And the way this scheme is structured, CA gets paid back when the house is sold. In lieu of interest, the state gets a piece of the appreciation. So assuming a $500k house, the "buyer" will get $100k for the down payment. He does not have to make payments on that loan. When he sells the house, the $100k is repaid to the state. If the house is now worth $600k, the state gets 20% of the $100k in appreciation, so the total repayment to the state is $120k. Sometime in the future. Eventually. But what happens during foreclosure? I bet a lot of these end in foreclosure. What happens if there's a market downturn? Well, then the state doesn't get made whole. The money is just gone. The risk belongs to the state. They take that risk on. For illegals and "first-generation" citizens. This is a *big* handout with lots of balance sheet risks that are wished away through accounting fiction, made available even to those who have been here illegally. What a program. Have two friends who live together in LA. They pay more for a one bedroom apartment each month than we pay for our four bedroom house payment in Georgia. Both lenders (in this case, the mortgage lender and the State of California) get paid off, and the difference belongs to the buyer. So let's take the example above of the $500k house (100% financed, 80/20 with the 20 as a "silent second") that sells for $600k. Assume no repayment at all to keep the math easy. I haven't seen that the bill also expands *funding* for the program, which means the program will remain essentially the same size that it is today. The only difference is that illegals are suddenly able to qualify for it, which will crowd out non-illegals. It could, however, cause a shift in allocation within the state. Instead of being largely for Coastal California, access by illegals could move more payments to Interior California (illegals in agricultural labor, for example), which could cause some local distortions. Overall, though, I doubt it will move the needle any more than the original program already has. That doesn't, however, make it right.
