Senate Parliamentarian Rules That Amnesty Cannot Be Added Into Spending Bill Via Reconciliation
Reconciliation is the process the Democrats were hoping to use to jam in a mass amnesty for illegals without any Republican votes.
There's a special rule that you can "reconcile" somewhat differing Senate and House bills without having to send each bill individually back to their respective houses for repassage. Wrong: Commenters point out the bills do have to go back to their respective houses for final passage, but there is no filibuster allowed on that vote. But the differences to be "reconciled" must concern spending and taxation. The Democrats attempted to slip an amnesty bill through the 50-50 Senate by claiming that the incidental changes in spending which would be caused by amnestying 8 million or more illegals counted as "spending," and so could be jammed into the "infrastructure" bill via reconcilliation. The Senate parliamentarian ruled that this is against the rules and cannot be done.Democrats can't use their $3.5 trillion package bolstering social and climate programs for their plan to give millions of immigrants a chance to become citizens, the Senate's parliamentarian said, a crushing blow to what was the party's clearest pathway in years to attaining that long-sought goal. The decision by Elizabeth MacDonough, the Senate’s nonpartisan interpreter of its often enigmatic rules, is a damaging and disheartening setback for President Joe Biden, congressional Democrats and their allies in the pro-immigration and progressive communities. Though they said they'd offer her fresh alternatives, MacDonough's stance badly wounds their hopes of unilaterally enacting -- over Republican opposition -- changes letting several categories of immigrants gain permanent residence and possibly citizenship. The parliamentarian opinion that emerged Sunday is crucial because it means the immigration provisions could not be included in an immense $3.5 trillion measure that's been shielded from GOP filibusters. Left vulnerable to those bill-killing delays, which require 60 Senate votes to defuse, the immigration language has virtually no chance in the 50-50 Senate. In a three-page memo to senators obtained by The Associated Press, MacDonough noted that under Senate rules, provisions are not allowed in such bills if their budget effect is "merely incidental" to their overall policy impact. Citing sweeping changes that Democrats would make in immigrants' lives, MacDonough, a one-time immigration attorney, said the language "is by any standard a broad, new immigration policy." The rejected provisions would open multiyear doorways to legal permanent residence -- and perhaps citizenship -- for young immigrants brought illegally to the country as children, often called "Dreamers." Also included would be immigrants with Temporary Protected Status who've fled countries stricken by natural disasters or extreme violence; essential workers and farm workers.I still think the Democrats could vote 50 strong -- with Kumala's tie-breaker -- to overrule the Parliamentarian. I also think they could just fire her. I don't think Manchin would vote with them on that. Still, they tried to break the rules, again. To end American sovereignty. Uh, I believe reconciliation is a mechanism which allows them to modify the current budget to address things which weren't foreseen when the budget was passed...14 years ago. That is why it can only be done once per Congress and only on matters related to the budget.

Pretty sure you are wrong on this. The reconciliation process does have certain features that smooth passage, like bypassing the filibusterer rules, but the final bill still has to pass both houses of Congress.

A few pointless pedantic fixes. The Budget Act of 1974 did a whole bunch of things. The reconciliation bill is not the same thing as a conference report, the harmonized thing that emerges from a House-Senate conference to work out a common version of a bill both have passed. It is a special creature of the Budget Act and the budget resolution (not a law, just a framework within which Congress is supposed to operate).
Amnesty clearly wasn't germane, that was an obvious one. The ominous thing is that they tried it - including a half-hearted effort at mau-mauing the parliamentarian to declare "up is down!".
Well, "ominous", if things weren't basically already gone on the mass illegal migration/sovereignty/rule of law front. But they are.

President can still veto anything emerging from Congress, constitution sets the rules on that process.
The House has long been a virtual dictatorship, the minority has little significance. The Senate has always been 100 (well, it's up to that, now) city-states doing pretty much whatever they want, under Senate rules, which the Senate determines.
The Budget Act/reconciliation bill thing is notable mostly because it creates a "priviliged matter" before the Senate, that is, rules on debate and voting supplant Senate rules. Thus, no filibuster, and no cloture (no need for 60 votes to end debate).

My favorite when I was there, an extended debate over the meaning of a footnote in the Senate rules, which would determine the outcome of a procedural debate. Byrd won when he pointed out that footnotes in Roman numerals worked differently than those using arabic numerals. Probably the last epic procedural clash of its kind.

It's a type of mind fvckery that is part parlor trick and part guilt trip, and effective messaging. If you've ever been to any sort of contentious public issue meeting or business meeting where an "outside facilitator" was part of the mix, you were subject to the "Delphi Technique", they might call the facilitators something different now, but it's the same deal. Watch for the main group to be broken down into several groups.
It depends on herd mentality, decent people who are generally willing to compromise, don't want to appear biased or "extreme", and assume others are negotiating in good faith and are also willing to compromise. None of that on the other side is true, of course.

The Social Security retirement program will be unable to pay full benefits by 2035, according to a new report issued Monday by the Trump administration.
Without reforms, the report says, payments to beneficiaries would have to be cut by 25 percent starting in 2035 to keep the program solvent.
The report said the program's roughly $3 trillion in reserves will be depleted by 2035.
The government will have to tap into those reserves beginning in 2020, when the costs of the program will begin exceeding the income it receives from taxes.

I think this *used* to be true. Back when they lived or died on the blue-collar/union bloc, they were anti-amnesty. They would bleat about it for the identity politics gains, but it was all failure theater.
Now, though, they lost the blue-collar bloc. They have unions, still, but they're mostly government employees at this point and the Dems have them regardless. The working class is no longer Dem territory, especially since Trump. Now that it's already gone, I suspect they're much more sincerely interested in amnesty than they were in the past.

They are all in on it now because most of the labor force isn't unionized. The government is deeply unionized, but the rest of the economy isn't. Even big union sectors like manufacturing (especially automobiles) and trucking are no longer majority union. The remaining non-government unions are held in thrall by the Dems (choose your allies carefully, folks) and the government unions are just extensions of the State/Party Complex.

I'm hoping to limp along on my iPhone 10 until the PinePhone is up to speed. Nothing would make me happier than to finally dump google/apple in a big way. When I got the iPhone (I used to have a new phone annually when we were developing our app) I went that way because they seemed the lesser of 2 evils. Crawling through my image library to find CP is near google levels of intrusiveness.
Speaking of which - I'm going to be trying out a security camera system by Anker (Euphy) that isn't owned by one of the 3, and is non-subscription. Looks pretty cool and bang for the buck. I'll be reporting here on it once it's been running for a few weeks.

This is what I think. It's overwhelming and coming from all directions. Without a political party in DC representing half the country, we're out here on our own. This means they aren't good for anything, near as I can tell.
They were printed up, is my understanding, as some crank kept calling up the Bureau of Public Debt and asking where the lockbox was, or where the Social Security money was being held, and they couldn't explain ledger book entries to him. So they printed them up.
Up until 1968, they did keep Social Security revenues out of the general budget figures. Congress passed the "Unified" budget act, or somesuch. So it made the numbers (deficits) look a lot better, at least temporarily. That was the first time that Sallie Mae or was it Fannie Mae, was unleashed, too. I think the 2008 debacle was actually sloppy seconds passed onto the hapless taxpayer, though nobody noticed it or commented at the time. Privatise profits, socialize losses. Over and over. Rinse, lather repeat.

This is what I think. It's overwhelming and coming from all directions. Without a political party in DC representing half the country, we're out here on our own.
We're in much the same shape - well, even worse shape than the French Resistance during WW2. We have nowhere near the strength or organization or leadership to overthrow the occupying regime - and even those parts of the government that pretend to be for us are just Vichy French all over again. full time collaborators and informers.
So what to do? All that can be done is to bide our time and wait until something big happens to destabilize this government. I don't know what it will be, but it will happen, they way they are running things guarantees it. There will be some black swan, sometime, somewhere, and what we can do is to sit tight and prepare, and be ready to take advantage when the moment comes.

Everything I've got from them is top quality. I was unaware of their camera systems - but it's been at least 3 years since I last looked. It works with their own standalone software, but of course you can use goolag/amazon/apple with it if you want. I'll do anything to avoid this subscription garbage. Nothing like spending a fortune on hardware, and then *still* having to pay them for a fully functional app and storage. Love that you can either run batteries, solar or hard wire the cameras. They claim 365 days on the battery, but even if it's a month and a half I'm fine with that. Biggest downside is their website is pretty information free.

The entire national debt rolls over about every 4 years! All of it.
If interest rates rise, it is GAME OVER, near as I can tell. Even historical norms of 4 to 5 percent. Every dollar would go simply to pay interest. Nothing for anything else. No social security. No spending on military. Nothing.
At least that's what it appeared 10 or 12 years ago. I doubt the government financial position has improved since then.

Alex: Your guy should be able, no matter the date or status of the market, be able to identify particular past investments that are 'best withdrawals' from a tax perspective. When we were building our house, we worked with our investor, who did a series of withdrawals for that purpose. Each of these was based on the net gain, so as to reduce our immediate tax burden. Granted, there will be impacts when we get to retirement, but those will be a smaller concern.
