The correct solution, which of course will not ever be considered, is that the ATF be abolished, all employees of the ATF fired, every former head of the ATF (at a minimum) jailed, and then ask the rest of the bureaucracy if there are any records that they're not supposed to have that, maybe, they should start frantically destroying.

Chevron was supposedly narrowed by Mead (if memory serves) but the damage was mostly done by then. Interestingly, there's a AHA case currently pending in the Supreme Court that could overruled Chevron. Not holding my breath.

The size and power of the federal bureaucracy really goes back to the 16th amendment. Ties into "civil service reform" as well. Rights on paper are rather nominal, they don't have active defenders sitting there to fight back against the bureaucracy. The establishment of a large permanent bureaucracy(which requires money and the elimination of regular mass firings) inevitably becomes tyrannically (notably even without any active intention of the executive). Assuming its in good condition yes. A early 2k Colt AR was probably a 1000 dollar rifle. Be aware depending on the serial number it may fit civilian standard or .mil standard aftermarket parts. I could come up with a pretty good list of firearm owners with open source databases available for sale. Magazine subscriptions, mail to and from (which USPS has images of the outside of all your mail courtesy of 9/11), credit card purchases, company lists, google searches, social media posts, cellphone call and text records, email, and so on. Many states cooperate with lists of permit holders, hunting licenses, and some activities require federal hunting stamps. With enough parameters, I could probably have something like a 90-95 percent match with whatever records exist for the ATF on individuals. It might actually be superior depending on the OCR hits.
You might miss the odd hermit in the woods who hunts with his grandpa's unserialized shotgun and uses paper shells from the 1930s or pays cash at the mom and pop selling ammo but that is unnecessary. IN other words, a list is easy to make but the political will for actually seizing them appears weak so far as NY Safe laws, Canada's failed long gun registry, and other states banning certain weapons. I doubt that it's now even a technical possibility to thoroughly "destroy" those ATF records.
Just as "deleting" a file on your PC only erases the first character of the file name, but leaves the underlying file intact. Unless you use some kind of "wipefile" or "bleach-bit" data tool, and then melt the hard-drive down in a vat of molten metal, aka Terminator style. And even then, the hundreds and thousands of "cloud" backups those bastards have surely emplaced, and like I said.. there's no way we can know that those files are well and truly dead. Possible solution. Starting at the Director level, throw one ATF employee off of the roof of their own building, each and every time a new cache of the "database" is discovered and identified. Unless they're proving en-masse, that they're working to destroy them all. I have AFIB, Cardioligist got mine under control.Biggest concern is blood clots, so blood thinner is a must along with a couple of other pills. Worst part is no more than one alcoholic drink a day. In essence the State knew who owned what in violation of Federal law. The law was passed and they only got about a 10% registration compliance rate. To date only a single person has been arrested for failing to register their guns and that's because he was shooting squirrels with it in his front yard. Just as "deleting" a file on your PC only erases the first character of the file name, but leaves the underlying file intact. Unless you use some kind of "wipefile" or "bleach-bit" data tool, and then melt the hard-drive down in a vat of molten metal, aka Terminator style. And even then, the hundreds and thousands of "cloud" backups those bastards have surely emplaced, and like I said.. there's no way we can know that those files are well and truly dead. Possible solution. Starting at the Director level, throw one ATF employee off of the roof of their own building, each and every time a new cache of the "database" is discovered and identified. The roots of the ATF are in raising revenue, not law enforcement. That's why they were in the Treasury Department for many years. I've always thought of them as the "anti-redneck" agency because, look at what they they regulate. If they added stock car racing (which of course has its roots in avoiding the revenuers) to their portfolio, it would pretty much seal the deal.

My father worked for the ATF from the 50s to the early 70s. In fact, for most of the time he worked for ATF, it wasn't a separate agency; it was known as the ATU (Alcohol and Tobacco Unit of the Treasury). He worked exclusively as a "revenooer", tracking down illegal whiskey stills. He's the guy who arrested Junior Johnson (they later became pretty good friends). Pop got out not long after the outfit became an independent agency, and he bitterly lamented what it subsequently became.

Federal law gets involved if the person getting the goodies is a prohibited owner, if NFA items are included (or discovered as some people never registered NFA items), and transfers involving state lines. Acting as a seller for financial benefit might also get you declared an unlicensed dealer depending on what side of the bed the ATF woke up on. Firearms examination is similar to fingerprinting. It is a probabilistic enterprise and to pass muster as evidence must meet the requirements of Daubert v Dow Chemicals. Look up the Daubert standard for expert witnesses which Wikipedia has a decent summary. Some states use the older Frye standard in civil but believe that Daubert must be used in criminal trials.

Tooth marks, hair analysis, stuff like that. Just made up to convict people. I can see how a bullet could be ruled out or in as a possibility. I don't see how it could be conclusive except in certain very well defined circumstances. Given standardized manufacturing processes, I don't see how they could identify with any specificity which individual gun from a certain model fired a bullet. A bullet fired of a certain caliber with a certain number of lands and grooves and types of lands and twist rate could be determined. Sometimes firearm examiners don't provide evidence to court but to investigators as to what caliber, perhaps make of firearm to look for. One of the gun mags has a reloads/ballistics guy that was a former firearm examiner writing a regular column. I believe there are too many factors. In my limited experience, the spread will be a fairly predictable width with the same shell types and distance to target; but the projectiles won't land in a specific, predictable pattern. I should add, we have primaries on March 1, and guaranteed there will be some districts that will have to have special elections in the summer because the candidates elected in the primaries will be in districts that have been redrawn by the three-judge panel. Many states cooperate with lists of permit holders, hunting licenses, and some activities require federal hunting stamps. With enough parameters, I could probably have something like a 90-95 percent match with whatever records exist for the ATF on individuals. It might actually be superior depending on the OCR hits.
