The big dick in the cog on this is that a lot of the land on the border is privately owned and will need to be eminent domained, which will be expensive and time consuming and will likely end up with many court challenges.
Building an actual wall shouldn't be super expensive. But it is the government, so expect it to cost 5 to 10x as much as it would if anyone else did it.

There are all sorts of standing arrangements whereby funds can be reprogrammed up to a certain point, for example (that's not national security discretion, it's routine). Been a while, might have changed, but usually there are limits to what sort of reprogramming can be done - used to be that some was doable with just notification of relevant congressional committees.

States don't own easements on State Lines, and unless one was expressly reserved, the Feds don't own any either. Now Texas is a unique case, since the actual border is in the middle of the Rio Grande River, and riparian rights are their own field of law.
What is going to happen for any border fence construction is that the Feds will offer to purchase the land used, the offer will be either accepted or denied, and if denied they will go through the Eminent Domain process to get whatever land is needed.

It's mostly a Texas thing, and the property rights issue gets a little more complicated in areas along the river 'cause it's not so obvious how far back you need to go for logistical purposes; not just wall construction, but vehicle access.
Plus, many of those landowners would prefer to retain the right to shoot any trespassers they damn well please, and take offense at the idea that they can't adequately police their own property.

Well, it's a sticky legal issue.
Mostly they get around it by getting permission from the land owners, who mostly would rather border patrol be on their property then dangerous drug smugglers.
But there have been incidents on both borders where the landowner withheld permission and border patrol ignored that request and still patrolled peoples property.
I feel like there was a big case on this at one point in maybe the 1st circuit (?) and I think the border patrol won, but I don't remember many details.

And, as you say, these "rivers as borders" ideas sound great, but then you run in to major issues of defining where the center of the river is, or what happens when the river naturally changes paths, etc.
NH got boned on both sides -- NH owns the CT river to the VT coast, so they have to pay for bridges and all the upkeep of owning a shitty river, AND Maine stole the Portsmouth Naval Yard based on how you define the middle of the Piscataqua River, what you consider navigable, and how you feel about islands containing massive shipyards and lucrative government contracts.

Texas and Oklahoma almost had a serious military confrontation once when a big flood cause the Red River to change it's banks and moved a couple of square miles from one side of the river to the other.
Fun to speculate about putting a wall down the middle of a river, but rivers like the Red, and the Mississippi, and the Rio Grande have soft bottoms, and cannot support anything.

The two males are both officers with two years under their belts. From my experience, that's about the time that people who handle weapons very frequently get lax about safety because they feel like they really know what they're doing.
It's similar to 18 year olds who have been driving a couple of years. They no longer feel the fear of handling a 2,000 lb car at speed. They feel as if they have a good handle on auto safety, but they're still inexperienced enough to not really recognize when they're out of their depth.

No. I don't know if acceptarse is a verb. If it were, it would be the unconjugated form of it.
I think you can put "se" in front of anything to indicate the impersonal usage. I don't think it has to be an official -se verb to take that.
"Acceptan" is third person singular for accept, and putting a se in front of it makes it "Is accepted/are accepted."
"SE HABLAN ESPANOL," for example -- spanish is spoken.

This past week was a watershed for conservatism.
Guys like Shapiro and the gang at NRO were once again presented with a typical witch-hunt scenario.
And, as they've done countless times before, they joined with the left.
But in THIS case, it was not only false, but it was aimed at high school kids who were clearly, unambiguously set up.
It was a decisive event, and one of those where nothing else matters than how you faced it.
And they all failed. Shapiro can bluster, prevaricate, pick sick fights or do whatever he does, but no one really cares because they now know that when the left comes out baying for blood, he's going to either stand aside or - more likely - join them.

Probably in the 9th circuit, since they're super left-leaning and have a busy docket and can take a long time to hear the appeal. Then it'll be an en banc appeal. Then it'll wither while we wait for SCOTUS to grant or not grant cert.
Then maybe it gets to SCOTUS down the line.
So... Trump has two options -- try to fast track this to SCOTUS through political pressure, OR just ignore the district court judge. Both approaches have their pros and cons.

I don't give a shit whom he votes for. He lives in California. Doesn't matter anyway. I don't care if he lies about voting for Trump either. He has a large following and if he sways even some of them to pull the lever for Trump in places like Wisconsin, Penn, and Michigan then so much the better. If he's lying so be it. At least he's lying in my favor.
The only thing that matters to me is which way he sways his people. I was against him in 2016 when he was swaying people away from Trump and in 2020 I'll be with him if he sways people to Trump.

Well, I hope this is right. Trump made his case today on live TV. He explained that it is an invasion. He explained how horrible the crimes are and the abuse of women and children. The human smuggling. He explained very clearly that using technology requires the wall. Most of the technology needs the wall to work. And he went so far as to say that some of the "technology" goes ON TOP OF THE WALL.
It was a great explanation if this is the result. He will use national security as a way around the Dems. You know the SCOAMF would have done this without blinking if it was what he wanted. Any Dem would.

He is right, and so is the lovely and talented Julie Kelly: they always jump to attack the right for doing wrong if its on the side of helping Trump but if a nevertrumper craps the bed lie this they're very hesitant to say a word, and even attack those who do.

Seems like there is a really tiny difference in some of the verbs that makes them different in meaning from the root verb.
Se cerro la puerta. Means "the door was closed". But literally is "the door closed itself".
Lots of colloquial usage confusion here, too.

So I'll go ahead and say that forum selection is something I know very little about in the federal court system, but I'm pretty sure if you're arguing a constitutional issue you can file anywhere where you'd be normally able to file. So a CA resident can file a suit in CA district court.
Of course, there would be some standing issues, a aggrieved tax payer can't sue just because they think the government is wasting money, but... assuming the left finds a creative way to get beyond the standing issue and sympathetic judge...

Sure, but how? If Trump's order falls 100 miles short of the 9th Circuit, it's going to be really hard for them to claim standing.
Activist judges enjoy being activists, but there comes a point where it's so transparently obvious that they're being political, even they won't go that far.

My local fish wrap is doing an expose on home schoolers. My husband and I are this >< close to cancelling our subscription. When we moved here 17+ years ago, the paper was owned by a relatively conservative family. They've sold out to a liberal conglomerant, and basically all world and national "news" is the AP's trash, and the new editorial board is made up of New England transplants trying to civilize we-uns down here.
We have kept the paper so far because the local business section is excellent (and my husband reads it faithfully) and local and national sports is good. Also, their Accent section is very good.
Other than that, it can DIAF. They're bleeding subscribers.

Still not clear on how this works - though of course it's beyond absurd for "asylum" seekers to pass through multiple countries - legally and morally they are owed no consideration past the first country they enter.
* current San Diego mayor is such a platonic ideal of a useless, cowardly and irresponsible CA Republican that he regularly reverts to "not who we are/build bridges not walls" idiocy - if the barriers were torn down tomorrow he'd probably just flee to another part of the country, not wanting to deal with the catastrophe that would ensue

They will surely try, and ninth circus may have to be overruled ... but it is a completely different situation, imo. SCOTUS could quickly rule that POTUS has the constitutional authority, end of story. (just my non lawyerly view ... but seems obvious ... e.g. Trump responds to war with action ... can a ninth circuit judge overrule? of course not. National Emergency is not to be decided on a judge's opinion, isn't that fundamental?)
