"Cajun Navy" of Privately-Owned Boats Patrolling Flood-Stricken Louisiana to Save People and Animals

11 have died so far due to the punishing floods, with tens of thousands of people driven from their homes.

The confirmed statewide death toll rose to 11, a levee was overtopped in one parish and more than three-quarters of the homes were lost in another parish, authorities said Tuesday.

Eight more parishes were added to the existing federal disaster zone, for a total of 20, and overnight curfews were in effect for more than a dozen cities and parishes.

There is an uplifting bit of news here: some people seem to rise to their best as the situation devolves into the worst.

They're out in force, patrolling in jon boats, motorboats and even canoes through south Louisiana's new, flood-made waterways, saving cats, dogs and people.

They're known as the "Cajun Navy," and in recent days they've become possibly the nation's most important neighborhood watch.

Troy Green, from Ascension Parish just south of Baton Rouge, loaded up his boat after hearing the Cajun Navy needed a few good sailors.

He drove to East Baton Rouge Parish where the National Guard had a staging area.

"I am here to help," he said. "Where do you need me?"

They paired him with a local man and the two spent a full day pulling people -- at least two of them in wheelchairs -- out of flooded houses.

Alas, the floods are not done yet -- new flood warnings were issued today for various points in Louisiana.

Keep safe and dry, Louisiana readers.

I think the camaraderie and spirit that is on display in LA now is indicative of something most Americans have to some degree or another. Cajuns manage to take it to a whole different level.

40 I now live in the North Carolina mountains, but I lived in Baton Rouge for 30 years. My family all miraculously went unflooded, even as other parts of their neighborhoods were flooded. Lots of friends have severe damage to their homes and lost most of the things in them.

This is way worse than the 1983 flood, when my family and I had to be rescued from our homes by boat. It's also way worse for the area than Katrina was. People who have lived in their homes for 50+ years, during all manner of storms and hurricanes, and never had their homes flooded are now experiencing it.

But these kinds of things make me very proud to say I'm from there. When natural disasters strike, volunteers load up in their trucks and boats and go door to door, regardless of race or income.

Posted by: Marcus T at August 17, 2016 01:37 PM (Z/WLE)

Not that that doesn't happen in LA, but in this case, the overwhelming majority of the flooding is happening in places that are in zones that never get flooded. People with more experience with this than I can vet this, but the way I understand to it work is, if you live near a river that can flood its banks, you get classified into a flood zone rating system; certain areas that have a higher chance of being flooded are required to buy insurance. The scale of this flooding is such that many places where people not only weren't required to buy, but the estimated risk was so low that they didn't think they'd need to buy, are under water.

This was a whole lot of rain in a very short period of time. The rain came and didn't let up; in some areas it rained 2-3 inches an hour for hours, to total 2 feet of rain, and NE of Baton Rouge one town got 31 inches.

According to a North Charleston police affidavit, the two teens asked the victim, identified as 45-year-old Chadwick Garrett, to help them pull their 2016 Dodge Durango out of a ditch. Witnesses told authorities that Garrett agreed to help the pair with their SUV for $20.

Authorities said that after Garrett helped the pair pull the vehicle out of the ditch, Garrett asked Frasier and Dupree-Taylor about the $20 when Frasier took out a gun and allegedly fired several rounds and struck Garrett in the chest.

Not that that doesn't happen in LA, but in this case, the
overwhelming majority of the flooding is happening in places that are in
zones that never get flooded. People with more experience with this
than I can vet this, but the way I understand to it work is, if you live
near a river that can flood its banks, you get classified into a flood
zone rating system; certain areas that have a higher chance of being
flooded are required to buy insurance. The scale of this flooding is
such that many places where people not only weren't required to buy, but
the estimated risk was so low that they didn't think they'd need to
buy, are under water.

This was a whole lot of rain in a very short period of time. The
rain came and didn't let up; in some areas it rained 2-3 inches an hour
for hours, to total 2 feet of rain, and NE of Baton Rouge one town got
31 inches.

This. I live in Noo Awlins, and I'd normally be the first to say, "Whaddaya expect when you live in a place that floods when a dog visits a fireplug?" But, in this case, I can't. These people live a ways upriver, many of them, in areas that (as you say) have *never* flooded. Yes, they should have had flood insurance anyway, but it would have been MUCH cheaper than in the city or closer to the coast.

Still, if it were me, I'd be looking to move to higher ground now. Say, 5000-7000 feet above sea level. (Of course I want to do that anyway.)

On my side of town - well, if I stayed away from the newspaper, TV and radio I would have no idea that anything at all is going on. It's quite quiet here and the banks, grocery stores, bars and restaurants are doing fine.

Sheesh, people seem to have this idea that the entire city is up in flames.

I'll never understand why people choose to live in a floodplain.

*
*
This area, Ascension Parish, is not really a floodplain. The river is well-controlled with levees and has been for a long time. Now, the city (NO) is another story. Most of this dump is several feet below sea level (and smells like it) . . . but a great many of the denizens don't care, or have never understood what that means.

The big puzzle to me is why people insist on living on the Miss. Gulf Coast. It's at a perfect angle to be hit by storms coming into the Gulf from the southeast. Towns there were smashed flat by Camille in 1969. They rebuilt. Then along came Katrina in 2005, and it smashed stuff that survived Camille. Do the residents flee to Colorado or northern Texas? Nope. My FIL told me about an engineering project he was part of in the Adirondacks. The client was a village and federal funds were involved, so he had to fill out demographics paperwork. (It was a small firm which was exempt from Affirmative Action requirements, but they still had to report the village's racial makeup.) He reported

White, non-Hispanic: 100.0%

The government guy said he couldn't report that, for some reason. FIL said the data came from the Census Bureau, so if the government doesn't like the government's data then it's the government's problem. Gov't guy said to expand the region being served so the data reflect some diversity.

"Certainly, I have prejudices. But if you're asking if I'm racially bigoted, I don't know. How many black people are there around here? And if I were, how could that possibly manifest itself? So I direct my prejudice in ways that it will do some good - like against grown men with backpacks. If they're hiking, then they're out on the trails, hiking. If they're in town, they're vagrants, and I avoid them. This is pure prejudice, but those people creep me out."

329 Devan, Obarky is busy! Golfing! Rectifying! Relaxin' from his presidentin' with his peeps. LA is one of those red states and he cannot have his billionth vacation interrupted by a little water.

I wish, post-Katrina, people had bought flood insurance. If you live even close to a body of water, do it. It is a couple of hundred dollars a year. We were on a barrier island in FL, between the Atlantic and Intercoastal Waterway (Indian River). We never flooded as water ran off to river. When we built we were NOT on a floodplain but bought flood insurance anyway. This did not cover everything but, if we had been flooded it would have helped. There is no such thing, as Katrina victims found out, as a flood insurance clause in homeowner's insurance. We were trying to cover as much as possible and, thank God, we never needed it.

1000 yr floods or whatever, if you have a spare $200 pay it if you are near water.

I just finished a book about Jesse Jones and his peerless administration of the RFC before and during WWII. When FDR requested he relinquish his duties to Henry Wallace, who they had asked to step aside for Harry Truman, Jesse stated he would not allow the power he held to be turned over the 'fecund' mind of Mr. Wallace. While I thought it was surely an insult it did not carry quite the meaning I had imagined.

For a guy that never finished high school Jesse Jones sure had command of his world.

336 I live across the river in SE Texas and we're getting hammered by the same system. I've been trying to drain my pool for a minor repair for a week now. It'll be empty in the morning and be the time I get home from work there's another foot of water in it.

How would that affect your life, Al Gore's life, Leonardo's life.

Yeah, can't fly that week.
