CIA Files Say Staffers Committed Sex Crimes Involving Children. They Weren't Prosecuted.
Declassified CIA inspector general reports show a pattern of abuse and a repeated decision by federal prosecutors not to hold agency personnel accountable.
Over the past 14 years, the Central Intelligence Agency has secretly amassed credible evidence that at least 10 of its employees and contractors committed sexual crimes involving children.
Though most of these cases were referred to US attorneys for prosecution, only one of the individuals was ever charged with a crime. Prosecutors sent the rest of the cases back to the CIA to handle internally, meaning few faced any consequences beyond the possible loss of their jobs and security clearances. That marks a striking deviation from how sex crimes involving children have been handled at other federal agencies such as the Department of Homeland Security and the Drug Enforcement Administration. CIA insiders say the agency resists prosecution of its staff for fear the cases will reveal state secrets.
The revelations are contained in hundreds of internal agency reports obtained by BuzzFeed News through Freedom of Information Act lawsuits.
One employee had sexual contact with a 2-year-old and a 6-year-old. He was fired. A second employee purchased three sexually explicit videos of young girls, filmed by their mothers. He resigned. A third employee estimated that he had viewed up to 1,400 sexually abusive images of children while on agency assignments. The records do not say what action, if any, the CIA took against him. A contractor who arranged for sex with an undercover FBI agent posing as a child had his contract revoked.
Only one of the individuals cited in these documents was charged with a crime. In that case, as in the only previously known case of a CIA staffer being charged with child sexual crimes, the employee was also under investigation for mishandling classified material.
The CIA did not answer detailed questions, saying only that the agency “takes all allegations of possible criminal misconduct committed by personnel seriously.”

This puts some context around the referrals and kick-backs to IA. If I am reading this right - and if it is correct - only 1 of those 4 people was actual on agency business. The other three were just pervert kiddie-diddlers breaking the law outside of their assignments. While there is no justification for refusing prosecution for any of those four, only one of those four is even conceivably within the jurisdiction of Internal Affairs.

My vision for the complete reorganization of intelligence and LE consists of five agencies, all with narrow mandates:
1. Law enforcement. Very narrow mandate, only interstate crime.
2. Domestic intelligence. Vanishingly narrow mandate.
3. Foreign intelligence. Broader mandate.
4. Military intelligence. Broader mandate, though scope-limited.
5. Inter-agency internal affairs and compliance. Extremely broad mandate with few limitations.

All IA goes into that fifth agency. Nobody in that fifth agency is allowed to have ever been an executive or manager in any of the other four. At least 50% of that agency must be outside hires from the private sector or state/local police forces. Compensation is competitive, with the entire bonus structure consisting of bounties. The more people you catch misbehaving, the worse the behavior you catch, the more you get paid.

Try to have some patience. This isn't a movie. These things take time. National security is touchy. These guys have to cross the t's and dot the i's. Prosecutions will be forthcoming, but the CIA has to have their ducks in a row before charges are filed. There are sealed indictments. And these guys apparently have so much free time that they're finding it. The military used to know how to fill up someone's free time. Any good business does.

Third, these guys feel protected and safe downloading and storing this filth on their systems at work, which again is an IT fail and something desperately wrong with the work culture at the Pentagon, if true.

The impression I get is that Trump is unique in that he was already wealthy when he went to the Ivies, and basically stayed out of politics for the most part. Yes, it is classist, but it's also for a practical reason. All of those elite universities are fed into by elite private schools like Eton, Gordonstoun, The King's School, etc. All of those guys knew each other from a young age. They all knew each other's families. If you've known someone since childhood, it's much less likely they'll surprise you by suddenly having Nazi sympathies when they showed none from the age of eight on through college.

Yeah I've been to a few psych seminars where they are talking about practically helping people with emotional issues and they totally TROUNCE on sympathy while totally talking up empathy.

Sympathy means on an intellectual level I've examined your situation, understand why you feel bad, agree that feeling bad in said situation is reasonable, and want to help.

Empathy means I feel bad because you feel bad....Period. In the classical terms, sympathy is a form of agape of the highest form of love. To choose to want the better for the other. And yet was described in such negative terms as to be outright ridiculed.While empathy, which, while at times comforting, also leads often to secondary trauma and no real progress on someone's negative feelings because nothing happens.

I'll take 1 person with genuine sympathy for my situation over 100 folks whom empathize with me, because that guy with sympathy is going to bust his ass trying to help.

Absolutely!!! My mother had a horrible childhood. We kids never knew until we were adults. I asked her how come she didn't continue the cycle of abuse and she said she new how awful it was and wanted her kids lives to be different so she looked around and saw how people who seemed healthy and happy acted and tried to do the same.

No doubt you and your wife are doing something similar and I admire you for putting in the work it takes to move on and do better than was done to you!

It's true. I was, once upon a time, the General Counsel of a state IT Dept. We had to have a state employee's computer seized by the state police for viewing child pr0n on taxpayer-funded equipment/time about every six months. And those are just the ones we caught.

Never ceases to amaze me what people think they can get away with. See also the things people email to coworkers they want to sleep with. The mind boggles.

462 It's anyone connected to government work. I know personally of a few cases in NJ, two in the unemployment division and one in the city office of one of the major cities, where people were found to be watching child porn on their work computers during work hours, the two in unemployment were allowed to retire with benefits and no criminal charges, and the one in the city department (who was also caught diddling himself on a bus) is still working and claiming he has a disability that makes him do it, so they can't get rid of him.
