What's never been explained is how classified documents got on Hillary's secret server in the first place. Word is that this couldn't have happened without human intervention to cross the Air Gap from secure to unsecure. Comey was complicit in Lynch's hamstringing the Hillary investigation, from the start.
He would never have held that press conference if Lynch hadn't been caught with Bill on the tarmac. That made Lynch set up Comey "to make the decision." To prosecute a conspiracy you first break lower level minions and work your way up.
In the first go round you love crimes that are simple to charge: heroin possession; taking a known classified document off a secure system and putting it on an unsecure system; taking a known classified document and giving it to a reporter. SC is a conservative state but most people don't really vote for the most conservative person ever just because they are conservative. Graham got a rep in the 90s as one of the impeachment managers of Clinton. He is a veteran, an AF JAG. I don't know his political history of how he got to the Congress, I think he was in the Gingrich class of 94, but he became the favorite to run for the seat of Strom Thurmond when he passed (shut it on phrasing!) He inherited the political machine of Thurmond, and that cemented his political viability. People care more about the constituent service than they do about ACU rating. Also, SC has a lot of veterans, a lot of them are Navy types, and a lot of them like McCain a lot, so the fact that he is McCain's pal is not a negative.
