Is It Important?

As many of you are surely aware, there's a spot of significant civil unrest in Bangladesh. Much of the government has apparently fallen there. The now former prime minister has resigned and parliament has been dissolved. The underlying proximal cause is fairly easy to understand if my read of it is correct, but there may be other things going on. If there are, it could end up being relevant regionally or beyond.

The apparent cause of the government's fall is a series of riots led by a university students' group called "Students Against Discrimination." The riots grew out of a protest action against what is known as the "quota system" for the Bangladesh civil service. In a nutshell, the "quota system" has carve-outs for preferred groups for civil service employment. Fewer than half of civil service jobs are merit-based. There are carve-outs for women, those from undeveloped parts of the country, ethnic minorities, various other interest groups and - apparently the crux of the issue - a big chunk for the descendants of those who fought in the Bangladesh War of Independence from Pakistan in the early 70s.

The "quota system" has been a point of contention for some time, with various court battles, suspensions, reversals and all the rest. The apparent immediate cause aside, however, the government has fallen and depending on what happens next, it could have consequences beyond the borders of Bangladesh because of both history and more current events - setting aside the possibility of external interference like a color revolution.

Bangladesh itself is a fairly new country. Prior to the Bangladesh War of Independence, it was East Pakistan and was ultimately ruled from Islamabad. East Pakistan was itself a consequence of the British partition of India when the British Empire withdrew from the subcontinent. During the partition, the Islamic-majority territories landed in what would be become Pakistan, and the rest were India. This included what is now Bangladesh, despite the lack of geographic contiguity or language consistency with other parts of Pakistan. This was never a stable configuration, and various internal disagreements eventually resulted in war.

The Bangladesh War of Independence quickly spilled over. Pakistan launched strikes on India to keep it from interfering, resulting in India's guaranteed entrance into what was, for it, a two-front war. The Bangladesh War of Independence quickly comingled with what became the third Indo-Pakistani war. The Indians achieved air superiority in the east (Bangladesh) and land superiority in the west (Pakistan). That war resulted in seismic shifts in the politics of the subcontinent. One of those shifts was the independence of Bangladesh following Pakistan's surrender.

With the brief history lesson aside, what does it matter? It might not, but that may depend on what happens next. Who ends up with the reins in Bangladesh when this all shakes out? That remains to be determined, of course, but the potential for spillover is definitely non-zero. If the new government is Islamist, pro-Pakistan or both, there is the possibility of a major retrenchment on the subcontinent. If India is right back where it was in 1970 with potential belligerents on both sides, it will change a lot of political and military assumptions. Will rapprochement with Pakistan - if it happens - meaningfully shift the balance of power in the region? Will a newly Islamist Bangladesh - if it happens that way - become a target for Iranian or Arab interference, potential rapprochement with Pakistan aside? Regardless of specifics, does Red China start playing games to stir up trouble for its rapidly-growing rival? If this was a color revolution sponsored by a foreign power, what does it do with its prize?

I don't know, of course. But I do think it is worth paying attention to as the power structure in Bangladesh is rebuilt. Regional conflict or a new game of influence and empire in South Asia is one of those things that, if it happens, could end up being important.

Ehhh, sort of. Not exactly and not really. There are some elements of that, but what it really is old-fashioned patronage - albeit more rule-bound and formalized than usual.

It's the spoils system with a bit of contemporary social activist flavor on the margins.

Of course, one could make the argument that DEI *is* a patronage/spoils system under another name and using a different hypothetical basis but that, at the end of the day, it's a way for the ruling class to each other favors and take care of their kids and allies.

30 As far as who runs Bangladesh itself, I don't think it matters much to anyone in the US. The country has always been a mess (it was an artificial creation even when it was "East Pakistan") and it has always been part of a great game for influence between the Indians and Chinese. It's as poor as a Sub-Saharan African country as well, but without any critical minerals like lithium.

However, the events there are fascinating not only because they remind me of what happened a couple of years ago in Sri Lanka, but because they show that governments are not nearly as strong as they think when they count their troop and police. Police and military often get fed up shooting at people who they live among (and who might retaliate against them and their families). The protestors did not win here so much as the army decided to stop supporting the corrupt Awami League government.

Bangladesh is a huge exporter. Most of the exports are fairly low-value (textiles), but they make a shit ton of it. It is not a rich country and it is not an economic powerhouse, but it is not a basket case and that isn't new.

One of the causes of the war was East Pakistan's export strength, even back in the sixties. Pakistan really didn't want to let go of Bangladesh's economy, and Bangladesh was tired of being chained to Pakistan when it could go its own way. There was more to it than that, but economics were a definite part of it.

As diversity in a society increases, the demands on the political system is to institute such a system because group inequalities are viewed by losing groups as unfair and unjust.

Yugoslavia, for example, even had a rotating presidency based on ethnic groupings in Yugo land after Tito died. Eventually the internal contradictions in such a society collapse.

India was involved, but not the enemy. Pakistan proper (current-day Pakistan) made sure of that when it attacked India in the hops of keeping it *out* of the Bangladesh War of Independence.

Would India have intervened on Bangladesh's behalf absent Pakistan's provocation? Who the hell knows. But Bangladesh may well owe its independence to India. India stomped the shit out of Pakistan in the Third Indo-Pakistani War. The Pakistani surrender at Dhaka remains, IIRC, the largest formal military surrender since the end of WWII.

Bangladesh is a huge exporter. Most of the exports are fairly low-value (textiles), but they make a shit ton of it. It is not a rich country and it is not an economic powerhouse, but it is not a basket case and that isn't new.

Agree and would add that being number 34 and 52 isn't really saying much. The vast majority of countries have basically no GDP and no exports other than maybe desperate young sex slaves. Bangladesh is a heavily populated country -- almost 3x the population of France -- and does generate a lot of exports. Mostly junk, but exports nonetheless.

Ehhh, sort of. Not exactly and not really. There are some elements of that, but what it really is old-fashioned patronage - albeit more rule-bound and formalized than usual.

It's the spoils system with a bit of contemporary social activist flavor on the margins.

Of course, one could make the argument that DEI *is* a patronage/spoils system under another name and using a different hypothetical basis but that, at the end of the day, it's a way for the ruling class to each other favors and take care of their kids and allies.

My problem with that is when and where has it been otherwise? The US military, over the course of our history, has a pretty good record. But the officer corps was never all that "merit" focused, especially before my lifetime. The high water mark for "merit" would be the 60s and 70s, not exactly our finest hour.

I'm not arguing for DEI, only that the discussion of it is based on a pretty shaky foundation. Setting reasonable minima is a far cry from merit.

There is no point to power if it does not secure your future, including your kids. There will always be patronage. It is *better* in my opinion for the patronage to be transparent and public SOP. The boss changes, and he puts his men in place. It gives the people recourse and helps keep the bureaucracy a bit more manageable.

A month or two ago, my mom had a fall and seemed to be okay but threw up a couple of minutes later. We called an ambulance because that's a danger sign (she was fine, thankfully).

The EMT asked her the president question, but in a form I've never heard before. He asked, "Regardless of what you think of him, who is the President of the United States?"

It stood out to me. *That* is better evidence of "polarization" at the retail level than anything else I have experienced. I'll bet it started in 2017.

Most of the older folks in the region I spoke with missed Tito. They remembered his rule being one of relative peace, prosperity, and internal harmony. He was fairly open to Western influences, too, so the people were fairly pro-American. Ever since the nation broke up, they've had poverty, war, and even greater corruption.

They knew Tito was a dictator, but viewed him as a benevolent one. People that disappeared were probably troublemakers asking for it. People really aren't that much more free today, but in many ways, are worse off. At least, again, in the opinion of a lot of the older folks.

We did in a way to try to enforce the peace among people and nations that hate each other primarily for the benefit of US trade and international investment. Came a cropper as it always will after a time.

The Brits, French, nor the US are deux ex machina that can swoop in and solve problems afar. They can't even resolve internal conflict that well so trying to do so with groups in other locales that have had hatreds and grievances for centuries is pointless.

The Romans and Byzantines after them were at least smart enough in most cases to stay out of that trap.

Yes, but also the relative level functionality within the system.

People will put up with a lot of if they know the rules and understand the game. Dictatorships tend to be unfair, but if they're *consistently* unfair and people can still find work, eat meals, live under a roof, get married, have kids, etc., they can mosey along just fine. Those getting gored hate it and the masses being strip-mined resent it, but if you minimize the former and keep the latter more or less placated, you can have a good run of it.
