Although there is evidence of potential violations of the statute proscribing gross negligence in the handling of classified information and of the statute proscribing misdemeanor mishandling, my judgment is that no reasonable prosecutor would bring such a case. All the cases prosecuted involved some combination of: (1) clearly intentional misconduct; (2) vast quantities of materials exposed in such a way as to support an inference of intentional misconduct; (3) indications of disloyalty to the United States; or (4) efforts to obstruct justice. We see none of that here.
Accordingly, although the Department of Justice makes final decisions on matters such as this, I am completing the investigation by expressing to Justice my view that no charges are appropriate in this case.
I know there will be intense public disagreement in the wake of this result, as there was throughout this investigation. What I can assure the American people is that this investigation was done competently, honestly, and independently. No outside influence of any kind was brought to bear. I know there were many opinions expressed by people who were not part of the investigation -- including people in government - but none of that mattered to us. Opinions are irrelevant, and they were all uninformed by insight into our investigation, because we did the investigation in a professional way. Only facts matter, and the FBI found them here in an entirely apolitical and professional way. I couldn't be prouder to be part of this organization.

This IG report really seems to make it clear that Hillary was never going to be prosecuted because she is Hillary Clinton, a democrat, a woman. Comey's public statement listed all the possible felonies and then said publicly that no reasonable prosecutor would prosecute Hillary, Democrat, female for any alleged criminal acts.
Meanwhile, Trump gets a thorough investigation into everything he has ever done, anyone associated with him, and he is accused of collusion with the Russians and if any evidence is found Trump will be prosecuted because he is a republican, male, and supports Christian values.
With 63 million voters supporting Hillary and are apparently ok with these new rules, we are one democrat president away from becoming Venezuela.
No way we are voting our way out of this mess.

I'm dying to know what Wray really thinks about the topic of the IG report. He can't possibly believe what he just said.
But he seems to be worse than I thought. Not only is he clueless about his agency's credibility crisis - he's aggressively, defiantly clueless. Bragging about applications for jobs at the FBI, how exclusive their internship program is. Saying he's only interested in the opinions of people who work with the agency - implicitly, not the opinions of the country he serves.
Oh - and the bit about "legitimate" congressional oversight. Double wow. Absolutely no need for that word. The weaselly Beltway thing to do is do the pro forma acknowledgement of submission to oversight - even if (as likely) he has no intention of good faith execution of that approach. But to stick "legitimate" in there is a huge slap at Congress.

Back when I worked for Hughes, once a year we spent an hour in "Ethics training". There is a cute video with the comedian Steve Allen with he and his wife stealing towels from a hotel and then bitching when they find out their home was robbed while they were away.
The whole thing began when Malcolm Currie had records hauled up to the roof of HQ when the DoJ came calling.
"Ethics Training" was part of the settlement.
So after many years of good training, it devolved into, get this, "Honor Diversity."
I doubt the great pool of FBI personnel need training. It is the upper echelons, however, that need to be spanked. And hard.

I keep wondering about FBI Whistleblowers...bcz we know there are some. Thank goodness we don't know who they are.
Though there is a lot to be upset about, there are some things to find hope in. There is no way these guys got found out so fast, and it has been fast, without inside info. Trump has been in office, what, 18 months? 18 months of chaos and obstructionism, and yet this report still got done. It's a fricking miracle.

If that kind of response was the universal response to today's IG report, I'd feel a little bit better about the "people will get fired over this!" I keep hearing from people.
Because it's not really about the individuals involved. It's about the kind of culture that must exist in these bureaucracies for co-workers to feel comfortable texting each other about politics using FBI issued phones. Phones that they know are being recorded, potentially monitored, and that the records from which are supposed to be maintained for court cases, FOIA purposes, IG investigations, whatever.
This problem is not limited to the handful of idiots too stupid to keep their rabid anti-Trump (in this case) bias off of phones they KNEW WERE RECORDED.

I'll say it again - the IG report (yes, even by the normal proper standards of an IG investigation) could be a tremendous failure, AND lots of people could still be prosecuted for things related to the State/Clinton investigation, and some the other scandals under investigation.
In the end, the prosecutions would be the more important, but the absurd findings of the IG about investigative judgement calls, and Wray's horrendous performance, are just more blows to institutions that need to be, and be seen to be, cleaning themselves up.
