Drug Cartels Wage War on Mexican Government as Fighting Breaks Out On American Border
The Mexican border remains undefended as an actual narco civil war breaks out.
Laredo, Texas is an American city. The population center spills over across the unguarded, open border with Mexico. The population center on the other side of the border is called Nuevo Laredo, or New Laredo. So this narco war is very literally on the border, on America's doorstep. Oh, and we had to close our consulate there because it was strafed with gunfire, and we also issued a warning to all Americans to shelter in place. Obviously, we need to get those MiGs to Ukraine!Violence erupted after the Sunday arrest of Juan Gerardo Trevino, or "El Huevo," the leader of the Cartel of the Northeast, a branch of the Zetas gang, Mexican authorities said. He also heads a group calling itself "Tropas del Infierno" or Troops from Hell. A US citizen, Trevino is facing an extradition order for drug trafficking and money laundering, authorities said. The gang leader also has state-level charges for murder, terrorism, extortion and criminal association against him. Trevino is also on the US Border Patrol's most wanted criminals list and his arrest dealt a "forceful blow" to the cartel's power in the area, according to Mexico's government.

The United States consulate in Mexico’s Nuevo Laredo was temporarily closed after it was hit by gunfire following the arrest of a gang leader, authorities said on Monday. Trailers were set ablaze by suspected gang members, paralyzing traffic in the border city. The ministry of public security in the state of Tamaulipas said shots targeted the Consulate and Mexican military premises as gun battles hit several parts of the city. Suspected gang members blocked roads with spike strips and set fire to trailer trucks affecting local traffic in Nuevo Laredo, a city that lies opposite Laredo, Texas. The US Consulate urged its employees and US citizens to stay indoors or avoid the area. The temporary closure was announced by the Mexican government soon after.

Mexico is far and away a greater danger than anything happening in Eastern Europe. And not only is nothing done about it, the problem is loudly ignored when officials aren't claiming that it doesn't exist.
Why? Money and power, I think. The United States government is an active partner in the human trafficking and possibly - maybe even probably - in the drug trafficking, too. They get rich doing it, and bring in a new population of dependents to hold in thrall for political purposes. As bad as Mexico is, the key US dollar revenue that keeps the warring cartels in power come from here, and it is all managed by our government. The cartels are evil, but they're made possible in their current form by this government.

1. Finish the wall, and do it promptly.
2. Inspect 100% of all cargoes crossing the border. Any drugs or slaves results in immediate arrest of everyone. Slaves are deported and the traffickers are prosecuted and jailed here.
3. Reinstitute the "remain in Mexico" policy and enforce it rigorously. Provide no aid and no resources to camps on the Mexico side.
4. All illegal alien detainees are immediately deported regardless of age, marital or parental status.
5. All money transfers to Latin America under $25,000 are taxed at 75%. All money transfers to Latin America over $25,000 are reviewed and provenance must be demonstrated. Cut off the flow of funds.
6. Issue an ultimatum to the Mexican government to begin interdicting drug, gun and slave trafficking further south. If they refuse or fail, impose a 25% tariff on all trade with Mexico until they comply. If requested by Mexico, provide military assistance.
That would be a good start, I think.

That's a possibility, yes. I suspect it is also inevitable. Mexico doesn't really have a government. They probably *can't* do the job. I'm gambling on limited augmentation early being cheaper and more effective than open war and an invasion later. It might be a bad bet. A better bet might be a limited invasion to establish a DMZ with a limited number of high-speed trade routes through it.
It's all irrelevant, though, because our government will do none of this. They're making too much money and achieving too many objectives by being an active partner - indeed, the enabling partner - in all of this.

There is a tremendous amount of legitimate industry in Mexico, much of it American-owned or a JV with American firms. Fully cutting off all monetary exchange with Mexico would fuck things up pretty desperately. The larger transfers tend to be corporate jobs that are largely legitimate.

Sure, a complete embargo on small transfers would be acceptable. There is legitimate use of WU and similar, which is why I prefer a heavy tax on it (you have to *really* want to send money) rather than a complete cessation, but if a complete cessation is the only way then I'd be fine with it.

Trump suggested a small transaction tax on remittances, and it was decried as even more racist than the wall. Mexico's cash flow from the US basically equals their oil exports during normal pricing. Average transfer is ~$300 which means you're looking at nearly 100m individual transactions per year. Slap a five percent tax on those and suddenly you're talking about real money.

Bottoming out would likely lead to the cartels battling each other, which combined with a strong border would likely destroy most of them. I doubt that what comes after would be a united Mexico. More likely you'd see several smaller states rise up, which IMHO is fine.
Most of the problems we've faced over the past fifty years have been because the US continues to try to maintain the status quo even as it becomes increasingly untenable.

It's not about raising money, it's about providing disincentive. 5% is manageable. It would be great for fund raising, but not so great at getting the remittances - most of which go to the cartels - to stop. Tax it at 75%.

Gohmert's voters, of which I admit to being one, will go to Paxton in the runoff. That move alone will give Paxton 60%. And the runoff is the only real election left, the one in November is a rubber stamp. So Paxton keeps the office for another 4 years.
