That's the question that needs to be asked more. Yes it was wasteful. Yes, it was obviously a payoff. Yes, it was badly spent. But where, exactly, in the constitution does it authorize the federal government to spend money on this? That's the question DOGE needs to be asking. That's what congress needs to focus on. I was raised by parents who grew up in the great depression, waste bothers me a lot. But not as much as just outright violation of the constitution. Obviously we didn't buy $2B worth of appliances. There are other costs involved. Transportation, installation - sometimes codes have changed and we needed to make bigger investments in a client, recycling, admin. Those things add up. Here's an example... I hired my 8 cousins to walk through neighborhoods looking for people who needed energy saving appliances. That's $100/hour plus benefits per cousin. Then I had to pay myself, obviously... that $25M/year plus benefits and expenses. It seems to me they actually don’t do the depreciation part because you and I paid for it. So, “free”.
