I think some states, including FL, would balk, because they are at greater risk of natural disasters, especially when they allow building on the beach. I won't defend that practice, but as long as a national FEMA exists, FL can make a claim for money.

The system only works when all states contribute for the benefit of a few states. Take federal flood insurance. It's a total scam. It's mandatory if you are in a flood zone. But "flood zone" doesn't mean what you think it means. There are flood zones all over the country in areas with no risk of real flooding. But if you own property there, you must pay for (expensive) flood insurance that you will never use. You are subsidizing areas like FL that are constantly flooded.

I was thinking more about the corrupt govt of LA stealing all the tax moneys and never updating anything and etc etc

if you're up in the north of the state you should be ok. but a lot of pain would occur before Louisiana (and other states) learned to face reality and stop being lazy and thieving.

I think it is more relative risk.

So, for example in my town some areas are more flood prone then others.

40 years ago there were no houses there. Now there are.

I'm not suggesting Florida not get disaster money now since that is the system they paid into. But if we were a serious people we'd put caps on the money someone can get if they build in a dangerous area.

If you have a $1M beach home in an area that hurricanes hit every 10 years insurance either private or through government hand outs should be prohibitively expensive.

It's not about COMPLETELY avoiding them. It's about the insanity of deliberately building in well-known disaster areas that frequently get hit with . . . wait for it . . . natural disasters. There's an area near me that floods every 20 years or so. Last years HC remnants was #3 flood. Really bad. It's only anecdotal but I've heard that FEMA sent a letter to every resident on the street that said, 'Never again. You're on your own."

I have seen one home lifted about 10 feet higher since then. The rest still have shit drying out in the back yards, porta potties, generators going. A year later.

It's really very simple: you pay for your own risk, whatever that may be. People in areas with no risk of flooding shouldn't be paying for mandatory flood insurance that subsidizes rebuilding other people's homes in actual flood areas. Our previous house was in a flood zone, and the only way to get it out was to raise the house. We considered it, but estimates put it at a minimum of $30,000 - $100,000 to do it, plus contracting work to build porches and stairs and such.

Our new house is also in a flood zone, but much less badly than the previous house. The only part is really a corner of the yard. Our annual flood insurance went from $4,000 to $400.

Oh, and we never claimed flood damage at the old house. We went through several hurricanes including a 100 year flood over there.

Well I mean, everywhere is a risk area, its a matter of how high and how likely they are.

If, for example, Mt Rainier erupted (as will happen some day), almost all of Seattle would disappear in a matter of minutes, even if the eruption was on the opposite side of the volcano. But I mean the last time it blew up was 5 centuries ago or earlier (the 500 year one was a pyroclastic flow, which may or may not have had quakes). So the risk is severe, but rate.

On the other hand, the San Andreas and related faults had a major earthquake was in Antelope Valley last year (6.0). The last one that really caused a lot of damage was Northridge in 1994, I think? The risk is uncommon, but also significant.

People know the gamble. Same with barrier reefs.
Galveston Island is the same way. Public beach goes from the water to the vegetation line. Huge risk having your home within 100 yards of the beach. Hurricane Alicia came thru and scoured the vegetation line back and three rows of houses were now on the public beach and forfeited.

Problem is that flooding insurance is expensive for individuals so when floods occur--a lot of old construction gets wiped out where mortgages were paid off. These people then want grants/lowcost loans from government.

Arguably, there should be a similar hybrid system for earthquakes, tornadoes, and hurricanes. But there won't be.

That being said, in about ten to twenty years or if the US loses reserve currency status, expect that you may receive nothing at all in a disaster as it will compete with required functions, interest on the national debt, plus entitlements. All the West plus probably China are reaching the end of fiat currency and there will have to be either a default, austerity, or hyperinflation on a Weimar scale.

That I don't know. Probably, if you're willing to pay for it. You can probably add your own flood insurance if you are willing to pay the premiums. But I'm talking about the gov't forcing property owners to pay for flood insurance in areas that have no risk of flooding. And the insurance is expensive too. To give an example, one of the properties in my client's portfolio has to pay over 4x in flood insurance what it pays for "regular" CGL insurance. That's insane. Where is that money going? Oh yea . . . .

In the Red River Valley of the Dakotas, there are farmsteads surrounded by huge berms / levees.

A lot of homes would be 90-95% less flood prone if they built them on a raised foundation of just a few feet.

Last city I lived in? I was at the 3-6 foot higher end of the street. The poor SOBs at the other end? All the rainwater would flow down the street into their yard and home 6" - 2 feet deep after a large 3"+ rainstorm.

I have flood insurance I had to buy when I took out the mortgage on Schloss Hadrian. The elevation is 45 feet. The only time we were seriously threatened was Harvey and even then it would have been another two feet before it got into the house. I doubt a storm surge would make it here.

The money goes because some areas have predictable flooding and people are allowed to build again on that property. Some people have gotten 4-5 payouts and rebuilt each time. So, the flood program still requires a government subsidy to remain solvent--if the true cost of flood insurance was charged, a lot of people will have to relocate from river and stream locations which is kind of impractical if it is a city or small town. So, like crop insurance, mass transit fares, postage, etc., the rates are determined as much by political pressure as they are by economics.

Yeah, people act like most people go without flood insurance. If you live in a flood zone as defined by the federal government's maps, you pay the flood insurance, unless you own the house outright (you can still keep that insurance, of course, it's just no longer required).

Living in coastal South Carolina, I have all kinds of insurance on the house. I actually don't have hurricane insurance, though. It's not required living as far inland as I do (the dividing line is Highway 17 in the Charleston are, pretty much).

You are missing the point. It's not that no help should be given. It's that insurance and other "help" should be priced according to the risk of the situation, whatever it is. If the property is at higher risk, then that risk should be reflected in the cost of insurance, etc. That is true for virtually all other kinds of insurance. I drive an expensive sports car and pay insurance accordingly. I don't expect a families across the country to subsidize my choices.

I spend thousands on insurance every year. It goes into a risk pool. Personally, I can't remember the last time I filed a claim, but I expect the insurance provider to provide the coverage I've been paying for just as it does for any other insured party.

Whether I have a policy with your insurer or not is immaterial to the disagreement. The concept of risk management and the associated price we pay for applies to us all, and I am not free to determine who gets a claim paid and who doesn't.

It is not cheap. I don't live in a flood zone but there are some nearby. A few years ago, this area suffered a 500 year flood event as we received 16 inches of rain (not from a hurricane but a stalled front) in roughly 8-9 hours. My wife and I were out diverting streams away from the house in the rain while suffering from the flu. We got a trickle was all. Since then, I have revamped the yard and landscaping of the house to include berms, soaker areas, piping, drywells, etc. to avoid that situation again.

I looked into flood insurance as a rider and it was much more expensive over time than simply redoing the yard and installing drainage/water removal systems.

It was like 5 bucks a month here when I last checked into it but that was in the 90s so, who knows now. It would take a very long time to be more costly than renovating your yard and drainage at that rate. But I guess eventually a single cost is always eventually going to be more than an ongoing one.

Of course it's material. If a company overpays on its claims, then they go out of business. If they underpay, people leave them and go with companies that honor their commitments. That's why we have different insurance companies.

The house we moved from had a sump pump that failed. First big rain, water was pouring in over the crawl space vents from the high side of the property, which was all swampy to begin with.

I was out digging, diverting, redirecting, and cleaning out storm drains in the rain. I spent the next ten years doing the same as you, perfecting the storm drainage and runoff into the storm drains.

Yeah it's not obvious why this needs to be laundered by the federal government. If all states have natural disasters with some degree of regularity, why would it need to be federalized? The costs are then somewhat predictable and manageable.

Most of the changes are actually pretty cheap and my wife and I did most of it ourselves. Same for a lot of houses in flat areas before the flood insurance program existed. They raised up the house with crawlspaces and used grading to direct water away from the houses or barns. Some even figured that the first floor was at risk from flooding even with a crawlspace and used appropriate construction to minimize cleaning and mold from them.

Hate to tell you but if you are paying flood insurance, the usual is based on at least one flood in every hundred years--but the odds are the same from year to year whether it will be THIS year. Development in a watershed including commercial runoff due to large impermeably roads, parking lots, etc. also figures into it with the maps be redrawn in hindsight. After the 500 year flood occurred in my county, all of the maps were redrawn to reflect new areas of flooding so some people had to buy flood insurance that were previously not in a flood plain.

Not related to FEMA but I thought this same thing when my Senator (D) sent an email lauding all the wonderful things he'd done. Passing a bill to subsidize some green home renovation crap, etc. All I could think was - STOP spending my money!! For all the money that goes to run the stupid program just to give a household $500 - there's so much COST for your program that far outweighs any benefit.

We really need to outlaw government programs like this . Stop spending taxpayer money to influence behavior. Can we outlaw them all? Found a nonprofit (time limited) to solve the problem with NO government funding.

465 Hate to tell you but if you are paying flood insurance, the usual is based on at least one flood in every hundred years--but the odds are the same from year to year whether it will be THIS year. Development in a watershed including commercial runoff due to large impermeably roads, parking lots, etc. also figures into it with the maps be redrawn in hindsight. After the 500 year flood occurred in my county, all of the maps were redrawn to reflect new areas of flooding so some people had to buy flood insurance that were previously not in a flood plain.

And those flood plain lines are drawn by the fed gvt. And mandated by fed gvt. Who shouldn't be involved. It should be the owner's choice and responsiblility alone.

Contractors generally do that and mapping and surveying has been a job of the fedgov since all the way back. G. Washington was a surveyor before becoming a soldier for the colony of VA.

When people get a federally guaranteed mortgage, they agree contractwise to be subject to federal flood program insurance. The nuclear power industry benefits from a long time limit on damage claims against the utility, Corp of Engineers enjoys sovereign immunity from being sued over water decisions including flooding one place to avoid it in another and so on.

We are dealing with a thicket of laws, policies, political interest, and so on and basically the only way to sort it out would be a hard crash to the system.
