Did some more digging and part of the problem is it was a joint task force between MI and FBI. So, somehow, a Grand Rapids plainclothes policeman and FBI agent accost a guy they think was involved in a robbery. The guy thinks he is getting mugged and takes off. I'll try to dejargon: Basically what the Court held (Thomas opinion so it's written in English, not Legal) was that the district court did enter a ruling on the merits in the dismissal of the case brought under Bivens for qualified immunity [presume caterwauling here] and thus the FTCA claims were statutorily barred. Footnote 3 has an excellent summary of res judicata by the by.
Also, while this case involves QI, it's not a QI decision directly. To sum up, Michigan state law, which is the controlling law at issue on the underlying claims, provides immunity for intentional acts done in subjective good faith. The dismissal of the Bivens case was based on that state law and that matter was not before the Court and thus there was no ruling on it.
TLDR - Due to the unique nature of FTCA cases where subject matter jurisdiction involves merit decisions as well, a merits decision on a related case acts as a judgment bar in FTCA cases. This prevents serial litigation.

The QI issue is that Michigan law provides for immunity in cases where there is subjective good faith. That issue was not before SCOTUS and thus isn't addressed in this ruling. This is a technical ruling on when a decision is a merits decision for determining if the judgment bar in the FTCA was met.

SCOTUS is usually inscrutable with its actual motives. Technically, they denied a plaintiff's cause of action under Bivens (itself a SCOTUS decision that allows plaintiffs to bring certain causes of action against individual officers), because the Plaintiff also sued the United States (under the Federal Tort Claims Act) and a Federal Court dismissed the causes of action against the United States.
The FTCA has a "judgement bar" which bars actions against individual federal employees if the same claims were brought against the United States, and dismissed.
The Sixth Circuit held that the "judgement bar" of the FTCA didn't bar the Bivens action claims on jurisdictional grounds. SCOTUS held that the district court's judgement dismissing the FTCA claims against the United States was on the merits, thus making the judgment bar applicable to the Bivens claims.

At the Psychopaths, we had a trial where defense didn't plead one of the 12(b)s at time of filing of answer. Stuff came up in trial and they moved to amend answer to include the defense which would have resulted in judgment against us. I got the panic eyes from boss arguing the case and I went running out of the courtroom, down the hall, begged the judge's secretary to let me use her computer to do a fast Westlaw search, found a case dead on point, threw down a $10 to pay for printing four copies, and came running back in with cases in hand for everyone.
I handed it to boss, boss handed it to judge, judge looked at it and said to defense well this is directly on point, you didn't plead it, you waived it, motion denied, call your next witness.
That turned into a seven figure verdict. This is why everyone pleads every 12(b) defense no matter how stupid. If you don't, you waive.

The Capitol Police is keeping its security posture high in response to intelligence that indicates some extremists who joined the Jan. 6 insurrection have discussed plans to attack the building during the State of the Union, Acting Capitol Police Chief Yogananda Pittman revealed Thursday.
The chatter among extremists about trying to blow up the Capitol during the still-unscheduled presidential address, Pittman said, has prompted the Capitol Police to maintain the elevated presence it has kept since last month's riot. Any decrease in the police's posture, she said, would come after the threat passes and other gaps identified in the aftermath of the Capitol siege are resolved.

Thanks for that. Very interesting. I was especially struck by how nicely most of the women were dressed, and how slovenly most of the guys were dressed. Sure, they had hats and suit coats, but a really wrinkled, oversized, unbuttoned double-breasted looks like crap.
I also kept thinking, "Everyone I'm looking at is dead, even the kids in strollers." It's an eerie thought, and I'm not terribly proud of it.

Well, there's also the video of him getting a foot job from her and, um, shall we say, being intimate with her. Plus the text from hunter to his uncle complaining that his girlfriend / widowed sister in law kicked him out of the house and accused him of being sexually inappropriate with his niece.
Makes those texts look way less innocent when (according to Hunter), the mom barred the daughter from talking to Hunter, and kicked Hunter out of the house because she suspected he was molesting her.

Hunter is definitely not going after emotionally stable women with high self esteem and good values, I can promise you that. Is preying on the lower hanging fruit that aren't necessarily dumb, just making very poor life choices, out of greed, lust, or desperation.
Because I was raised, bless his heart, by a manipulative narcissist, I went out of my way to learn to recognize those kind of men and stay far, far away from them in my romantic life. I can instantly spot men like Hunter, and would not touch a guy like that with a ten-foot, sprayed-with-an-antimicrobial-coating pole.
