Obama Administration's Leniency Policy for Crimes Committed at School Paved Easy Road for Parkland Shooter

Despite committing a string of arrestable offenses on campus before the Florida school shooting, Nikolas Cruz was able to escape the attention of law enforcement, pass a background check and purchase the weapon he used to slaughter three staff members and 14 fellow students because of Obama administration efforts to make school discipline more lenient.
Documents reviewed by RealClearInvestigations and interviews show that his school district in Florida's Broward County was in the vanguard of a strategy, adopted by more than 50 other major school districts nationwide, allowing thousands of troubled, often violent, students to commit crimes without legal consequence. The aim was to slow the "school-to-prison pipeline."
"He had a clean record, so alarm bells didn’t go off when they looked him up in the [NCIS] system," veteran FBI agent Michael Biasello told RCI. "He probably wouldn't have been able to buy the murder weapon if the school had referred him to law enforcement."
Disclosures about the strategy add a central new element to the Parkland shooting story: It's not just one of official failings at many levels and of America's deep divide over guns, but also one of deliberate federal policy gone awry.

In 2013, the year before Cruz entered high school, the Broward County school system scrapped and rewrote its discipline policy to make it much more difficult for administrators to suspend or expel problem students, or for campus police to arrest them for misdemeanors-- including some of the crimes Cruz allegedly committed in the years and months leading up to the deadly Feb. 14 shooting at his Fort Lauderdale-area school.

To keep students in school and improve racial outcomes, Broward school Superintendent Robert W. Runcie -- a Chicagoan and Harvard graduate with close ties to President Obama and his Education Department -- signed an agreement with the county sheriff and other local jurisdictions to trade cops for counseling. Instead of the criminal justice system, students charged with various misdemeanors, including assault, were referred to counseling, which included participation in "healing circles," obstacle courses and other "self-esteem building" exercises.
Asserting that minority students, in particular, were treated unfairly by traditional approaches to school discipline, Runcie's goal was to slash arrests and ensure that students, no matter how delinquent, graduated without criminal records.

Instead of having a police record, he left school with a bodycount of 17 innocent people.

Vandalism is still vandalism, even if the new "school code" is to call it "unauthorized alteration of fixed surfaces," and the punishment goes from arrest, sentencing, and community service to a chat in the principal's office, a paint bucket, and a healing circle. Assault is still assault even if the school code is to call it "escalated confrontation" and the punishment goes from arrest, sentencing, and several months in juvie, to a chat in the principal's office, a healing circle, crayons, and a lollipop.

REALITY DOESN'T CHANGE.

But what these measures are meant to do, beyond merely redefining terms, is to try and fool people into believing reality HAS changed. "Wow, the number of students arrested at this school is really low according to this pretty, colorful bar chart on the district's website, honey!" Until you start actually digging into the data, which is probably buried on NCES somewhere, two years out of date, and behind a half dozen different filters that you need a Statistics degree to sort out. But it's all good and legal and proper and has been worked out between the state and the feds to satisfy the requirements of ESEA (or ESSA), with the understanding that improving numbers means access to more funding to exploit "best practices."

It's the same playbook they use for climate change, gun violence, poverty, you name it. You can make data do anything you want when you're the one who controls the definitions. Data's only as good as its definitions, and if you put garbage in you're going to get garbage out.

You're missing the point. The School district entered into an agreement with local law enforcement at the highest levels to avoid arrests and record keeping on incidents. There is confiscated property acquired from these "non-incidents" that is just sitting in the holding bins at these police departments just gathering dust because to return it to the owner would require explaining where it came from. Yes, the school district is at fault...and yes the local law enforcement is at fault. Equally and decisively.

If I remember correctly, Barky tried to get the Washington DC program shut down mid-school year, meaning the kids in school that January when Barky took office (became ruler according to Valjar) would not be able to stay in their schools with the vouchers until June, they had to go back to their former schools.

Mind you these were minority youth who were being affected, and nobody absolutely nobody cared what was happening to them. I think the compromise was that they could finish out the school year, but then it was back to the public schools they had just escaped from. Kinda like crabs in a bucket, nobody is allowed to escape.

Come dip-netting season, Freddies has the big coolers and the nice dipnets with the one flat side so it doesn't roll on the bottom of the river, and a nice selection of filet knives, if you don't have an ulu (which is much superior). I got one of those enormous plastic cutting boards there to clamp down on my fish-cutting table--very handy.

Started in NYC (I think) and then went to Chicago when the last police superintendent brought it with him from NYC.

My friend was so blown away by this guy's story that he asked him to write it up as a first-person essay. he then uploaded the story to his business-blog (with the client's permission, but leaving his name off).

The post went completely viral in the early days of blogs. Conservatives hailed the essay and a game-changer; leftists attacked my friend as a traitor and villain. The explosion of hate was so strong that my friend pretty much changed political orientations overnight, and joined the conservative side.

The essay, which you've probably read, as it made the rounds extensively back in the day, described in vivid detail the horrifying levels of disrespect, threatened violence, actual violence, racial animosity, and entitlement exhibits by inner-city students. I shan't go into specifics.

437 I keep touting OAN but they air some good stories. They interviewed a gal about this PROMISE program. On paper the program might be OK. Don't arrest kids for truancy alone, or just having a beer as a minor yada yada. You arrest kids for minor things, they get expelled and *that* puts them on track to jail.

BUT: Broward county description of how they would do this program is damning. They even put on paper that they would ignore some violent acts, robbery etc. Bunch of lazy liberal parents to let that happen and not even notice they are sending Dick and Jane to a lot more dangerous school day than what they had and what should be expected in a rich county like that.

The Left is now trying to cut off the arms supply of the Right by confiscating their guns. Meanwhile. the Left is simultaneously trying get as many violent criminals out of jail as possible, so those act as the "shock troops" for the "revolution."

The goal is to have the armed criminals overwhelm the law-abiding citizenry, on a military level. Then and only then can the Revolution be completed as planned. They need to quell the final armed resistance. Too cowardly to do it on their own, they release the attack dogs of the underclass on the unarmed middle class.

And during that time, taught in enough inner-city schools to feel the hostility and entitlement that was directed at white teachers by black students and parents... not pretty.

At the last innercity school I taught, I was still a hold-the-line, broken-windows-theory teacher as much as allowed, in my sped class. But of course since it was racist to have all those black kids set aside in a class geared to their needs, they gave the room to a black teacher they just hired and put all my kids into the regular ed, remedial class, with the rest of the behavior kids (the ones who weren't sped.)

Which I still might have been able to kinda handle, except I had to team with a teacher who saw me, the sped teacher (credentialed in her subject, too, as well as others) as her aide...would not get together with me on planning, had no rules, and after 6 weeks, dropped her crummy lesson plan on my desk and said, 'here -- you teach this tomorrow.'

You can imagine that, after being her "aide' (don't even mention the completely useless principal having a role in this) for 6 weeks, the class was an unruly mess and no one would have had any respect for me, so I said no. Won't go into the hilarity that ensued next, but you can imagine being teamed with someone who buys into all this 'can't punish the black kids" when you're an older, trad, teach-like-I-was-taught type. Just one more thing the 'experts' did to make our lives miserable.

you'll find most districts have pretty much purged themselves of older, wiser teachers in favor of malleable, just-of-of-school, pc types who share the administration's ideology (which boils down to 'Don't make the black kids -- or parents -- mad.") But it is nice to see the free ride the black kids have gotten all these years exposed to the public. (Won't even mention how muslim kids could leave the class at will and roam the halls indefinitely whenever they wanted, as they 'had to pray.')

Did we complain to unions? hahahahah -- you mean the ones who never met a leftist fad they didn't like because they didn't have to teach it? The union that once threatened to sic their legal dept on me when I called a rep 'corrupt' for putting the union over the teachers? Riiiight.
