California Transportation Update [KT]

F_high_speed_rail_.jpeg

High-speed train flies through downtown Fresno

Good morning! It's a little chilly there in the Central Valley of California, but it will be nice later in the day. Unfortunately, Democrats are in full control in California now. Here are a few of the nitty gritty results with regard to the current transportation situation. Just in case anybody out there is still thinking about moving here.

Public Transportation, San Francisco

Well, they have finished that remarkably expensive train (or bus) station in San Francisco, and repaired the major cracks that developed in the structure.

But now,

Ten million fewer riders took BART on nights and weekends last year than rode the trains just four years earlier.

The transit agency released those figures as it launched its annual two-day workshop for BART Directors on accomplishments of the past year, and the challenges ahead.

BART also released results of a rider survey of why fewer people took the trains.

The number one response was that people are just going out less on weekends.

Number two was weekend trains don't run often enough, but reasons three, four, and five were lack of cleanliness, worries about crime and concern about the homeless.

All that public transportation boosterism gone to waste.

There are other problems, though. They need a new bill to fix things:

The empty buses leaving the new Salesforce Transit Center in San Francisco suggest that the Bay Area public transportation system isn't working.

"This is supposed to be San Francisco's Grand Central Station, it's not. There is no one here," says San Francisco resident Seth Andrews, as he points around to the empty station.

Andrews uses Bart and Muni every day. He says he is frustrated with the daily delays. "The schedules, I don't trust that at all," complains Andrews about Muni trains.

State Assemblyman David Chiu (D-San Francisco) calls Bay Area public transportation "inefficient" and "unreliable."

"After investing billions of dollars in transportation in recent decades, only three percent of all Bay Area trips are made with public transit," says Assemblyman Chiu. But he thinks better integration could fix the problem.

The bill aims to set up a task force to resolve issues around ticket prices and scheduling. They need to "Move the conversation forward."

Be sure to watch how quickly this bill fixes "the problem".

High Speed Rail, Central Valley

I am seeing more actual work on the High Speed Rail line now, after seeing construction sites looking sort of abandoned, with huge equipment idled in fields and along roads, for a long time. In the cities, homeless encampments moved onto properties left idle after being bought for this project. Just like the encampments along the freeways in Los Angeles and the Bay Area, but with more dogs.

They seem to be getting serious about finishing the stupid Bakersfield to Merced high-speed rail line. The tracks, anyway. They are less serious about moving people using the rail line. The tracks are connected to federal money:

Advancing California's leadership in building a modern, clean, and sustainable transportation system, the California High-Speed Rail Authority has issued its Draft 2020 Business Plan for public review and comment. . .

The 2020 Business plan outlines the following priorities:

  • Complete the 119-mile Central Valley construction segment and lay track pursuant to the federal funding grant agreements with the Federal Railroad Administration;

  • Expand the 119-mile Central Valley segment to 171 miles of operable electrified high-speed rail connecting Merced-Fresno-Bakersfield, three of the fastest growing areas in California;

  • Commence testing of electrified high-speed trains by 2025 and put those trains in service by 2028-29 . .

The rest of their plans involve "bookends". Los Angeles and San Francisco. Can you think of anything to say during the public comment period that would make a difference?

Cars, Sacramento County

Sacramento County says it's illegal to work on your own car in your own garage.

One commenter on the Grassroots Motorsports forum reported that he'd already been issued a $430 fine for working on his car in his garage:

nimblemotorsports said:

umm, I have not been left alone, they levied a $430 fine yesterday. You can request a hearing to review the code enforcement decision, that costs $700 to complain.

These rules aren't from some fussy HOA, it's an entire county. As to why the county is so against home automotive repair and work, they state this reason:

5. Why is Code Enforcement Concerned About Residential Automotive Repair?

The chemicals involved in major automobile repair can pollute our neighborhoods and endanger the health and wellbeing of our residents. Furthermore, this kind of activity increases vehicle traffic and the visual impact can negatively impact property values.

It appears that "major automobile repair" is anything you don't finish within 24 hours. Or something. It's kind of vague.

I think it's kind of racist, too. I have in mind a certain "community" that likes to work on cars in front yards. But that's not what the code says. It covers garages, too. Why is there a "visual impact" if the work is in a garage?

Music

Not being able to work on your own car would have put a damper on the popularity of the Beach Boys back in the day.

Hope you have a great weekend.

17 I am seeing more actual work on the High Speed Rail line now, after seeing construction sites looking sort of abandoned, with huge equipment idled in fields and along roads, for a long time.

That equipment costs money to just sit there. In all the construction projects I've worked, there is a day rate for the equipment if it's on site and not being used. After all, the construction company could put that equipment to use on other projects if it's not being used on this one.

The construction contractors must be getting paid for all that idle equipment laying around. If it has been there for a long time, why hasn't it been demobilized and then re-mobilized when construction resumes? Yes, there are charges for mob/demob of major equipment, but those charges are usually less than two months worth of idle day rate.

Somebody is dipping their beak pretty deep here, and it ain't in favor of the taxpayers.

This is funny. Anybody can build a high-speed train from Modesto to Bakersfield. You've got rt 99 to follow and two sets of existing railroads. It's all flat land.

To do the 'bookends'- a mere trifle, you see!- you have to cross highways, rivers, mountain ranges, and, most importantly, very expensive private property.

37 If I was in California and a Republican. I would create a statewide political party that aligned with the Republicans on a national level for those offices. The common primary gives this strategy a chance.

Maybe call yourself the Reform Party or the Popular party etc. See the Minnesota DFL for example or the Conservative Party line in NY elections that used to help limit GOPe collaborationists to some extent. An independent party could also endorse the few sane Democrats left in races. It could also use the initiative process to bypass the legislative system with fixes.

The stink of the Dems and their allied interest groups creating an unliveable California makes the place ripe for such a party that focuses on returning power to localities and stripping that of the central government in Sacramento. Localism is the key to restoring California rather than trying to fix the whole state by fiat.

Unfortunately, the Republicans have more or less destroyed there brand name with gentler, kinder folks like Ahnuld.

122 We took a family trip to SoCal in the early 70s to see relatives and the usual tourist attractions. I had just turned 13 and what an amazing trip. There were freeways, beaches, moth ball fleet, warm weather, girls, girls, girls, and peacocks!I

These things were not available in cold, snowy, South Central Montana. I dreamed of moving there someday.

Timed passed and I returned as a surveyor in the mid 80s. Bloom was off but it still looked like a place to maybe spend a few years.

More time passed and in the late 80's my IT job was being transferred to North Hollywood. Took a " house hunting trip" before accepting the transfer.

Holy shit! This place was a dump. Monthly car insurance payments were more than my apartment rent back in Portland. "Central heating" was a single wall heater in the living room. That was just a couple of the eye opening stuff I learned in the first few hours. Spent the rest of the time seeing the sites and drinking.

195 Number two was weekend trains don't run often enough, but reasons three, four, and five were lack of cleanliness, worries about crime and concern about the homeless.

Same in Portland - public transit ridership has been flat for years, despite the construction of new light rail lines.

And the reasons are the same as San Francisco's - public transit is viewed as unsafe and unpleasant, since the light rail is now used as a rolling homeless shelter.

Blue cities have given up on the ability to enforce the most basic social norms on mass transit - people get on the light rail blasting s***ty music, and no one dares do anything (you can get knifed if you complain), people get on smelling so badly that they make half a light rail car unusable, random harassment of passengers constantly takes place, and no one dares do anything, etc.

And yeah, it's worse nights and weekends - rush hour is usually people going to jobs and school, although even then there are issues.

But, of course, the blue city politicians decree that cars are bad, and do everything possible to force people to take mass transit (while they personally have reserved parking spaces at City Hall, of course).

If he wins, it's going to be a test of how many zombie Dem voters will pull the lever for whoever they're paid to pull it for - maybe as much as 40% of the electorate, but not too much more. And the institutionalized fraud will probably push that up another 5 points.

Number two was weekend trains don't run often enough, but reasons three, four, and five were lack of cleanliness,

One admirable thing about the Denver system (RTD), is that it was first in the nation to mandate that public transit be universally handi-accessible. A noble thing. And it was achieved efficiently and universally. In the 1970s.

Long before our many, many multi-billion dollar graft-fuelled transit expansions during my lifetime.

Posted by: whig at February 15, 2020 11:36 AM (EUDB2)

Unfortunately, the awful primary system does the opposite. Siphoning votes from the GOP increases the likelyhood of Dems securing the top two in the primary and leaving no competition on the ballot. And that frees up a lot of Dem donors to funnel money into the more competitive races, which is why even political neophytes running House races had $20m war chests in 2018.

This is why Uber and Lyft is eating public transit's lunch in a number of blue cities - being able to avoid mass transit is increasingly valued.

The politicians hate Uber and Lyft, too. (San Francisco just closed a lot of Market Street to private cars - taxis are allowed, but not Uber and Lyft.

Posted by: The ARC of History! at February 15, 2020 12:55 PM (I2/tG)

233 And the reasons are the same as San Francisco's - public transit is viewed as unsafe and unpleasant, since the light rail is now used as a rolling homeless shelter.

What you have now are:

(a) Lyft/Uber/etc. which are a viable alternative for a lot of people, more expensive in most cases if you're traveling alone but if you're going out with one or two others it's pretty much flat with public transit.

(b) Google Maps, which will illustrate for you just how much time you lose when you take public transit.

Most of us want McCabe charged on this because what he did was just as bad or worse than what Gen'l Flynn was accused of; BUT Flynn's case is about to fall apart because the FBI f'd it up so much from the start. It would have died already if they hadn't been able to push him into a Guilty Plea. (Flynn should never have done that, even he admits that now)

I think our situation is getting to be much like renaissance Italy, when a number of competing families fought for power bitterly. A lot of times mostly innocent players would be viciously murdered; other times some of the worst actors of all would have a downfall, but because they were protected by a powerful family they still got to go live out their days in comfort in some country castle.

And of course the most evil and ruthless of all of them usually ended up in charge of the Vatican. Such is life.

284 The Beach Boys--specifically Brian Wilson--really did a great job of "selling" California by mythologizing it's already strong points--great weather, wide open spaces-and reducing it all to a teenage fantasyland of hot rods, hamburger stands, surfing and of course, hot babes.

Then I found out he never liked to surf.

I'm not going to keep harping on this, because I know some people love the music they grew up with, and that's fine.

I just hate pop music in all its forms.

So the last thing I'll say about this is, hearing Brian Wilson didn't surf, it sorta makes me think of these pop bois who sing about "ooh girl" this, and "oh baby" that... it's always... strange, when you find out he don't actually like girls at all.

Anyway, it's obviously beyond dispute for lots of reasons that the problems extend from the jury pool (like the lynch mobs assembled for Scooter Libby or Roger Stone, for example, the latter possibly about to detonate) up to corrupt/biased/poiticized officialdom.

306 The DM article I linked to above has these deathless lines:

San Francisco's issue with homelessness is the result of many factors, but income disparity plays a major role.

In the metro area, the average income of the top one percent of households was $3.6 million in 2013, a study from the California Budget and Policy Centre showed.

That amount was 44 times the average income of the bottom 99 percent -who earned on average $81,094.

The study showed San Francisco had the highest rate of income disparity by a wide margin - the city was trailed by Los Angeles, where the top one per cent was earning 32.8 times more than the 99 per cent.

"Income disparity" has NOTHING to do with it, but thanks for the commie plug there. Those bums in the BART can't afford to live anywhere in the country, because they're drug-addled and obviously not working at all.

Yet again leftists refuse to come to grips with reality. Building housing for these people, and addressing "income inequality," will not fix substance abuse problems, but nice try, comrade.

The U.S. Census Bureau plans to try out a lot of new technology. It's the first once-a-decade census in which most people are being encouraged to answer questions via the internet. Later in the process, census workers who knock on the doors of homes that have not responded will use smartphones and a new mobile app to relay answers.

"I must tell you, the Iowa (caucus) debacle comes to mind when I think of the census going digital," Eleanor Holmes Norton, the congressional delegate for the District of Columbia, said this week at a hearing on the census.

Oh - with a few additional issues. Like 302 originals disappearing (WTFF?!) and same 302s being altered over time (as I recall, with *McCabe* involved). And lots of other prosecution misconduct.

So the disparity between what may well be a normal technically sound call on McCabe and the nightmare Flynn has been put through is not limited to this particular point, obviously.

I'm pretty sure you need the Grand Jury to bring a federal criminal indictment. My point is, why not tell the people we tried to indict McCabe but the USDC of DC showed us again it's impossible to get justice there.

Posted by: lowandslow at February 15, 2020 01:58 PM (4thlk)

313 Oh, another omission.

The Flynn outrage is another part of the raging structure fire known as the "Mueller special counsel" disaster.

Bold prediction: notwithstanding any amount of jaw-dropping evidence of misconduct that emerges over time from the Mueller farce, it will *never* get a serious look from either DOJ or Congress. Previous special/independent counsel debacles (though the problems there were more the inherent ones, not wild misconduct) actually resulted in legislative and regulatory changes.

Not this one, the grand-daddy of them all (previous ones actually dealt with real criminal misconduct - this one of course had zero underlying crimes to investigate, and was entirely political - as is confirmed even by apologists for its creation, who cite political strategery as an excuse).

As it seems likely a grand jury had nothing to do with the decision, no reason to refer to it.

I make a point of using "vagrant," because that's what they are. "Homeless" suggests that if they only had a home, everything would be fine, and that's obviously not true. "Homeless" also elicits sympathy, whereas "vagrant" elicits opprobrium, which is appropriate.

There could be any reason for the delay in the decision. Nobody knows. I'm sure some will say "oh, they were doing this investigation and putting the screws to McCabe, and he finally rolled." But I wouldn't count on that until they've got a conviction behind his testimony. They don't normally just go public and help a suspect out like that, after all. No more leverage that way.

Maybe. Or maybe it was a calculated move.

As has been laid out in the link Irish provided and elsewhere, this was a low probability win case at best. And while we know McCabe is a scumbag and we know what happened in 2016 and before we are distinctly in the minority and it's unlike the media is going to tell the public anytime soon. The public doesn't need to forget the details, the vast majority of them never knew the details.

If you believe, as I do, that Barr is not a deep state plant and he meant it when he said he was going to get to the bottom of how this all started then we have a lot of stuff that will be coming down the pike over the next year+. And as much as this is a legal issue it is also a political one and in order to be really successful Barr needs to get public opinion behind him.

The media and the left are already painting this as political payback and Barr as a Trump puppet, go read Sally Yates opinion piece in the WaPo today for a perfect example. The way you don't get public support is by losing a case right out of the blocks on relatively minor stuff before the big stuff starts hitting.

Durham and team have been around a lot longer than most people think. Barr didn't hire him, he was already there when Barr took the job, Barr just tweaked assignments. Given how he reacted to Horowitz' report, saying that he did not agree that political bias was not involved, tells me he found something. Maybe it was the altered email, maybe it was a lot of stuff. But it wouldn't surprise me if it is a lot more impactful than leaking to the media and lying to the FBI.

350 Over the course of 18 months, I've gone from "hey I like this guy Barr" to "uh oh I don't trust this guy Barr" to now this week - "Barr is a sleazy slimy piece of fetid ratshit". Fuck that asshole, cuz he's gonna fuck you good. But at least you'll be fucked by the best.

I feel sorry for the people waiting for Barr to drop any real hammer. Hammers should have been dropping for the past year+. So many possible hammers.

You're like the ones who thought stand-up straight-shooter Comey was gonna do anything but slobber and lick all over Hillary Clinton at the height of an election season. Fuck.

You should tell Trump. Barr has apparently fooled him too.

Ruth Marcus of the Washington Post had the nerve to accuse AG Barr of "playing the role" of Trump's "wingman."

Jack, I love ya so this isn't remotely personal. But was Sessions "working with" Trump when he was actively recusing himself and then repeatedly fucking Trump in public, or wasn't he? Because I distinctly remember you saying/implying Sessions' spineless treason was part of a grand plan.

I am one of the earliest Trump adopters in this place by the way... it took a good while for most to catch up with where I was in very early 2016 - and taking a lot of stick for it, mind you - and I haven't changed my opinion about him since.

But the swamp is very, very swampy. And Barr has been making swamp noises - which I was not even listening for - since about the time he gave that big useless red meat Federalist speech. Dead GOPe giveaway, and I *so* wanted to be wrong. I still want to be wrong.

354 23 it's a shame CA is so fcuked up. I always wanted to see Joshua Tree, Yosemite and Death Valley. But I wouldn't dare set foot in the state. It seems everything is against the law.

Come on vacation.
Leave on probation.

------

I'm highly skeptical of Barr, but I don't think it's a typical case of being a swamp-rat, Deep State operative.

I think Barr is more-or-less untainted, but a *solid, lifelong company man*.

I think he's trying to restore order in the increasingly lawless institution he spent his career serving, while trying to minimize damage to it in terms of public opinion. And I think it will have the reverse effect, embolden the criminals, and enrage a large segment of the public.

You might call it reflexive swampin'.

357 #354 there is a laundry list of weapons that are legal in almost all other states but are prohibited in California. Some may be maintained in California by residents who register them but if the resident takes the registered weapon out of state he can't bring it back.

These things all infringe on your 2nd A rights but they know you don't have the financial resources to fight them. You'll give up your guns plead guilty pay a fine and then will be disarmed in the other 49 states because you're a felon

Hate them? You should. There isn't any redeeming qualities to them. They're as bad as any in Russia China elsewhere and they run California.

359 I would think Huntington Beach '61-'75 would have been pretty decent. Just after the really golden era, but not bad, as part of the LA megalopolis kinda sorta.

San Diego in that period was paradise. A lot less crowded than the whole LA thing, of course, but also closer desert/mountains/quiet safe Mexico/better beaches (coastline, if you use the waves).

To each their own.

360 @43 Brian Wilson almost never wrote the lyrics to the songs he composed.
You could go after Jan and Dean, you know, with the car wreck and the paralysis and Al Gore campaigning and all.
I guess if you never listened to music before the Beach Boys came out, and had never read any of the many literary representations of California's many scenes, and in various other ways had your head clear the hell up your ass for your whole life until one moment you could blame one guy for, yeah, it's all about Brian WiIson. But Jesus guys. Doesn't the shit ever get old?

You're not mad at William Bendix for "Life of Riley"?
All that hate and envy in your guts is going to burn.

361 Jeebus people, do what you want, travel where you want, but CA is not even remotely the place so many here talk about. As a visitor, unless you're packing all kinds of gunz (why would you, if you're traveling?), you're not affected by the idiotic unconstitutional gun laws. Who takes an AR to go see the redwoods, or enjoy the wine/food/scenery of central coast, or enjoy the ocean?

I suppose concealed carry could be an issue, but if you actually want to do/see anything here, hardly a reason not to do it. Just a few days.

I never travel around the state without hardware. Fortunately have several different kinds of toys I own to choose from. No issues of any kind.

LOL, maybe. I'm pretty practical so to me I guess there's no real difference? Or at some point it becomes difficult to prove either way?
Like some people still think John Roberts is "reflexively swamping" to protect the integrity of the Court. But the integrity of the Court doesn't *always* land in Far Left Media Opinion Land, does it? Yet somehow...

I never expected Barr to publicly complain about Trump's tweets. Especially the day before a huge slap like the McCabe one. That's a bad ol' sign. As I said on the day of, somehow Democrats manage to never do this shit to each other, but they still get their 8 years at a time, don't they?

Posted by: ... at February 15, 2020 04:12 PM (vfifs)

363 I follow you on all of that.
But the claim was that " this kind of activity increases vehicle traffic." I don't see how it does that.

I
wonder how much to they charge to dispose of oil and tranny fluid. If
they provided free disposal they wouldn't be throwing oil out in
ditches. But that would cut into the subsidies the corporate waste
disposal outfit get.

California will pay you for tranny fluid. Don't be throwin' it out.

368 grayishpanthe, public transpo is necessary for people who don't have alternatives but when they started expanding it to encourage us to "get out of our cars" and didn't follow through with keeping it up, it began to lose riders.

369 >> 348 Many transit systems have handicapped vans that give you door-to-door service, with no bums to deal with.
