And 7 miles north of that... Atwater, they had to put the 99 Freeway expansion project on hold for YEARS, while the Rail Authority dithered on the final route. Note, not a single rail of track has actually been laid, and the Projected contracts for the trains themselves, have expired... so would have to be renegotiated. Eventually these "underfunded" boondoggles just drift into the background noise of every day. After a decade or more of the project just ongoing and becoming like the sunrise, most of the population simply ignores it (depending on the level of inconvenience to large populations). And the longer the better because it just sits there like a political toy and grifting operation for campaign after campaign after campaign. Oh, sure, every so often there'll be a seasonal anniversary of some marker when a journalist gets really, really desperate.
