I posted a copy from the 10CFR governing RIFs on the previous thread. There is no restriction on who can and can not be RIF'd. There are 4 rules that must be met and one of them allows RIF's due to lack of funds. So Trump can RIF away to his hearts content and Peelousy can not do a damn thins about it.

You know that has nothing to do with execution of funds right? Executive branch executes the funds. Maybe a problem in Fiscal year 2020. Only a small portion of the government is unfunded at the moment, and DoD is funded for a while yet.

A quick look at USAF inventory shows that they have about 40 planes classified as VIP transport, not including the two AF1 birds. Everything from 757s and 737s down to Learjet 35s. I think there's even more that are held by the Air National Guard.

Agencies won't need to consider targeted layoffs' otherwise known as reductions-in-force (RIFs)' if the current partial government shutdown continues for another few days.
While federal statute typically instructs agencies to RIF targeted groups of employees who have been placed on furlough status for 30 days or more' the regulations don't apply to emergency furlough situations' the Office of Management and Budget confirmed Tuesday.
Some astute Federal News Network readers had questioned whether their agencies could RIF furloughed employees if the current government shutdown' now at 25 days and counting' hits the 30-day mark.
There are two kinds of furloughs. "Administrative furloughs" are planned events by an agency "designed to absorb reductions necessitated by downsizing' reduced funding' lack of work or any budget situation other than a lapse in appropriations'" according to the Office of Personnel Management.

The Wilks brothers, who are pretty good guys, are the source on paper who started the Daily Wire. The problem is, Bubble Baby Ben is also getting financing from anti-trump types, maybe even David Brock, I can't recall the exact details so I might be bumping into things in the dark here
