Remember that the FBI, all the way down to and especially for field agents, they "interview" targets WITHOUT recording except for hand notes and the memory of two agents who will corroborate any record/lie they conspire. Could be innocent and valid. But we KNOW that process is abused and is an inherent flaw in the system designed to give agents a legal advantage for any court proceedings. The abuse it built into the system.

Make the FBI REGIONAL Oriented. 8 or 12 regions, each with their own director, own organization. No Powerful FBI Chief. Additionally make it so the Washington DC region has no permanent anything. It should be a region staffed by and supervised by the heads of the other regions on a rotating basis. A rotating committee of say five regional FBI Chiefs supervise the DC Region, each with a two year term, then gone for many years. Every four years the entire staffs of the regional offices compete in a "death match decimation" during which they engage in hand to hand combat to the death until 10% of their numbers are killed off.
