The House under Tip wanted to pass a clean bill while the Senate Dems (many of which were defeated) were trying to pass a Christmas tree bill. The impasse was right at Christmas and meant the House and Senate went into formal session around the clock. When the House won over the matter, we had to drag drunken and sleepy Congress critters out of the cloakrooms and from their hideaways to prop them up to vote. Think a lot of us on the floor got counted by Tip propping up the Congress critters on the rails and seat backs when Bob Baughman of MD demanded a quorum call to try to stall final passage. Quorum vote passed by voice vote and then the vote for the CR proceeded immediately. Adjourned sine die right after. Think it was in the wee hours from memory. Part of that is about 10-15 percent of that 45% of GDP comes from borrowed money being spent. Federal taxes now are about 2/3rds paying for spending with 1/3 roughly being borrowed. Depending on the state, some of those are heavily indebted as well as localities. States and localities may come to about the same as fedgov on reliance on borrowing (that includes secured lending for such things as schools etc. ).
