++++ Eh, I doubt Carlson expects Congress to do anything (if he does, he is a fool indeed). He is calling that Congress is the group that *can* and *should* do something. But they won't, and the reason is very simple: it would demonstrate the reality about Congress. Even if they wanted to rein in the IC, they can't. The IC and federal LE are now purely state security. They're the secret police and they answer to the deep state and the politburo. If Congress were to pass some act about this, the IC and Federal LE would ignore it. If Congress tried to enforce it, then the IC and LE would hit back and blackmail them into silence or arrest them. If Congress were to act - even if they wanted to, which they don't - it would demonstrate for all to see that they're impotent and useless and are in charge of precisely nothing. It was Obama (as far as we know, anyway) who initiated the universal spying on journalists and reporters. He tapped the wire services, the newspapers, the TV channels - everyone. He sent Ben Rhodes to set the narrative, put the State Department on directing the foreign coverage in the press, put the WH press pool on directing domestic coverage, and then spied on everyone to ensure compliance. If Tucker somehow thought that system - which was fully exposed - was stopped or that he wasn't in it, he's a fool. Maybe he just got mugged by reality. Reminds me of way back when Judge Nepalitano said he had sources saying that NSA used friends in Five Eyes (US can't spy on us, so they had Great Britain spies that use the same spy tools do it, and share it with them). ... Nepalitano got a suspension from FOX for that ... mostly stuck by his guns (and he was correct) .. but after that "the Judge" seemed to be mostly a leftist tool.

The truth is that the NSA has the databases to search and that the hop rule more or less allows incidental collection of all sorts of information on American individuals that might be in contact with foreign agents. During such collection, there are supposedly requirements that have to be met to 'unmask' aka identify Americans and their conversations.
That being said, the major compromises come from law enforcement illegally querying the databases to set up investigations and to collect political intelligence. FBI contractors connected with the DNC and Obama's political operations were using an About query about specific individuals and querying the NSA databases over and over again illegally which is what the NSA director put a stop to just before Trump. More recently the FISC court revealed that illegal data requests from the various intel data collection programs were still very numerous even during the Trump era despite the NSA director killing the about query function of the databases. I saw a headline about this in the NY Post that said, "Tucker Carlson claims NSA is spying on him."
Even though I had read about this story from JJ's report, my visceral reaction to that headline was that it sounded like something a crackpot would say. And this is exactly why most Americans question nothing. It's easy to pass this stuff off as paranoid delusions, especially if you only read the headlines. Here's a guess: it was an NSA employee who is the whistleblowere, but it is the FBI (or an FBI contractor) who is spying on Tucker's show. This was reported to FISA court by DoJ, as was required, and the FISA court did practically nothing as punishment. So, probably happening again. There is something about Tucker that makes me not trust him at all. Over the years he gas had made conflicting statements, at some point even almost equalling AOC's idiotic takes.
But the most suspect stuff is this: somebody was shown evidence of Hunter Biden's dirty deals in Ukraine, then asked to be provided with the original documents. He was sent a package with the evidence (by Giulani mist likely) and it... got "lost" in the mail. The package was later "found" (an empty envelope). He never made any attempt at getting further other evidence. From that day forward, Tucker never mentioned Joe Biden's corruption again. There's a reasin Tucker is still at Fox. As far as the texts of emails, IM, etc., those records are kept by the service providers with the understanding that the Federales can get them. Now, there are some steps that you can take to protect those but doing so is onerous. It is the same as in wartime or revolutionaries where one should assume that all communications are or can be monitored whether or not that is true--thus you have to make some assumptions about some comms being more sensitive than others. Thus, only critical non-time sensitive comms get the roundabout more secure way which of course sacrifices speed and perhaps even the reception of the message. Pretty sure they collect the data/metadata so that when a warrant comes in, the FBI (or whomever?) can then query their database. This is what came out with Edward Snowden. The paradigm was flipped years ago: old way: Get warrant, and then request records from mobile phone companies, etc. new way (Snowden reveal): NSA has ongoing collection of massive amounts of data from mobile ohone companies, google, etc., and then when a warrant comes in the data is ready for review. They still may need to approach service providers, but they are not starting from scratch. Was it the extention of the Patriot Act that allows this data collection to continue? Here's a guess: it was an NSA employee who is the whistleblowere, but it is the FBI (or an FBI contractor) who is spying on Tucker's show. That is what was discovered by Admiral Rogers in Nove 2016 -- that the FBI was abusing it's access to the NSA db's, inclusung FBI contracters querying the heck out of the NSA's data. This was reported to FISA court by DoJ, as was required, and the FISA court did practically nothing as punishment.

But humans, even those with power, are riddled with human frailties which often compromises and frustrates their own evil intentions. For example, I suspect that Jill Biden has every intention of delaying her own departure as first lady which leaves Kamala frustrated and unable to exercise effective power. The public assignation of border policy without power to rectify it by Biden's junta to Kamala is just such an example of how power games are played in DC while the country burns. The market is saturated with "X most essential" releases. Most of the tracks in those releases are fillers. If you want to make your own "essential" playlist, obtain (cough download cough) a "Complete works" for any composer and go through the contents yourself. You won't be disappointed.
