I think a real analysis of this gets you to the answer that government power should be pushed to the lowest, smallest level possible. Town police are more responsive to the citizens then the FBI and therefore better. You can often see participants wearing the color during the movement. "Color revolutions" is just another name for the notion of 5th Gen hybrid war. America when it engages in hybrid war tends to not have the same centralized integrating synthesis of diplomatic, military, and intelligence control and is loathe to commit ground troops until the last minute. Russia tends to bind the elements more fluidly (easier to do with an autocrat) and commit ground forces more quickly. Imagine each element of national policy being a strand of 550 cord and the meetings these cords demand eat up time-by having an integrated op plan prior to an event you weave those cords together and consequently give the perception of having more strength.
