Trump has come at appointments with a Business model that has worked for him in the past, but he's having to learn on the fly that Government is not the same as business, the same things don't work. It's one of the hazards of electing someone who had no prior government experience, so it was to be expected.
Business model hiring is ruthless - don't spend a whole lot of time analyzing, just go with your gut, toss someone into the job, and if they flop, toss them out and put someone else in their place. It might take you 5 or 6 tries to get someone good, but if you're on top of it you can do that in 6 months, and end up with who you want. And then you can let them run their part without you having to worry about it. ALSO you make sure the responsibilities are limited for new hires so that they can't do too much damage if they flop. You fire people all the time if you're following this model. Government doesn't work on that model at all - people are hard to hire, and they're hard to fire, because they all have these little fiefdoms around them. And even worse, you have to take people you hardly know at all and throw them into huge responsibilities right from the start - like Tillerson. It's a completely different way of thinking, and of doing things, and it takes a businessman a while to recalibrate his SOP to do this well. He gets better each month - I still want him to dump the Labor Secretary, who I think is a real piece of shit, but other than that I don't have too many real complaints about the staff he's ended up with. Look at MLB. How often do draft picks just never quite work out, despite their being drafted to do exactly what they've been doing for years, despite having stats up the ass on how well they do it, etc. Consider further how often trades never quite work out. Team A thinks someone isn't that good, Team B thinks he is, and so after the trade one of them looks great, and the other looks stupid.
