Did the truck travel through a patrolled border crossing? I assume it did so, rather than drive through unpaved desert guided by coyotes. If so, look to blame the guards or procedures at the crossing. They'll need to train their dogs to sniff for people in trucks, as well as drugs etc.

There is more to this story. I'm very skeptical that 102 degrees, even in the back of a truck, killed these people without some other intentional foul play. These are the same people that supposedly walk 500 miles (and then 500 more) in the broiling heat in bare feet. They are used to stifling, horrible conditions. And no children among the dead? China shot themselves in the feet on power generation, and they now have (or had, not sure if it's still happening over the past month or two) power shortages due fuel (high-quality coal) shortages due to political expedience (their pissing match with Australia). The result is rolling blackouts. Factories have to idle for days at a time, homes maintain power more but have interruptions. Workforce, machinery, stores at idle and economic activity takes a beating. There's less money, because there's there's less production. What you used to produce in one week now takes ten days because you have to idle periodically to save power. That experience is probably what will be closer to typical as the war on fuel progresses. A lot of what he says seems to me to be hyperbole, but he claims that China's labor cost have risen the fastest in human history, including the plague years, and that they are no longer a low cost producer.
