might have other options. This is more like inflation. As we have seen, when inflation rises it's the consumer that pays it.

Corporate tax rates are an investment spending lever. Income tax rates are a labor supply lever. It's not complicated and independent of what you hope for or wish to do, it's how it works.

Increasing capital gains tax rates or corporate tax rates is an easy way to push for recession, correspondingly lowering them is an easy way to juice the economy.

It can be an acceptable outcome but don't pretend it has no consequences.

In FY 2021, the IRS used 78,661 full-time equivalent (FTE) positions in conducting its work, a decrease of 12.9 percent since FY 2012.

They are more than doubling the IRS workforce, and it will be the largest on record. Up by about 110% since last year and up by 83% from the prior peak (I am assuming it was a peak) in 2012, when the agency had around 90,311 FTEs.

Pass-through corporations pay lots of corporate taxes.

The principal real tax code difference is only in income tax, because company income is taxed to the individual directly (as opposed to a company level tax). But even there, different adjustments are made to limit the tax benefit.

Essentially any income at the bottom is deemed to have been earned by the owner. Sure, you pay yourself $20]k per year via payroll.

But if your company had a net income of 500k on the P&L. That 500k is taxed at individual rates. So your tax bill is actually on 700k. Much less money to reinvest.

The change in rates is more of a "shock event", as people were investing based on old assumptions and suddenly assets change in value substantially. The effects on long-term growth are fairly modest by comparison.

You own stock right, what do you suppose happens if the capital gains rate goes to 50%? Existing investors kind of get screwed and new investors don't really have a changed experience.

It's not "less to reinvest" it's, $10 of after tax income is more attractive to investors than $5 of after tax income. If you change taxes on capital, you change taxes on rates of return for existing assets. Asset prices will drop to compensate and over time it'll balance back for the most part but the net effect is lower investment spending, particularly an investment spending shock in the short run.

Yeah carried interest is a carve-out that could be removed with minimal economic impact. Though it illustrates the general problem of trying to get the ultra rich through the tax code. Despite a history of highly varied rates, things have always been dodgeable. This is why tax rates are generally not used as a tool of control, since more direct methods are far more effective.

Political messaging will always affect some part of the population. There will always been dimwits who say, "I'm a lifelong Republican but I can't vote for Republicans this year because of messaging I heard on Twitter." These Republicans, by the way, haven't voted Republican since Bob Dole.

For the mushy middle, they're not plugged into political messaging, and they vote generally on how they're feeling the country is going based on their own experiences with jobs and money.

Marx was right about a number of things. He just was WAY WRONG about any solution to any problem he saw.

He correctly foresaw that the rich (Capitalist) would squeeze out the poorer people in getting representation in the media and in the government. It's one of the reasons he said that "true democracy" is not possible without socialism. He just forgot to mention that the really censorious would be ideologists who take their cue from Marx.
