Ah...homelessness! it rears its ugly head during every Republican administration, then scurries off to the back closet when Democrats hold the White House. But two or three generations of idiots in power in California have created the perfect storm of drug addicts and drunks and bums on their streets, and they can't ignore it any longer.

But in fine liberal fashion, the cure may be worse than the disease.

California's Prop 47 Regarding Mental Health and the Homeless is Akin to 'Murder'

“It’s not just solving the mental and addiction problem for the homeless — the homeless problem is a mental health and addiction problem,” Dr. Drew said. “If you don’t have leverage, some consequence for using… they will use until they die – and that is murder.”
He has a five point plan, and while the first two are excellent, the next two of three require...you guessed it...your money! But at least he understands that society has the right to govern the public behavior of its citizens when that behavior is destructive to others.

Here's the thing; drugs are bad for a significant chunk of society. Yes, everyone, especially the libertarian stoners, can trot out lots of dramatic blather about how benign and wonderful their favorite drugs are, but just take a look at the streets of every major city in California (and coming soon to other Blue-state hellholes), and you will see what happens when we allow drugs to be mainstreamed.

If the libertarian stance were anything other than their desire to get high and eat Cheetos I would take it more seriously. But I have yet to hear one of them say, "Yes, make all drugs legal, but don't pay for the repercussions." That would be logically consistent, but since they all seem to be stoned I am not hopeful.

The first and most obvious step is to return to the rule of law. Rudy Giuliani did exactly that in the 1990s in NYC, and he was fabulously successful. But that meant that shoplifting and shaking down drivers with squeegees and hopping subway turnstiles and a host of petty crimes got prosecuted vigorously.

What a concept! Enforce the law, and good things come of it.

And the converse is being demonstrated as we speak on those very same streets of NYC. De Blasio has carefully destroyed what Giuliani wrought, and the results are in...crime is up, surprising nobody except the true believers.

Short of creating a nation-wide system of drug rehabilitation centers, funded by the federal government, and federal law that will allow involuntary commitment, which will guarantee another vast, expensive, dysfunctional federal bureaucracy that fails to deliver on its goals, what else can be done besides simply enforcing the law?

It's true that the flow of mental cases began to increase about that time, but I don't know the real cause. Probably some Dems in Congress cut the funding and have managed to shift the blame onto Rs ever since. Anybody know the real story?

I'm probably not the most objective commenter on CTH. Sundance is a good researcher, particularly on economic issues like China, but I find him to be a relentless conspiracy theorist. If I read what he said correctly, drug dealers can walk around unhindered with a kilo of heroin, or a fannypack of Fentanyl.

There's little or no guilt or shame for drug use or for addicts anymore. Addicts are treated as the victims. Zero repercussions for their actions. A great many are to far out of it to see they are dying. Having dealt with meth addiction in my family for a decade I can tell you first hand, that you cannot help those that don't want help more than they want drugs. No amount of pleading, counseling or incarceration will reach those not wanting to be reached. There has to be a deterrent BEFORE the addiction takes over.

As someone who has seen people come in for a 6th, 7th or 10th mandatory treatment, I am skeptical unless some sort of stick is offered as well as the reduced or eliminated sentence.

No, not a "final solution" kind of thing. But just the scooping up from the streets, the judicial process to commit them, the institutionalizing and the detox and "rehab" process. It'll be hell.

And most of 'em can't or won't be "rehabbed".

So? Then they either choose endless institutionalizing, or are committed to such by the M.D.s and the Courts.

But the homeless thing as it is now, can't be allowed to continue, much less to grow and to infect city after city after city.

Bring back the Asylums. Bigly.

75 I know tweakers. And, if you ask, they will admit that the drugs lead to them being homeless. I also know a couple in drug court. She is eight months into a two year program. (She's also pregnant with two other kids.) So far, she is managing to stay clean. They do random drug tests. If you miss the test or fail it, you can do jail time. Her boyfriend is in drug court in a different county. He's basically locked up during the program. He gets out in a month.

And I know a success story, who will admit that the only reason he isn't dead is because he was locked up so much. We aren't doing these folks a favor by letting them stay out on the streets.

77 While the costs of legalization seem vast, the premise that there's any significant shortage of product now seems to counter it.
The other cost, the illegality margin, corrupts societies from major cities to major law enforcement to small town cop shops to entire nations--see Mexico--and some of the vilest people in the world--see Mexico. Removing the illegality premium would make a vast difference as well.
The net? I don't know but putting the cartels out of business strikes me as a social good.

Looks like Buttyjudge picked up the bulk of Biden's ex-supporters. Burnie is next, followed by Bloomberg. I think that's going to be the 3 way race - Burnie's advantage is that he should pick up most of Warren's supporters, as her campaign falls apart.

With those numbers, Biden will collapse on Super Tuesday, barely 3 weeks away.

I predict, after Super Tuesday knocks out all but the final 3, Dem polls will be, roughly, Burnie 39%, Buttyjudge 28%, Bloomie 21% (numbers above don't total 100% either)

Dems are likely to head into the convention with no one having majority support.

There are literally hundreds of documented cases were people were committed against their will and spent the remainder of their lives locked up and drugged to the gills.

One researcher who's name I can't recall claimed that ~10% of the people involuntarily committed should have never seen the inside of a mental institution.


That's a whole lot of innocent people held against their will.

Having been a city dweller for many years as well as a suburbanite and beyond I think it is a real issue of perspective. When I lived in the city I got to see the face of addiction and mental issues on a daily basis whether I wanted to or not. Not was the default setting but I had no say. I considered that a real infringement on my rights and got tired of being commanded to give money to the ever present beggars.

Out here in the sticks it's a lot easier to say live and let live since there is none of that crap around me now.

If the addicted and those with mental issues wanted to go live on a commune in a remote area of Alaska then go and prosper. If you want to live in my face and demand I tolerate your insane behavior and worse subsidize it you can go fuck right off.

Our local sheriff has said that 30 or 40 years ago, they would get mental cases in jail and it was difficult, but not overwhelming. He says today it's more like 3/4 of the inmates in county lockup have some kind of diagnosed mental condition, and it forces the jailers to be nurses and drug dispensers, as well as having to deal with psychotic behavior constantly.

They end up there because no one else wants to deal with the mentally ill, so when they act up they end up in jail since no one else will take them.

The worst part of all is that the entire theory of jail time is that it's intended to make criminal behavior a costly thing that rational people will avoid, even if they're mean - but there is no such thing as rational behavior in the mentally ill, and jail only makes all of their conditions worse. There are some people locally who get kicked out of jail and then re-arrested for petty bullshit within a couple of weeks, over and over and over.

And we all know that a lot of these homeless people are mentally ill and should be in asylums and care facilities. The moment you bring that up, of course, a lib screeches, "Reagan closed all the asylums!"

It's true that the flow of mental cases began to increase about that time, but I don't know the real cause. Probably some Dems in Congress cut the funding and have managed to shift the blame onto Rs ever since. Anybody know the real story?

My memory of it was that the Donks were caterwauling about mental institutions being hell-holes and they wanted most of the crazies to be let out to get treatment on an outpatient basis, so that they could remain socialized by contact with the outside world. Of course, they all just stopped taking their meds once they didn't have men in white coats looming over them until they gulped down the pills.

The budgets thing came later, was bipartisan, and was blamed on Reagan.

At least, that's the way I remember it.

146 The guy that was a success story was sentenced to drug court. He wound up in Oxford House, which has a good record of getting people off drugs. He's been clean almost four years now and will have nothing to do with other druggies. And he has been working since he went into the drug program. I do know some failures but there are people that can be salvaged.

150 I don't think CA had much choice on the homeless. All the other States are in the same boat. States used to dry all those alcholics out in a what we used to call a nuthouse. After they were dried out they would turn them lose but they would be back as soon as they could beg enough money to buy another bottle of Ripple. It was a revolving door but it kept them off the streets for the most part. The along came the ACLU and sued for locking them up. So now the alcoholics stay on on the street. But CA does contribute to making it worse. Their Democrat we;lfare ways attract those kinds of people from all over, plus their insane housing costs also helps fuel the homeless. That old saying about puting out plates of sugar will attract ants and roaches still holds true.

Ideally, I'd agree with you there. In a more perfect world, I'd jump at the chance to agree with you.

Alas though, for now that's a "the perfect is the enemy of the good" dilemmas.

Right now, it's more important to focus on "the good", and when we've got most all of the Seattles and San Franshitcos solved, then we can narrow down a bit and focus more on "the perfect". Kind of the 80/20 argument, writ large.

Doing nothing is a more harmful policy decision (for now), than acknowledging that the .gov *will* screw up a certain percentage of decisions.

Get a handle on the larger problem, then we can finesse the details.

We need a new, modern asylum system with a high degree of transparency so that knowledgeable watchdog groups can ensure that the best practices are used.

Also a right to due process that includes the ability to challenge your committal in a neutral jurisdiction, and to seek second opinions about your diagnosis and treatment.

If the rights of the patients are respected and protected, particularly against potentially biased or corrupt local authorities, there's very few reasons to legitimately oppose such a system.

1. Sentencing guidelines that include mandatory life sentences without parole to large-scale hard drug distributors. I'd prefer execution but the appeals cost would be prohibitive. 2. Nationally legalize and heavily regulate and tax marijuana.

There was a discussion in Kentucky when we lived there about narcan pens. There was one guy in Lexington County that had been brought back to life 22 times with the narcan pen in a four or five year stretch.


Someone said that there should be a limit to the number of times they can do that and almost everyone else said that would be premeditated murder, so it got dropped.

They hand those things out everywhere in Kentucky. The High School in Scott County has a bunch of them.


Plus all the Cops can do if they get a call is revive the guy let the ambulance take him to the hospital and that's it. They can't arrest anyone else that is there for drug use/possession. They can confiscate any drugs they see in the room and that's it. They carry half a dozen of those pens in their cars.

Something has to be done but what that something is, I have no clue.


We don't have enough jail space for all of these drug users that get caught and mandatory sentencing doesn't work, they get let out early due to overcrowding.

My sister used to do volunteer work at the infamous Fernald School when we were in high school. There was a very good 60 Minutes piece on the place back in the day. That's where I learned that "moron" was a real legal term in the MA penal code.

Plenty of libertarians say this. The problem is that users aren't the only ones who pay the consequences of their drug abuse. Children left to run feral because their parents are constantly high, or worse are abused by a string of dealers/johns/etc/crimes committed to support a drug habit/a generation of addicts burned out who eventually end up on social support, in jail, or harassing passersby on the street and generally making society less pleasant are all consequences that are external to the user, and that we as citizens pay for in one way or another.

And lets be honest -- society doesn't give a rats rear end if you toke up, shoot up, whatever so long as you aren't littering the streets while you are high so the penalties SHOULD only be for the bad behavior that is so common among the drug users.

The biggest part of it was "Classified certain crimes as misdemeanors instead of felonies unless the defendant has prior convictions for murder, rape, certain sex offenses or certain gun crimes.
Permitted re-sentencing for those currently serving a prison sentence for any of the offenses that the initiative reduced to misdemeanors. "

Dangerous mentally ill need locking up. Dangerous can mean subjecting themselves to inclement weather, theft and assault as well as the "usual" threats to hurt self or others. Hospitals see a big increase in commitments of "homeless" mentally ill during the winter month.

One interesting case I had was a woman in her 60s, who lived with her shopping basket in front of a Home Depot. She was locked up in the winter, but was often belligerent and threatening before that. I can't imagine why they waited.

Anyway, she had been ignoring her disability money for years which was duly directly deposited for years. She had enough to pay cash for a small house and have enough to live on. Additionally, when the poor staff had to go through the crap in her shopping cart, they found pockets full of cash and other small valuables.

I assume most homeless are, indeed, destitute, but those who are mentally ill may have access to disability payments and other services.

That's where my ideas about how a new system needs to be built around respecting the rights of patients comes from. If you can challenge your committal in a neutral jurisdiction, and are entitled to second opinions about treatment, it gets a lot harder for an influential family or public figure to use the system against you.

There are annoying trolls like a certain B S G, there are Shartblue trolls like kwirt and raymondo (purposefully misspelled), and then every once in awhile you get the stormers. Aside from those, we occasionally have people who do not know when to quit engaging in flame wars, those that like to post on the edge, and some folks that are literally driven crazy because they cannot get others to share their obsessions (hi Andy).

What I think is getting some folks down is the premonition that we are living on the edge of unresolvable conflicts in the coming years. Some folks like to blame one group like ethnicity or the other religion to relieve the tension and that means CBD and the other cobs have to step into the fray. Others retreat from the news and seek a safe place.

Reading bits of history, I see similar time periods in places like the U.S. from 1820-1860, France, 1750's to 1780's and post 1871 to 1914, England from 1920-1939 or 1620-1640, or even Russia from 1870's to 1914. During such times, our institutions, our optimism, and our societal order seem challenged in an existential fashion.

We are worrying ourselves sick and some folks lash out, some find activism suitable, others rely on dark humor, some reach out to others in friendship demonstrated through MoMes and the caring for others expressed here, and some armor themselves in religion and faith.

The last two, I think are key to muddling through the dark times and that is perhaps why I have always liked coming back here and reading the comments if nothing else. The insouciance and caring for others despite the sometimes raw humor carries through

Regarding the last point, my favorite hymn, verse 3 of How Firm a Foundation reflects how I feel about that.

for I am thy G_d and will still give thee aid.
I'll strengthen thee, help thee, and cause thee to stand,

Some people never get better, and need to be permanently committed. I think the way to square this circle is with something like a parole hearing every year or so, to review their case and see if there's been any improvement, and possibly adjust treatment strategy of there isn't.

There is no way in the world these people could have lived on their own, they would have died on the streets. They weren't violent in the least, just the opposite, but they lived in their own worlds. And these two were a lot more capable than some who were at the institution.

They aren't swimming in cash, it's mostly accounting gimmicks and mostly the savings that California got from obamacare picking up the tab for the Medicaid expansion for the poor, something the State used to pay for, that left the State with a bunch of extra money.

To put that 21 billion surplus into perspective, the State CSTRS teacher pension fund in CA is underfunded by over 100 Billion dollars.

Some overdoses require multiple injections to turn around. Many opiates are longer acting than Narcan.
And denying someone treatment, when the alternative is death, will not be supported by physician groups who will be sued into the ground for wrongful death. I can't imagine the court (judge or jury) who will accept this approach.

From what I've read, the problems are more that management wanted to suck up to the elites by making the 737 "green". They proceeded to do so by creating an aerodynamically impossible plane and then trying to use software to deal with the inevitable problems.

Mind you, that approach has worked well on military planes from the SR-71 to the Stealth Fighter, but the software has to be absolutely right or you're fucked.

Yep. Rare is the schizophrenic who is assisted by siblings. Parents are the usual support system, but when they are no longer capable, the person is more often than not cut loose from the family.

I grew up in the 60s and 70s and the local care facility also aided the indigent mentally ill who previously would have lived at the "poor farm". Many loved being busy and took care of the grounds, delivered the incoming mail, and whatever else they could find.

Such efficiency is to keep the operating cost for airlines low (not specifically ot be sucking up as "green") as was "no training" required for crew to transition from other versions of the 737. Simplified certification as an existing type sped introduction and allowed a lower purchase price.

This situation is a big problem for our culture with it's emphasis on freedom and individualism. Those are very good things, of course; but there has always been a subset of people who can only survive in a very controlled, institutionalized setting. These are not necessarily bad people, like the two you mention. They are just people who cannot handle the pressure of having to manage on their own. I've known some, and when they fall out of a system they are the people who fall through the cracks and disappear, and no one even misses them.

That has always made me quite sad, because it isn't their fault for being what they are.

We used to do health and welfare inspections in the Army (I assume they still do) and we'd go through the billets checking each soldier's gear and living area. If we find dope, we'd confiscate and deal with the owner. I knew one guy who would keep a can of bug spray in his sleeve and from time to time he'd find a bag of grass and instead of taking it, he'd spray it and leave it there. Just a splash.
Then later in formation he'd put out an announcement that he'd heard there was some bad dope going around and good soldiers don't use dope. That night a couple of troops would get sick and the next morning you'd find all kinds of grass still floating in the toilets.

So, Biden's plan is to lose the first 3 contests, and SC will be his firewall. Let's be clear - if he doesn't win in SC he is done. Super Tuesday is only 3 days after so he may stay in the race but that could be pretty humiliating.

Bloomberg, by the way, has the plan to not even contest the first 4, hoping to pick up delegates on Super Tuesday coming in cold, riding a wave of cash money.

The 737Max uses Leap engines -- more fuel efficient engines and much lighter. Weight savings come from using composite materials for the engine blades. But the engine needed to be bigger in diameter. Because of the increased girth, the engines wouldn't fit under the wing - so Boeing moved them forward and up a little. This did all kinds of bad things to aerodynamics, etc. So the engineers said "Let the software guys fix this."

Not just pilots, but primarily so there would not need to be a substantial re-evaluation of the overall design and the assumptions used for certification. Essentially they didn't asses the new design as a 'changed product', they said it's just an iteration of one that was previously certified. In reality, it's about 8 or 9 iterations from the original 737 and a lot of the structures, systems and equipment are not very similar at all.

It might or might not. We can only fight the battles of today and while there are bad signs, there are hopeful signs too. I grew up in the shadow of the Cold War and lived near a B52 SAC base and there were some missile silos around as well. Books and movies like On the Beach, the Day After, Alas Babylon, and a Canticle for Leibowitz, were popular doom porn. So far, no nuclear apocalypse has happened which is a very good thing.

I am not a big fan of Toynbee though and historical cycles--as sometimes things do get worse such as the Roman Empire falling. It seemed that for each emperor that restored a bit of stability would promptly be succeeded by two or more idiots that undid the fixes until Rome was no more.

I think we have more of a crisis in human spirit right now and that can have disastrous consequences. That is why the Cobs and their threads on things like gardening, movies, art, literature, etc. are so important. These feed the human spirit rather than depress and degrade us.

I saw this reported on the SLC news last night. Supposedly they are trying to decriminalize it so that abuse victims, especially abused wives in polygamous marriages, will feel safe coming forward to report it. Won't worry about jail time. Sounds a lot like the reasoning behind decriminalizing drugs tbh.

The many Utah pioneers arrested by the Federal government for polygamy are spinning in their graves.

The big difference is that alcohol has developed a code of behavior and action over the years. There's actually rules for when and how you drink, systems in place. The people who don't follow those get into serious trouble, but for the most part it controls and limits the damage alcohol can do.

Drugs... nothing like it. And some of them are so incredibly destructive that they are far, far worse than alcohol like heroin or LSD, PCP, and so on.

The thing that people don't seem to understand is that if we find out that it was a mistake to legalize drugs there's no going back.
