Biden Stumbles into DC-Adjacent Virginia to Speak Incoherently to Sparse and Dejected Gathering

Joe Biden dipped his toe into the shallowest end of Virginia to campaign for McAuliffe. McAuliffe had previously kept the unpopular Brandon-backing Turnip away because he would harm McAuliffe's chances. But McAuliffe is so desperate now he asked Biden to come.

The crowds were... not crowded. McAuliffe claimed that "2,500" showed up. (A later post will note that McAuliffe has a bad habit of lying about numbers.)


Most think this looks like a hundred and fifty supporters --a hundred citizens, and fifty media types. Who are his real supporters.

Biden lapsed into incoherence:

It's nice to see that both Terry McAuliffe and Joe Biden are both on the same page as regards Governor Blackface -- both previously called him racist and called upon him to resign.

Both now regard him as a "pal."

Two new polls (well, from this week) put the race at a dead-even tie. Emerson, the most accurate pollster in the 2013 Democrat race, finds the race tied, with a tiny edge to Youngkin:

A comedy (tragedy?) of errors. From what I can gather from various sources:
1. Enviro regulation law (CARB) restricts the trucks that can service the port and the state to those that are a few years old. There is a trucking dislocation because all new rigs have to go CA and it creates weird local shortages.
2. Anti-Uber law (AB5) that limits freelancers to five jobs a month for the same company hits truck owner/operators, and so they can't work the dock run more than five times a month. This further restricts trucking throughput
3. The docks are short on space to put containers, and you can't unload into a spot that already has a container in it
4. Containers are piling up for return, and can't get in (no space, no transportation)
5. Further regulations on empty container stacking in non-port yards means a bunch are sitting on trailers, further increasing the bottleneck by reducing trailer supply
6. A lot of the trucks have to go as far as Phoenix to swap at an intermodal terminal, which reduces the number of round-trips they can make to the dock (ties into the CARB-related problems)

To add to this, since this is my line of work:

US CBP receives their ISF Filing (Importer Security Filing) before the vessel even leaves the foreign port. If not, the importer gets fined bigly and CBP will mess their shit up to teach them a lesson..

They know what it is, where it's coming from, who stuffed the container, where it was stuffed, MBL's, HBL's, all that stuff way in advance. Any decisions to inspect or not to inspect are made based on the ISF filing.

It is a combination of things, but two things have been noted:
-- CA legislation preventing indipendent truckers from working the ports (it was the contract worker legislation), which has greatly reduced the number of truckers available to pick up goods arriving at the port.
-- CA green legislation that IIRC requires new trucks meet emissions standards that are not currently available and prevents trucks bought before 2011 from operating in the state. Re: the new trucks, trucking companies are putting off buying new trucks knowing they will be forced out in a few years but don't have the option of buying the (fantasy) compliant trucks.

A lot of things including stop-start order filling with the COVID recession in a just-in-time system with no slack, but primarily various shades of California being California. Containers couldn't be stacked more than 2 high in Long Beach (which has since been suspended), which strangled the movement of containers. Independent truckers can only do a limited amount of work in California because there's a prohibition on independent contractors like Uber. Trucks that move containers have to pass California air quality standards. Lots and lots of stupidity that is human-caused and could be fixed.

1) Panic caused a lot of people to lose their jobs, and they haven't gone back to work driving trucks or working docks
2) California regulations require a certain percentage of trucks be "green" of which there is a very small number, causing huge bottlenecks.
3) Demand for delivered goods rose dramatically for obvious reasons during the shutdowns

I shouldn't have implied that all inspections are based on the ISF. The vast, vast majority are. But if a drug dog starts barking at the pier, or the VACIS shows something something...they of course still inspect.

A CBP officer once showed me a pic of 30 illegals crammed into the first 8 feet of a container behind a false front. They all got zapped by the VACIS. No idea how bad the long-term effects are. There are warnings first. You get zapped, ain't no one to blame but your own illegally entering ass.
