Wednesday Morning Rant [Joe Mannix]

The Government-Research Complex

Since the start of the Russia/Ukraine war and the involvement of the United States in that effort - intelligence, weapons, money, etc. - discussion of Eisenhower's warning about the Military-Industrial Complex (MIC) has once again come into the fore. This is not without reason, given the corruption in Ukraine and Washington, the involvement of big name military contractors, the enthusiastic push for expansion of this war from all corners and so on.

Eisenhower urged constant vigilance with regard to the MIC during his farewell address to Congress. The MIC, however, was only one of his warnings. Another less famous but perhaps more profound warning was about what could be called the Government-Research Complex. His warning in this realm is all but forgotten.

... first is that the process of research has become highly formalized, complex, and extremely costly. Second, because this is so, a steadily increasing share of research is conducted by, for, and under the direction of the Federal government. ... The major impetus to research now comes not from private individuals in pursuit of knowledge for its own sake, but from public agencies in pursuit of specific, predetermined results. ...
Many a college and university is in some manner beholden to the Federal government for funds needed to support its own research program. The prospect of domination of the nation's research effort by the federal government is a real and ever-present one, and deadly serious. ...

The dangers of the Government-Research Complex are perhaps more important - though were less urgent at the time - than the MIC. The Government-Research Complex sets the direction in all things, pursues the goals of the government and starves anything not aligned to those goals. The slow-motion global disaster of the COVID response is perhaps the greatest example of this phenomenon. Government-backed research - and therefore all tolerable research - was in only two directions: stop environmental spread and produce a vaccine. The former absolutely failed and the latter has effectively failed. Any pursuit outside of these two realms was not supported by the state and was in fact suppressed. The costs associated with that have only begun to be borne.

The MIC risk dominated while Eisenhower's second warning was largely forgotten. Research has continued to become more centralized, either under the state itself or under corporate entities partnered with the state and pursuing congruent goals and ambitions. This problem is at least as great as the MIC, and is in the process of destroying science at all levels. COVID, climate change, social theory and more are all directed by the government or congruent with its goals.

And the world is descending into ruin in part as a result of this. The best time to plant a tree is twenty years ago. The second-best time to plant a tree is right now. The government must stop directing research and thwarting unaligned activities. Non-defense scientific pursuits must be left to other parties. They can research and invent unfettered - and unsupported - by government.

Sadly, the road typically runs only one way and this road's destination is post-scientific dark age.

14 How long as the Gov been funding all Climate change, warming, crisis research?

There is a weekly pub named "Science News" that I subscribed to for years.
After Al Gore's bs movie every paper was on Co2's damage to the environment.

It was so bad I dumped my subscription, recently I was given a couple of the weeklies. Still the same after all these years.

They got a call from the gov saying, no you are not doing that research anymore, here's a big bag of money to help you look in another direction.

Posted by: banana Dream at May 18, 2022 11:08 AM (qsj+f)

16 Yep. I've sat in on a couple of faculty interviews for new hires. A key question boils down to, "How much money will you bring in to our department?"

My university wants to break into the "R1" category (top-tier research school). Turns out that calculation is based on how much money is *spent* on research, not how much money is brought in to conduct research.

A huge amount of time and effort is spent trying to write NSF grants.

17 Our culture has lost the pursuit of truth no matter where it takes us. It has been replaced by fear of wrong think. We can't even have a public discussion of race and social policy because the cause is pre-determined to be white privilege. And climate change causes everything so it is useless to study since the "answer" is always send the serfs back to the stone ages since their comfort causes greenhouse gases.

24 "The slow-motion global disaster of the COVID response is perhaps the greatest example of this phenomenon."

The CV19 response was a disaster only if you don't see its true purposes: to condition the citizens to accept fascism, to enrich the government and its assorted remoras, and to punish political opponents. Viewed in that way, the response succeeded beyond its architects' wildest dreams.

I'm still shocked the country so meekly obeyed utterly outrageous dictats. Had the government decided to herd CV19 skeptics into trains and sent to concentration camps, would the people have gone along with it? I'm afraid the answer is yes.

26 Joe, excellent concise thoughts, as always.

And among the most sickening of the astonished depressing thoughts occurring when the election "results" were finalized was precisely about this.

The entire historically unprecedented self-inflicted catastrophe of COVID "response" (meaning lockdowns and literally every form of so-called "mitigation"), and the departure from science and leap into soft-to-firm authoritarianism it represented, would now *never* be examined, there would be no accounting. Nothing.

And here we are. The idiots (and they are idiots) who foisted this destructive nonsense on the world receive awards and promotions, there is zero accountability for their historic criminal incompetence or totalitarian obsessions.

Trump remaining in place wouldn't have automatically meant accountability - but there was at least a chance of same. Now, nothing.

I asked him why, given his academic pursuits and credentials and publications, he was looking to take a mid-tier tech job. This phenomenon was his answer. The argument was that this was not worth risking nuclear armageddon over.

Now a much freer Russia, though not free, is in a limited conflict over the question of self determination for ethnic minorities in Ukraine. One can argue war shouldn't be rewarded, one can argue that the Russians/Russian sympathizers in Ukraine should get f*cked...but we are willing to NOW risk nuclear armageddon over...THIS?

This is literal insanity - especially after the similiar 2014 conflict yielded a collective yawn from the west.

61 And the collapse of science, its lysenkoization, is in no case more brazen or pernicious than with "climate" nonsense.

Note that even as Trump correctly withdrew the US from the idiotic Paris Accord, not a word was said about the real reason, and the real issue - that the entire "problem" is non-existent, and all "responses" to it are therefore ipso facto baseless and pointless. No. It was "a bad deal for America" - you know, it was just unbalanced, like some trade arrangement.

This is not per se a criticism of the Trump team on this. It's more of a depressed and terrified conclusion that they calculated it was too difficult to actually confront the issue, and so a separate rationale was needed.

Even though public opinion surveys still do not show widespread acceptance of the propagandized cult non-science of "climate change" or the need to "do something" about it, the ramparts of civic and popular culture are completely captured by that cult.

Now, just three weeks after its announcement, the Disinformation Governance Board is being “paused,” according to multiple employees at DHS, capping a back-and-forth week of decisions that changed during the course of reporting of this story. On Monday, DHS decided to shut down the board, according to multiple people with knowledge of the situation. By Tuesday morning, Jankowicz had drafted a resignation letter in response to the board’s dissolution.

"Paused." Sure, probably. Not for very long. Jack Johnson's $0.50 titanium tax might go too far, but John Jackson's $0.50 titanium tax doesn't go too far enough. They might "pause" it or change its name, but they're not putting it on a shelf or, even better, in the incinerator.

Impossible. Even if it starts as the norm, it will become the non-norm fairly quickly. Government equals politics. Where the state is involved, politics are involved. If it doesn't start that way, it will become that way. No checks or balances will ultimately succeed because it *will* become corrupted by power considerations. There is no other possible outcome. The only way to avoid that is to have the government simply not be involved at all, and to actively work constantly to minimize its involvement where it must be involved.

153 Nobody's "risking nukyler armageddon" over Ukraine, nor has anyone even considered it. Nor will they.

Russia is a weak, militarily incompetent middle-tier country at the moment, nothing more. In the Cold War they were a totally mobilized, massively armed colossus with a nominal ideological character (though this played zero role in near-abroad practical policy, which then as now was purely geographic and defensive in the sense of building "buffers").

More relevant, US interests do not include anything at stake in the current conflict. Oh sure, there's a marginal interest in peace love and pink bunnies characterizing Europe, but incredibly the world today is a lot different than 1948-1991, and European security (which isn't in play anyway) is definitely a *European* interest - well, to some, not most, based on recent history. In any case, their call and problem.

The Westphalian system of nation-states is not imperiled by Russia's desperate moves in Ukraine. There's at best a limp and somewhat academic concern about borders (recently established, clearly not congruent with history or populace in some cases).

One of the more fascinating developments has been the fact that the Chinese and Russians are starting to realize how much of a game changer Musk's Starlink network will be. But small state actors aren't going to have autonomous vehicles unless they were given them by a wealth super-state. Those passive methods will be developed and deployed to a great extent now. I’ve been researching the UFO fad of the late seventies/early eighties, and as a part of it I decided to listen to a modern UFO podcast. Two people. There was an insight hidden there that went right over their heads. At high speed and with physically impossible turns.

I would guess that they do not make much money on food. It's a lure so while you're there you pick up the garden hose, blouse, socks, or some other.

The food lure is still there, but you forgo the hose, etc. Thus, considerable lower earnings in the future.

Yep. Even for big box stores like Walmart, the profit margins on their supermarket section are probably pretty slim, comparable to a generic supermarket (around 1%). Their goal is for you to buy other stuff "because it's there" and reasonably priced. When you can only afford food or have to choose between what luxury goods you can afford, you'll go with food every time.

Many of the most decisive battles in modern history involved zero surprise or deception or "fog of war" - just a question of enough resources competently applied. In this case, so far, huge shortfalls in both categories evident on the Russian side.

284 Plenty of anti-UAV technologies in play. Measure/countermeasure is pretty well into several cycles on this front.

Azerbaijan used Turkish drones to do much better than they ever had (i.e., not complete shabby Third World-ish disorganization and defeat) against Armenia in 2020, in Nagorno-Karabakh. Armenians were caught sort of flat-footed. But again, the key was overall resources and competence, and Azerbaijan had a lot more going for it than just drones.

And when Ukraine started using these same Turkish drones in attacks on Donetsk and Lugansk (this is long before Feb. 24, 2022), it almost certainly rattled Moscow as another sign of its declining influence in historical areas of dominance.

"Pan-turanianism" - a Turkic- or Islamo-centric resurgence through certain southern areas of the historic Russian Empire (and before that part of the caliphate) is not seen as a huge concrete threat, but the old fashioned loss of geopolitical mojo is surely part of Russia's current round of deep insecurity.

From: Alibaba’s silicon chip in the age of hypersonic missiles

The crux of the issue is that although the design of the Yitian 710 is purely Chinese, the bulk of the underlying IP used to build the chip comes mostly from the U.S. and the United Kingdom, along with a smattering of other key technologies from European and Asian companies. While the performance benchmarks and design of the Yitian show that Alibaba chip designers are already world class, there is no chance such a chip could be manufactured in China, and almost all the core elements of the chip do not originate in China.

354 The racist and hate-filled delusional demagoguery has now reached what I think is technically a zenith, at least in modern times, with the drooling cretin's Buffalo event and the Gleichschaltung ops some are citing here. Oh, and Liz Cheney's astonishing idiotic slanders.

Is it me? Or has the "GOP" thus far just sat there, in silence, while they and most of America are slandered with truly vile and completely unfounded lies?

Imagine most normal people's reaction is to (further) tune out the sewage. But the corrosion of the civic culture from this has already been horrific, going on a few decades now.

Is there a single elected official of any note (or even obscure), GOP or otherwise, saying *anything* in response to this?? Or is the "country" as pathetic and utterly without any adult leadership as it appears?

Trying to get some passionate street protestors, unpaid this time, is their goal I think. That's why they go so extreme on abortion messaging, even though two thirds of voters support strong limits and even bans after 15-20 weeks. Anything to get the really angry types into the streets.

357 Small, hand launched drones pose a problem. I had an idea, which like most of mine is pretty dumb. The US military has been issuing a lot more shotguns than in the past. Provide a 30" or 32" barrel , full choke, to the troops carrying them. Also, some really heavy duty goose loads. Might be able, with a little training, to knock some down before they breach the perimeter.

358 308 rhomboid,
There really is not a counterfactual to Ike running the show. However, Ike's brilliant political strategy of steering between the rocks of Britain and the US in WWII laid the framework for a more unfavorable Cold War division of Europe, needless casualties in the European theater by refusing to concentrate the lines of attack, and failure to close the Falaise gap. Battle of the Bulge also revealed the overreliance on Enigma intercepts by Shaef versus actual observation.

As President, he failed at developing US superiority in missiles that we had by getting the best of German scientists, betrayed UK, France, and Israel in the Suez crisis, and allowed Dulles to spur Hungary to rebellion. He was a good president but not one that I would call great other than avoiding WWIII. His 1952, I will go to Korea statement avoiding making any policy claims was pure politics for example.

359 Recent vid I watched involved a drone dropping a single frag grenade right in to the moon roof of a Honda sedan that had a couple of Russian soldiers in it.
It dropped from about a thousand feet, pretty as you please, and detonated.
FPV all the way.
Another thing, Russians have been reduced to taking civilian autos for transport.

360 Keeping with the drone topic; there's a drum magazine for dropping bombs from commercial drones.

362 While the performance benchmarks and design of the Yitian show that Alibaba chip designers are already world class, there is no chance such a chip could be manufactured in China, and almost all the core elements of the chip do not originate in China.

For now. Once all western-sourced, now China controls 8/10 of the top polysilicon manufacturers in the world. These are the basic raw materials (the silicon wafers) for all chips.

369 Durham is a special counsel which technically makes him removable under DOJ guidelines by the AG only and limits the removal to for cause.

Firing him by Biden would cause something similar to what happened in Nixon's case but the Dems would probably brave the storm better than Republicans did in that case.

No, there is no adult leadership. In addition, the GOP is looking at the many legal challenges that are aimed at ending their existence as a party. The FBI, DOJ, and IRS are assisting with this effort.

371 You'll see very little discussion of UAV's watery cousins, UUVs. Very little. The "silent service" approach remains mostly in effect with unmanned subs and variants. 375 Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.

It is the task of statesmanship to mold, to balance, and to integrate these and other forces, new and old, within the principles of our democratic system-ever aiming toward the supreme goals of our free society.

377 James Blish predicted something much like our current dark age in his They Shall Have Stars in the 1950s. He postulates that, in its all-out effort to defeat the Soviets, the United States would eventually become much like the Soviet state. In this novel the president is a "stunningly popular man on horseback with no brains worth mentioning," and the post of FBI Director has become hereditary. Beyond that, there has been no *real* invention in quite a while (this takes place in the late 20th or early 21st century). Moderate innovations, yes; new springs for spacecraft seats, for example; but brand new discoveries take government money, and the U.S. can't be bothered.

Despite that, the novel is not a complete dystopia and offers some hope (both a star drive and anti-aging drugs are discovered during the story, for instance). It's a good story in and of itself. But it amazes me how prescient Blish was. He was probably extending the McCarthy era into the future, but still he produced an entertaining, and scary, novel.
