The idea being that the House needs to be able to gather information so that it can make rational law (yeah I know. Stop laughing) so they have subpoena power. And they can lock someone up for contempt also. It's not been done for a long time and would cause some real problems that they don't want to see go to a court.
Same as this They can vote to hold him in contempt and demand the DOJ do something but if Trump files for executive privilege and is successful (they usually are) Bannon will be able to come back at the House and it's members for all sorts of things and they do not want that either. A lot of those bands' stuff can be interpreted as a sort of eerie cultural dirge, as the children of a fallen empire survey the ruins of their ancestors' once grand legacy and wonder what comes next.
