Centrally planned economies...why don't they work? Well, according to the bien-pensant, they just haven't done quite enough commanding!

So California, flush with Wuhan Flu windfall is going to double down on the spectacularly stupid and discredited policy of picking winners and losers in the grand game of economics. And of course, because this is California, they are choosing marijuana!

But it gets better! The reason -- according to the mandarins in Sacramento -- that the legal pot industry is failing is because of the byzantine and draconian rules governing pretty much everything in California, and the answer is to provide state money to municipalities to assist the pot sellers with the licensing requirements.

I swear I am not making this up!

California offers $100 million to rescue its struggling legal marijuana industry

Many cannabis growers, retailers and manufacturers have struggled to make the transition from a provisional, temporary license to a permanent one renewed on an annual basis — a process that requires a costly, complicated and time-consuming review of the negative environmental effects involved in a business and a plan for reducing those harms.

As a result, about 82% of the state’s cannabis licensees still held provisional licenses as of April, according to the governor’s office.

The funds, including $22 million earmarked for L.A., would help cities hire experts and staff to assist businesses in completing the environmental studies and transitioning the licenses to "help legitimate businesses succeed," Ting said.

The grant program is endorsed by Los Angeles Mayor Eric Garcetti, who said in a letter to legislators that the money is “essential in supporting a well-regulated, equitable, and sustainable cannabis market."


So the state is gong to choose some businesses and provide assistance navigating the insanity that is the regulatory state in California. Instead of simply streamlining the regulations, or even better just getting rid of them, they are going to spend taxpayer money on their pet businesses!

It is a wonderful glimpse into the chaotic and mushy thinking of the 21st century bureaucrat. "We made this situation as bad as it is, so we are going to spend your money to make it slightly less bad but possibly even worse."

I was in California recently, and let me assure you, its problems have nothing to do with marijuana storefronts. Bums, filth, obscene regulatory schemes, ridiculous taxes, an out-of-control legislature and an even worse administration.

But maybe marijuana is the salvation of California. Everybody can get stoned and maybe they won't notice the decay of what once was the greatest economic engine in the country.

My dad (a pothead since before I was born) got a 215 card a couple of years before he died. A "licensed" retailer would even deliver his weed to the house for him if he wanted. He STILL bought from his dealer instead.

You're missing the point. If the regulatory burden was light on everyone, then how would politicians build up their dependent client base?

If you start out with a regime of generalized regulatory oppression, then chosen favorites can be rewarded with partial reprieves and exemptions.

Assuming the right number of coins go into the the right pockets, of course.

MORE money to be allocated (more opportunity for graft).
MORE power to exert by picking winner and losers (more influence to sell).

Streamlining and/or eliminating cumbersom regulations offers none of the above.

These idiots can't take a simple agrarian product for which there is a known, steady demand, and manage it. No one could, of course. But if you can't predict the price of pot and the impact of your tax on that demand and how much you'll sell--maybe managing the economy isn't your thing.

So this right here is hilarious. From the "California Cannabis Portal" (an official CA state website):
More than 10,000 cannabis operators, from Shasta Lake to the City of San Diego, hold state licenses in the largest cannabis market in the country.

So let's assume "more than" means the number rounds up to 11,000. 82% of that figure is 9,020, so let's call it 9,100 provisional licensees. The state is spending around $11k *each* to help them navigate the bureaucracy.

The last reported full-year cannabis tax revenue was $522 million, while most licensees are provisional. And to fix that problem, they're spending around 20% of the total take to help them navigate the system.

I used to think that.
Now I think it's that they *want* things to go wrong from their current policy so that they can use that failure to demand something else. AN incremental Cloward Piven, if you will. It's like they saw Fast and Furious and realized - YES!

That's what current "justice reform" does, with the no-cash bail, not prosecuting theft under $1k, defunding police, emptying prisons, erc.. They want the chaos this makes to demand more "reform."

I recall some study a few years back that showed how one dollar of taxes paid in only received about 65 cents worth of services if it ever got "returned." Can't remember where I read it, but it wasn't widely covered, as are most things that would be nice to know if we're going to govern ourselves.
That's half the monies, total.

I quit growing when it got legalized here - just not worth the effort for the return when the tax man gets involved. It's harder work than people think, and you have to have a pretty damned big operation to work in those margins profitably.

Now, here in CO, we had quite a few such operations already running, because many rural counties had a "see no evil" approach to it for *decades* before legalization. For instance, in the (blood-red) area I grew up, it was our second biggest industry behind construction, and sometimes number one. Our Sheriff's department was very open about the fact that they were not prosecuting pot growers.

IOW, large, legal grow-ops were able to (mostly) meet the demand here. I expect that CA has much less of the marijuana agricultural know-how and infrastructure (we invented a lot of it here), serving a much larger market.

Read the article. First off, not sure why climate scientists are needed here. Second, they say that desert sand is no good for construction but then they list off a ton a non-construction things sand is used for. Things for which smooth, round, firm sand would be fine.

The failure was inevitable. States like California and Oklahoma thought "Ooh what a great revenue stream, we can grab a big chunk of it!" But even when it was a criminal offense, there was plenty of supply and plenty of sellers. What they have done is to take away all of the criminal penalties, and replaced them with technical tax law violations and testing requirements. Did they think that the previous sellers and suppliers were just going to go away? Did they think that the people who weren't scared at all by criminal penalties were going to be cowed by some technical paperwork requirements? Just as with alcohol, legal suppliers needed to be able to compete with off the books suppliers on quality and price. If the State takes away those 2 avenues, then the legal suppliers have no chance of capturing the market.

I do think MS/HS athletes use performance enhancers MORE than the pros and college ones, because at that point they're being tested for substances.

but what we DON'T know is how use of things like adderall and other PEDs during youth affects your health in adulthood. my feeling is, it has quite an effect!

I think it was MLB that did a deep dive into this, and found a crazy high percentage of baseball pros had "ADHD" and required adderall for it. that's just one

I have personally experienced pressure for my daughter to take: adderall for performance ("just talk to Dr So-andSo"), asthma inhalers for performance, low-dose BPs to remove periods (which harm performance) and coach-recommended "supplements" for "energy."

This is another example of the failure of federalism and the so-called "American Experiment." When federalized under the auspices of the CIA, government-sponsored drug dealing was wildly effective.

Expertise counts, and experts should be concentrated where they can do the most good. They should be concentrated in the Federal Government, which should morph into an actual top-level governing body in this country. If they can draw expertise from the whole country and across all divisions, their plans can be implemented more effectively, more cheaply and with greater success.

this is a topic I was talking about with friends recently. All of us who are a bit older remember when it was very rare to hear of anyone who had seizures - I know one kids dad who had epilepsy, but other than that you never saw it. Now I have two nephews who have had to take some drugs for unexplained seizures, and in today's under 40 crowd, it's almost common, even though nobody talks about it much. Why has what was once rare become so common, and in younger, not older people?

296 As for pot affecting people, years ago, when I worked as a courier van driver, I got my best friend a good-paying job at the terminal. He did okay for a while . . . and then got fired for smoking pot in the van while at work. Bad as I was with the liquor, I never did used at work. (Maybe I would have eventually, and gotten killed in a crash, but I quite before that happened.) But he had not been smoking for more than a couple of years at that point. It had already taken him over.

He's still married and lives in Florida now. I send him an email every year on his birthday. He rarely answers.

My first job as a 2LT was as an Ammo Platoon Leader for an 8 inch artillery battalion. We had to be nuclear certified and I had to co-sign for the classified government high explosives...and the codes that went with them. We were death on drugs. Absolutely so. Even drinking too much.
Nobody complained.

And this is why I voted against both legal weed and casino gaming expansion when I lived in CO. Both were framed as a way to raise money for the schools and social programs. No bid.

I am not opposed to legal weed and table gaming at casinos on principle, but I am entirely opposed to using it as a regressive tax to fund organizations that poison the minds of children and want me dead.

The Army retained the 175mm and 8 in (203mm) up into the early 90's. Then they dropped the 175s and 8in (some may yet be in the reserves/NG...not sure) in order to go with a common caliber. Weight was an issue. For every 8 in round, you could carry two 155s.
Interestingly, only 1 8inch battalion made it into Desert Storm and they were from the Arkansas/Tenn NG. Great guys and I have a ton of stories about them We made them General Support to the 1st Brit Armored Division and the Brits loved them.

I have a friend who's in his late 70s and has lived in NJ his whole life, he remembers a time before the income tax, gas tax, lottery, indexed property taxes, fees, tolls, you name it.

Literally everything was pitched as a way to fund schools, and if you ask a typical leftist the solution to failing schools, it's always more funding.

They are struggling because there are already too many people in the market. They want to sell lettuce at gold prices. Eventually something has to give, and it is the dumb businesses that think they can make money off lettuce when it is legal.

346 Yeah, Friedman would have had fun with this example. California's "weed distribution system" was profitable for decades when it was fully illegal, and people risked long prison sentences for engaging in it. Now that it's legal and regulated, only the well-connected (with the gubmint) dealers can get by, and they need state subsidies at that.

347 This is ingenious. The pot growers are struggling because of California's permits, fees and taxes. So California is giving money to the growers so the growers can turn around and give it all back to California.

I think they call that money laundering.
