This CR is putting in a section that allows them to "quash or modify any legal process...if compliance with the legal process would require the disclosure of House data..." House data = "any electronic mail or other electronic or data communication" They're also applying this section to any pending matters. Basically if somebody was trying to subpoena emails of a member of congress because of a potential crime or something, this would allow them to quash such a subpoena.

To be fair, Trump submitted his first budget with substantial cuts which was promptly ignored by Bitch McConnell and Pualie Ryan. Neither of those two demonstrated any commitment to reducing government spending during their time prior to 2017 and Trump either.
So Trump being a pragmatist, pivoted to his areas of more concern like ending the bleeding sores of overseas wars and closing the border which would had reduced spending by billions.
Simply put, our Congress has been out of control since the late 90's on spending--the parties just differ on which set of donors to enrich.

Not so sure about that. Increasing their salary 40 percent is about as poisonous a pill as you can get for GOP members. Their voters care about such matters even if they do not care about some of the other inside baseball that arguably is more important. Huge pay raises end up with a lot of new Congress critters getting elected before it goes into effect.

The onerous Fugitive Slave law extension due to the Compromise of 1850 is what Lincoln had in mind. The old rule was once free (to a free location) always free which is why Southern bounty hunters had to do their kidnapping in quiet.
Too many slaves were going to Northern states so the South demanded in the 1850 Compromise extension of the fugitive slave law to use federal officials and courts to do the job that bounty hunters did to return fugitive slaves to the South.
Extremely unpopular in the North including key states like Ohio, IL, etc. in the old Northwestern territories and New England.

I was working for the US House when the lame duck Congress at the last of the Carter presidency had a similar situation. The House under Tip wanted to pass a clean bill while the Senate Dems (many of which were defeated) were trying to pass a Christmas tree bill. The impasse was right at Christmas and meant the House and Senate went into formal session around the clock.
When the House won over the matter, we had to drag drunken and sleepy Congress critters out of the cloakrooms and from their hideaways to prop them up to vote. Think a lot of us on the floor got counted by Tip propping up the Congress critters on the rails and seat backs when Bob Baughman of MD demanded a quorum call to try to stall final passage. Quorum vote passed by voice vote and then the vote for the CR proceeded immediately. Adjourned sine die right after. Think it was in the wee hours from memory.

I'm less worried about the overspending than I am about the attempt to protect Congress from the inquiries about the last four years. The spending can always be cut back, but if they pass the law shielding the malefactors, I'm not sure anything could be done in the future to rectify it.

Much worse than that. Many of the provisions in an omnibus have to be understood in the context of existing law and by themselves appear as gibberish. There are copious references (but you have to look up the statute itself) to existing statutes and adding language/spending to existing provisions.
I can skim read 100-150 pages per hour including legal opinions but reading bills are gibberish without reading also the thousands of pages of existing laws that the CR language refers too. That can even be opaque to the point you have to read the massive US Code over the complete bill including the necessary definitions section to understand what the CR language actually does.
That is why staffers and a few Congress critters and the former staffers on KStreet and in the administration can use their secret knowledge to make laws no one would rightfully approve if they understood it.

Part of that is about 10-15 percent of that 45% of GDP comes from borrowed money being spent. Federal taxes now are about 2/3rds paying for spending with 1/3 roughly being borrowed. Depending on the state, some of those are heavily indebted as well as localities. States and localities may come to about the same as fedgov on reliance on borrowing (that includes secured lending for such things as schools etc. ).
Debt leverage is crushing when the whole economy turns sour. Even for gubmints.

Yup... Government only creates one thing... order. It does not grow food, or make products, or produce energy.... it only creates order, which induces friction into the economic system.
Inflation is being driven by government overspending, NOT consumer or business loans, thus the FED Res Boards rate increases actually INCREASED inflation, because the government had to create more money, to finance its own debt... this fundamental blindness on the part of the Fed Govs Economic folks, and CONGRESS, shows they ARE the problem... not the solution.
