French President Macron Basically Tells Biden That His Plan to Get the Saudis and UAE to Produce More Oil, Rather Than the US Producing It, Is Already a Failure and Cannot Work

But Ol' Joe is too demented to have understood what Macron was saying, or to have understood it as a direct rebuke.

Michael Shellenberger
@ShellenbergerMD

Biden was counting on Arab nations to produce more oil but a few hours ago French President Macron was overheard telling Biden that the United Arab Emirates is at max capacity & the Saudis can't produce much more. It appears to be a direct appeal to Biden to produce more oil.

As Michael Shellenberger points out, Macron could have delivered this information to Biden privately.

Instead, he chose to deliver it in front of the cameras and within range of the microphones.

He doesn't just want Biden to know that the Saudis and UAE can't produce more oil -- he wants the world to know that Biden knows.

83 >>>It is extremely interesting that Macron chose to deliver the information in the way he did, which was within earshot of journalists. It’s almost as though Macron wanted the international news media to report on Macron’s intel, perhaps as a way to pressure Biden to finally act.

It may be much simpler and much less manipulative than that. Macron may honestly not know who is *Really* in charge of the Biden administration, and he wants to deliver his message to who's *really* in charge, and he knows he can't trust Biden to remember the message long enough to deliver it to who's *really* in charge, and even *if* Biden could accomplish that, who's *really* in charge may not trust Biden's memory with such a dire warning. So he used the news media as a sort of shotgun, sure a lot of people know what he said, but certainly who ever is *really* in charge heard it first hand too and now knows the situation.

++++
Refusal is one thing, but there's also inability. Biden probably can't do it. If you were in the oil business, would you answer a panicked call from this government to engage in massive capital outlay to resume activity? Would you put up your money and energy and recruit manpower and negotiate with the gigantic number of suppliers - all of whom have to do the same thing, by the way - to work to resume production when the payout from that is at least a couple of years away and the government's overall policy is still anti-energy and they want to curtail your business by 2030 anyway?

Even if the latter weren't true, would you do it without some guarantee that all this destructive crackdown won't happen again? No, you probably wouldn't. At least not very much.

167 It's true it takes time to actually dig oil out of the ground but these liberals are always stupid or disingenuous or both.

Oil is a massive market. It operates on futures contracts and derivatives. Even having production 12-18 months out will make a difference to current prices. For the same reason these idiots don't understand that the price of oil may dip while gasoline does not (along with refining and tons of other factors they remain wilfully blind to)

Next, this sounds suspiciously like the backwards argument they make about keystone pipeline and other big projects. It might provide jobs NOW but when the project is over they'll be gone!
And if you said that about every single individual project, that none of them matters, then you'd never build or do anything. Which is what they want, yes I know.
It's like never building a single house again and saying it won't impact the construction industry because all their projects are finite anyway.

Well from the business standpoint their are two types of oil rights. Oil you own (I.e. mineral rights you own), and drilling rights you lease. If you lease, it's use/loose, so a lease encourages near term production. If you limit oil companies to oil rights they *own* however, there is no time limit, and therefore no impetus to drill, the oil in the ground is growing in value year after year which from an investment standpoint says wait for maximum return. Oil companies are very strategic in their use of oil rights they own.

Only in part. The other factor - and it's huge - is that we now permit exports where we didn't before. In other parts of the world where diesel demand is a lot higher, it runs at a premium. Being able to export refined products again removed the buffer against world price changes from the domestic market. There's a reason diesel prices started rising well before the recent troubles, and it correlates strongly with the lifting of export controls when we went into surplus.

Those export controls have not been reimposed since we started running in deficit again under Biden, and they should be. Oil - crude and refined - are strategic issues. Only surplus should be exportable. No surplus, no exports. This was, I think, a Trump mistake. When he moved to permit exports again, there were no surplus requirements.

231 Those export controls have not been reimposed since we started running in deficit again under Biden, and they should be. Oil - crude and refined - are strategic issues. Only surplus should be exportable. No surplus, no exports. This was, I think, a Trump mistake. When he moved to permit exports again, there were no surplus requirements.

241 Only in part.

Oil, and the major products, are fungible. Lifting the export restrictions means that companies have incentive to drill, refine and ship, yes, to include exporting.
Restrictions do not merely prevent exportation, but the entire process.

True, once domestic demand is satisfied. If domestic demand is not satisfied, then the ability to export doesn't act as all that great an incentive unless there's an arbitrage opportunity (which there is in diesel and some other refined products) because increased production will still be sold domestically. Exports should absolutely be maintained, but only for surplus production. That would also maintain the incentive to produce, because excess production can still be sold off in the world market.

The problem isn't lack of demand or size of market, it's non-market disincentives like the government declaring that they want to wreck the industry and putting up giant obstacles.

Cool. This is like Paul Krugman's fear of "liquidity traps" in a deflationary economy:
"Every consumer sees that the value of his money is growing against the cost of purchasing, so everyone sits on their money instead of buying things, so the velocity of money goes to zero and the economy stalls"

Which is inept, because he ignores time-preference. Some things you can't wait on, some things you want to push off, and even then there are things that need to be done even if you are waiting for later.

317 Mentioned it last night, but for russki speakers there's a radio show (on, of all things, "Komsomolskaya Pravda Radio", which apparently exists) called "Military Review". Two old retired Russian army colonels, one stoic and measured, the other a classic boorish impatient rough Russian dude. They get lots of weird and stupid calls, and the boorish one cuts them off, yells at them ("that's stupid! that's untrue!"). Even losing a lot of it at times due to language or audio, can be hilarious.

The more measured one is given to making fairly harsh comments and asking tough questions, rhetorically, about Russia's current military operation, which is interesting. It's not your grandfather's Russia when it comes to open grousing about sensitive topics.

That and oil prices. Oil wells deplete. You have to keep drilling to keep up. Oil prices went from $110/ BBL in Jan 2020 to $19/BBL in April 2020. You cant drill for $20/.BBL oil, banks wont sustain it. Look at oil prices vs rig counts for the last 5 years or so. Rig counts are going back up. Takes time. I went through plenty of these troughs in the last 50 years.

370 Re exports:
1. It has never been against the law to export refined products, but for many years since the Carter era it was illegal to export crude oil. This was an implicit subsidy for domestic refining, which was (and is) far more expensive than refining offshore, even in Canada. The Caribbean has a lot of refining capacity devoted to the US market. (The West Coast is its own market, with completely different supply-demand fundamentals.)
2. During the Trump Administration, we did have a glut of domestic crude oil because of lack of domestic refining capacity to handle it all. The WTI crude price (US) disconnected from the Brent crude price (rest of world) for the first time ever. Indeed, the WTI crude price went negative very briefly, implying that the holders of crude oil would pay people to take it. This is not a sustainable way to run an energy sector. (An aside- Canada had it even worse than us, because we are their crude oil market. Keystone XL was intended to alleviate the Candians' problems somewhat.)
3. Congress, not Trump, changed the law to allow crude oil exports (although there are still to this day issues with export infrastructure like pipelines and terminals).

474 Paxton is on this. Hearing set for July 12th. The Left is going to use every thing they have. Not unexpected.

At some point, you either quit deferring to the judiciary, or you just admit that the judiciary is in charge.

475 I tuned in to the circus a couple of minutes ago, and Meadows' former junior staffer was weaving a tale about Trump being full of rage and trying to grab the steering wheel of his limo.

Trump was in the front passenger seat of the limo? Because you sure as fuck can't do that from where the President normally sits.

477 I'm all for some sort of "Norway" type deal where we drill the hell out of our federal lands and dole out the money. You could probably double everyone's social security check.

Better than the current arrangement of sending trillions over to the sheiks and Putin.

495 Problem isn't production it is refinery capacity coupled with the fact that we are exporting 100 million gal a day
Because oil companies sell to the highest payer.
Why would oil co.panies change ANY of their policies when profits are at record highs?
