May's Government Survives Confidence Vote, 200 of Her Own MPs Expressing Confidence, But 117 Conservatives Expressing No Confidence

We won't have a Trexit over Brexit. (Though May already announced she will not stand for PM at the next elections.)

I'm just learning that the entire Parliament apparently doesn't vote on a no-confidence vote, but only those in the parliamentary party -- the Conservatives. While she won the vote, she lost a lot of her fellow party members.

If we assume most of the Conservatives voting against her did so over her Brexit negotiations/plan, then it seems doubtful she can get her Brexit package through the entire Parliament.

Live BBC coverage here. Look for the "LIVE" button just under the main headline image, on the left. (I can't seem to link it directly.)

BTW, I put the Google post into draft. It's an important story and I think it should be a main point of discussion. As this May news will dominate any comments thread, I'm keeping it in draft until after the May discussion has run its course.

In Case You Missed It: m linked this stunt from earlier this week. An MP stole the ceremonial mace from Parliament -- and it is the bequeathing of the mace by the queen that empowers Parliament to pass laws in her name, that is, the mace carries with it the royal power of lawmaking -- but was intercepted from Parliament on the way out.

Without the mace, the Parliament lacks any lawmaking power.

Interesting British lore.

Irish noticed when the Normans showed up, they neglected to bring women
with them. And it wasn't long before the Normans "became more Irish
than the Irish" as a result.

From an Italina reporter - The faces of the Gilet Jaunes. Here is a report from the outskirts of Paris where husbands, moms and their kids, grandparents have gathered to protest Macron and the onerous taxes and regulations imposed by the EU. They complain about the refugees, who are mostly military age men. The one guy at the end says, "If there were a war in France, I'd stay home to protect my family, I wouldn't flee to another country".
In the beginning they blocked entrance to the Amazon facility. Trucks can't pass but motorists in cars are allowed to.
Another guy talks about how his pension was reduced from 1400 Euro to 900. The main theme from all of them is that Macron and the elites take care of themselves while ignoring the populace.

271 This was a vote of confidence (or lack thereof) in May, not her government, not that I have any in either just now. It may be the ultimate in Pyrrhic victories; over one-third of her own party are prepared to vote against her, which means that unless she can swing the opposition over - and they won't budge because they scent a possible election which would kill her and her party - her so-called Brexit deal is doomed.
The opposition can table a vote of confidence against her government at any time. This is complicated however as she has 316 MPs, they have 317 across all parties, and there are the 10 DUP members from Northern Ireland who support her government on a confidence and supply basis but loathe her so-called deal and pretty much loathe her now (I know there are 650 MPs all told but the 7 Sinn Fein ones do not turn up). And despite all those Conservatives who voted against her tonight, this is the woman who started the last general election campaign with a 20% lead and finished it with a 2% one and no majority any more. She had the reverse of the Midas touch. It is all a horrible mess!

285 Oh, it was a Party vote on confidence of her as party leader and not a general vote in the House of Commons over an important (Brexit) bill.

I didn't know that either (although I haven't been paying any attention anyway) and had wrongly believed that by "non-confidence vote" it meant what it's usually used for here. That's a full vote in the lower House of Commons over a government bill (often budget related or a major party platform plank) and if the government loses it, there's either an election over the issue; or the main Opposition party is given a chance to form its own government and if they can't, then there's an election over the issue that was represented in the failed government bill.

Posted by: andycanuck at December 12, 2018 04:17 PM (Evws/)

286 If we assume most of the Conservatives voting against her did so over her Brexit negotiations/plan, then it seems doubtful she can get her Brexit package through the entire Parliament.

That's the point. She may survive as leader for now, but that doesn't mean she gets her way on Brexit.

The 117 hardline Brexiteers will vote against her deal because it's too soft and concedes too much -- and the entire Labor Party will vote against it because it's too harsh -- i.e. they want no Brexit at all.

Combine these two camps, and there are more than enough votes to defeat her plan. (Even though they each oppose it for opposite reasons.)

So, we're STILL at a stalemate. And now that she's "safe" in her position as leader, and yet can't lead enough people to win any Brexit vote, the nation of Great Britain pretty much has come to a shuddering halt - -no way forward, no way back.

The Queen treads very lightly on political matters, to avoid provoking a constitutional crisis. (The UK doesn't have a written constitution, but considers its constitution to be a matter of understanding and custom.)

Effectively the deal (as with I think all constitutional monarchies) is that the monarch is the head of state (i.e., in charge of cutting ribbons, etc.) while leaving the politics to the head of government. The monarch only steps in in dire times, and to resolve intractable disputes . In essence the monarch is kind of like the VP here presiding over Senate proceedings.

360 You know when you blow a job off for ages, the intensity of the high when you finish is greatly enhanced. It's like putting money in the endorphin bank every day by not doing something.

You must be a real go-getter. I have a project (fix a hole in the pantry ceiling and then mud it all up and re-paint) which has been languishing for two years.

You start something, you finish it, you get the pump. You start something and bail on it then it just taunts you. So you get mad at it.

There is no way that finishing this stupid project will produce any satisfaction so fuck that closet.

I'll never forget the time I was fooling around with a golf ball and tossed it in my sons direction. It went through two panes of glass. Perfect little round hole. So I threw some duck tape over it, and ordered a new window, frame and all. It sat in a box for two freaking years. Duck tape is strong.

Then one day I decided to finally repair the window. It took less then 10 minutes. But OMG what a pent up endorphin rush. 10 minutes!!!!

376 Yep. The monarch remains the head of the permanent Executive branch because the parliament had to steal power away in dribs and drabs to establish its ephemeral Executive look-alike. This is one of the reasons why the party-oriented parliamentary systems are so unstable and shitty. Just one reason of many and a reason why their claim of an unwritten constitution is such a laugh-riot.
Posted by: ThePrimordialOrderedPair at December 12, 2018 04:28 PM (oRu+u)

Yep. One problem with a parliamentary system is that it is too responsive to issues, making it often unstable. Britain doesn't have this problem, largely out of respect for tradition and precedent, but Italy shows the problem handily.

Another problem with the parliamentary system is that it tends to give exceptional power to fringe parties when no major party has enough seats to form a government. A miniscule fringe party then has enormous leverage over the policies of whichever party they ally themselves with in a coalition government.

435 Here's a handy cheat-sheet for the geopolitical names over there:

England -- The main central portion of the island known as "Britain." Other areas on Britain (clockwise around the edges) are Cornwall, Wales, and Scotland. Long ago, England, when it was a standalone separate nation, militarily defeated the other nations on Britain, and so became the dominant player on the island -- hence, "England" often gets conflated with the name of the island itself. But England is actually just a political division on Britain.

Britain -- That distinctively shaped island north of France. "Britain" is merely a geographical name, not a political entity. On the island of Britain are three surviving sub-states -- England, Wales, and Scotland. (The other ones long ago were subsumed or disappeared.)

Great Britain -- The official name of the nation as a whole, which includes all the sub-nations on Britain (England, Wales, Scotland), as well all all the surrounding territories on nearby islands politically incorporated into the overarching nation-state (including Northern Ireland, the Isle of Man, etc.).

United Kingdom -- Everything that's in Great Britain, plus all their overseas territories, such as Gibraltar, The Falklands, etc. etc.

The Commonwealth -- everything in the Untied Kingdom, plus most of the former colonies in the (now defunct) British Empire (Jamaica, etc.).

Nope. #411 is correct. Formally the Queen summons the head of the parliamentary party and asks him to form a government. Royal Assent is needed for all sorts of things, but is essentially never withheld. It's a formality.

440 @348 In fairness, the Monarch has been the parliament's bitch since William & Mary.
---------------

It's a teensy tiny bit more recent than that. King George III (yes, THAT King George III) apparently had issues with Parliament. From what I've heard, his father and grandfather were quite happy to ignore the British Isles, and focus on their homeland in Hanover. That gave Parliament a more or less free reign in the Isles. George III had slightly different priorities, and constantly butted heads with Parliament. His solution was apparently to engage in things such as buying up rotten boroughs (representation in Parliament was based on land area - or boroughs , and not people; and that meant that if the borough was, say, underwater, or a grand total of five people lived in it, then it could likely be purchased for a song, giving the King control over that particular Parliamentary seat) instead of attempting to forcibly take power back for the throne.

He presumably would have used his votes in Parliament to restore power to the throne, but Parliament was able to enact needed reforms to undercut his powerbase before he could get far enough along with his plans.

If they had started with a proper Constitutional convention, they might have been able to develop some kind of confederation where each state would keep its identity while working together.

They didn't do that, they just went "hey, let's let a multinational trade commission usurp all the powers of government, what could possibly go wrong?"

458 @411 Yes, the monarch of the UK has wide, sweeping powers.
They can declare war, recall the Prime Minister, dissolve the government and a whole lot more.
-------------------

In short, the monarch has a lot of power that exists purely because she doesn't actually use that power. The moment she did attempt to use any of that power without the express permission of the House of Commons, that power would likely be removed.

Sorry. Wrong link above. Quote was from "Govt of UK" article.

This one is from the constitution article:

====
Since the Glorious Revolution of 1688, the concept of parliamentary sovereignty
has been the bedrock of the British legislative constitution. The
statutes passed by Parliament are the supreme and final source of law in
the UK.[3] It follows that Parliament can change the constitution simply by passing new statutes through Acts of Parliament.
====

If you read both articles you will see that the Queen has no real power at all.

479 I think you're mixing up two different kinds of "votes of confidence".

The above vote was a vote as to whether the Tory parliamentary representatives wanted May to continue as their party leader/Prime Minister. Sort of like if the Republicans or Democrats in Congress were voting to change their leaders - which is why only Tory members voted. In either case, the ruling governmental coalition would have remained in place.

This is very different than a parliamentary vote on a motion of no confidence, which involves a vote of all members of the House of Commons that determines whether the current government stays in power vs. dissolving the government and requiring a snap election to elect a new parliament.
