If you buy a firearm from a licensed dealer you must, under EVERY circumstance, pass a background check. However, if you buy a firearm from a private individual it depends on the state. Some (like NC) require some sort of purchase permit, some do not. In NC it is only for handguns but not if you have a CCW (which is one of the reasons I got mine).

'Universal' includes person-to-person sales or loaning a gun for hunting or a couple of target shots at the range.

IOW - nobody else can touch it without transaction going through a dealer. Like a drug deal.

NICS checks are performed with the FBI only when a firearm is purchased through a federally-licensed firearms dealer (FFL). Any interstate transfer of ownership must be done at an FFL, and any transfer done by an FFL - even off-premises, like at a gun show - must be done on a form 4473 with a NICS check.*

Person-to-person private transfers within a state do not require a NICS check and do not require an FFL to be involved (I guess it depends on the state).

* some states, such as my beloved Mitten Kingdom, will accept a state concealed carry permit in lieu of a NICS check since a more thorough background check than NICS is performed to obtain one.

Yeah, I had a permit in MA and they still had a 3 day waiting period, which for some reason took 5 days for me. This is fifteen years ago.

I was shocked last week in CT when they just said fill out the forms and sit over there for a while and gave me the gub on the same day.

If you buy a firearm from a dealer, on a 4473, and sell it (or it's stolen) and located at a crime scene, the police will ask the dealer about it. I don't know how long they have to keep the bound book record of sales and transfers.

As I understand it, gang guns are often loaned out for a small fee to individual 'bangers for specific drive-bys, pre-meditated murders in alleys etc., rather than paying full price for a gun you're just going to get rid of anyway. Gangstas are frugal, dawg.

When the cops finally catch someone with the pistola tucked into their waistband, it's not uncommon to find out that the same gun has a dozen murders on it once they run the ballistics.

Criminals aren't exactly the sharpest tool in the shed. They'd rather pay $75 to rent a gun from another 'banger for 24 hours (and risk getting popped for all the other murders) to do their drive-by than pay $500 to buy a gun that they'll just throw away when it's all over.

I think business is brisker than I would have thought. Cabelas has new guns and the "gun library" where they sell used ones.

They must have really high standards for what gets into the library because most of the stuff is amazing.

I went in on Sunday and saw three very comparable revolvers. I went in on Monday with a really clever rap in my head about let's compare and contrast. Only one was left. I bought it without any clever rap.

I see the title "producer" all over movies and tv shows. Executive producer, producer, associate producer, co-producer ... Movies seem to have 20 "producers", at least. I can't imagine all but one of two of them do anything but put some cash in. I think very few people who get credited as any sort of a "producer" of anything actually do any producing of any sort, whatsoever.

I remember in some movie they joked about giving the secretary an "associate producer" credit in lieu of a raise and then cracked up about how ridiculous an "associate producer" credit was.
