This raises questions about the intelligence community’s behavior regarding the August submission of a whistleblower complaint against President Donald Trump. The new complaint document no longer requires potential whistleblowers who wish to have their concerns expedited to Congress to have direct, first-hand knowledge of the alleged wrongdoing that they are reporting. The brand new version of the whistleblower complaint form, which was not made public until after the transcript of Trump’s July 25 phone call with the Ukrainian president Volodymyr Zelensky and the complaint addressed to Congress were made public, eliminates the first-hand knowledge requirement and allows employees to file whistleblower complaints even if they have zero direct knowledge of underlying evidence and only “heard about [wrongdoing] from others.”Guess what? The Deep State refuses to comment on this, to acknowledge they made this change or defend the change and explain why in August 2019 they suddenly thought it was super-important to change the reporting requirements.

That's the problem... let's say you make a case against someone like Comey, Clapper, Brennan, Yates, Rice, or Lynch.
A real case, I mean. One you plan to win, and plan to make them fight tooth-and-nail if they have any vain hope of staying out of prison.
That would mean making a case on Obama and Thundershart, too. No way to avoid it. They were up to their necks in it. You would have to charge them as well. At very least, you'd have to expose them as criminals to the public and then shamefully fail to charge them.
And Barr isn't going to go there.

Tucker mentioned something interesting last night. Back in the early '60s, Harry Truman wrote a little op-ed in the WaPo explaining how he realized creating the CIA was a mistake.
He said he realized it about 3 years into it after it was created. He essentially describe it was becoming what we now call the Deep State.

This is therefore not a case for the IC IG.
However, if it had been filed in the normal (correct) way, it would have gone to Barr for review, not hte Obama-appointed ICIG.

You know, at some point you look at your dog, and realize he ain't gonna get better. Whatever time, money, and effort it would take to patch up the problem, whatever it is, it's just not worth it.
Our "intelligence community" is a sick dog that needs to be put down.
I'm not suggesting it's any better, because it might not be, but we have a military intelligence community that could probably assume any and all duties the civilian force does.

This has nothing to do with hope. I write based on a clear-eyed assessment of what I see happening.
If nothing is going to happen and the perps know it, they would act very differently. They would not be scurrying around like drugged rats.
Instead, they'd be heaping praise on Barr for being so judicious and restrained. They'd publish op-eds about how he's so much better than Trump.
But they're not doing that, are they?
Instead, they seem to think he's some kind of threat.
That's not me wishing him to be one, it's Nancy Pelosi declaring him to be one.
I take that as a sign I'm not far off.
In any event, we'll see.

Truman's point in that "CIA was a mistake" piece was the CIA was created to be basically a newspaper for POTUS, to give him all the important info about the goings-on in the word, and independent of filtering by the existing cabinet depts (think Pentagon, State).
That is a laugh now, and Truman realized it about 3 years in. The CIA filtered things worse than the previous system.

Oddly enough this is not the "Trump will fix everything" site. I know its hard to believe but people have disagreements and different opinions here, we aren't all lockstep mindless NPCs.

My theory... some guy inside the WH went to Adam Schiff in real time about the Ukrainian and Rudy G. happenings. But in order to get the info out in the public they needed to find a whistleblower.. so they got some lower level person in the IC to file the complaint.. but then had to take extra step of chasing rules in order to make it happen. Meethinks the person who changed the policy, or lobbied for it, are the same WH insider.

It just seems like so much money, power and vested interest both here and abroad have been accumulated that destroying it is just too much for anyone.
Like the old bureaucracies of ancient China or the trade/banking guilds of Italy or aristocratic privileges of pre-revolutionary France it our system just doesn't seem designed to correct for such things. Once they take root it takes a literal revolution to undo them. And in all honesty I just can't fathom such a thing in this America.
Not to be a Debbie Downer or anything. And Trump winning in 2016 did in fact restore my faith in the American system. I'm just not sure it's enough.

A "modifier" of the document, the person who fills it out can only put data (text) into the fields that are specifically designed for this. The document is typically digitally signed with the individual's Common Access Card (CAC). Therefore the dates on these documents are useless without the digital signature. (If it wasn't signed it's useless.)
This report, if true, is very disturbing. However "if" the administration has competent IT skilz, they will trace it back to the originator, who, sadly is likely a lowly bureaucrat that had no idea what they were tasked to do.

I never feel like I'm being negative about this stuff. When I say that nobody big is going down for this, it's just from growing up as an American and knowing how my corrupt government works, and has as long as I've been aware of politics.
I've never had the hope it would be any different, so it's not a letdown or anything.
In fact, it makes me feel optimistic, because this time - for once - we have a guy in office who is exposing it, and not just knuckling under and doing as he's commanded. And people can finally see what I've been trying to tell them all along.
I think this is a truly important moment that will have historic consequences, and it makes me happy.
I just don't think those consequences will be short-term indictments of important intel chieftains or a former President.

yes and no. It depends on how corrupt the system is.
Form changes are generally worked up at request from upper management, by legal request by the legal people, or by units requesting changes for various reasons having to do with use, destination, or clarity.
In an ideal world they go through a forms committee for style and language and get bumped over for review by the legal counsel to make sure no changes were made that neglect or violate current statute or rule.
Then they go through the approval by some sort of management that certifies that all the required steps in verifying that the procedure was followed and it is sent to the IT people for inclusion in the forms drive. Government offices don't really do hard copy forms for internal stuff, they generally do electronic files to print out.
Of course if you wanted to sink a fifth ace into the deck, you just make the change and hand carry it to IT for inclusion. The procedure should be logged somewhere, since no-one wants there to be a screwup hung in their personnel file.
The point is that there should be a file showing how the form was changed, and for what reason, especially for something as important as this sort of HR file and for the executive branch. Unless everyone was involved except maybe the IT entry clerk.
The best bet is that if it was changed without process, it was generated at the management level.

The 'whistleblower' apparently did too as well as placing someone on the call who was not there. Both completely missed the Crowdstrike and server which seemed to be more meaty.
Everything else was news article. Probably seeded by Fusion GPS because that is what they do... in fact getting those articles into the record was the probably the primary purpose of the 'whistleblower. Joe Biden only matters in that he hung himself out based on rumors of the content.

These tactics are designed not to actually impeach formally ( although they'll take it if they can get it) but simply to keep the administration from effectively moving on its political agenda in the hopes the Dems can win the next election. Judges are still being approved because Republicans still control the Senate but necessary legislation is frozen because the Democrats control congress.
I hold in special contempt those Republicans who are expressing "concern" about Donald Trump, not because they disagree with politically but because they hold him and his supporters in contempt for the same reason, that most Dems do, he's and outsider not siding with the elites. I will remember it Mitt.
One final word, on Tulsi Gabbard, the Dem representative from Hawaii who has been appearing on Fox to say she opposed impeachment because it was dividing the country. I believed her because I wanted to. But in the end she climbed down off that horse and joined the rest of them. I guess they offered her something. I must be getting old.
