Julia Azari is an associate professor and assistant chair in the Department of Political Science at Marquette University. This is the third op-ed in a series about how to improve the presidential nominating process.

Her idea seems to be that the current primary system, in which citizens actually vote, fails to always produce candidates acceptable to the elites. So she proposes a system where in citizens actually elect "delegates" -- drawn from the elite, of course -- who are merely "informed" by voter's choice, but who are the ones who ultimately decide on a candidate.

We've seen this tactic again and again -- the elite attempts to insulate itself from actual democracy by instilling layers and layers of governments and representatives and bureaucracies, trying to put as many protective barriers and possible between the people's will and their own private selfish choices.

The EU is exactly this on a continental scale.

Once again, Berthold Brecht's "Solution" comes to mind.

155 I favor a primary system where you have to be a party member, if you don't like that, then you get to vote among all parties at the election, just like anyone else.

And there's a system to vote at least first and second choice or even first second and third choice.

Because the goal is to select a candidate with the widest appeal in the party. Everyone should still pick their number one, but not be twisted in knots trying to figure out "who can win". So honestly pick your first, second, and third choices and it's possible to figure that out. Maybe top two up to six candidates and top tree if there are more.

Though if the party wants to select delegates to merely consider your vote, they should be able to do that.

Or if they want to have an auction in a smoke filled back-room, then they can do that.

I have come to the conclusion that certain matters are best handled by certain groups. That is the elite should never be able to vote on matters of morality for example. My general guiding principle is that the affected party is the one that votes on a matter, restrict taxation and military service to the elite for instance, and they may go to war and spend the tax money as they please. So instead of a dual legislature, independent legislatures which have joint authority on some issues.

Part of sentencing, not the actual trial. Judges get letters arguing for leniency or a harsher punishment all of the time. Those are official correspondence and are retained with the case file. How much effect they actually have - I don't know.

We already do select for 'elites' against direct democracy. That is the Legislative Branch. The Senate used to be another buffer, when state legislatures were choosing for it.

The President is the tribune of the people, itself buffered by means of the Electoral College. That is good enough.

If anything the 'elites' in the media / education / government-agency nexus have become a fourth branch unaccountable to any of the branches which the Constitution allows. They need, at the least, to be formally acknowledged as either Executive or Judicial, and assigned accordingly. Fire anybody enforcing 'regulations' that go beyond scope.

Afterwards, my company did an daylight exhibition jump for General Gavin and other 82nd WWII veterans. General Gavin shook hands when we assembled in front of them. Gen. Gavin had a presence, a personal charisma, that is hard to describe, a way about him that made you think yeah, sure, I'll follow you to hell. Over the decades, I've encountered a few others like him.

So yeah, elites exist, and by 'elites' I mean extraordinary people. I just strongly doubt many of them feel that way about themselves.
